Dear Mr. Peacock:
Terracon Consultants, Inc. (Terracon) is pleased to submit this Environmental
Management Plan (EMP) Addendum for the above referenced site (see Figure 1 for the
site layout) on behalf of Dura Supreme Cabinets (Dura). Dura is in the process of upfitting
the existing on-site warehouse building to suit its manufacturing operations. Dura’s
proposed upfits have included the removal and replacement of portions of the concrete
foundation slab of the warehouse building along with soil excavation that was necessary
to accommodate thicker sections of replacement concrete foundation slab. Terracon
completed an EMP outlining protocols for the management of potential environmental
impacts that might be encountered during construction activities. The EMP was submitted
by Terracon and approved by the North Carolina Brownfields Redevelopment Section
(BRS) on April 14, 2023.
Terracon submitted EMP Addenda No. 1 and No. 2 to the BRS on May 25, 2023 and June
7, 2023, respectively. These addenda summarized additional soil disturbance associated
with modifications to the northwestern parking area at the site. As mentioned in EMP
Addendum No. 1, Dura also proposes to install a fiberoptic cable line at the site but had
not finalized the project plans at the time of the Addendum submittal. This EMP Addendum
No. 3 documents the proposed ground disturbance that will be associated with the
fiberoptic cable line installation and the procedures to effectively manage environmental
media that will be encountered during the work.

The fiberoptic cable line installation will be completed by a subcontractor of Charter
Communications/Spectrum. The cable line will be installed via directional boring to connect
an existing fiber pedestal located off-site on the northern edge of Speedball Road with a
proposed pedestal to be installed outside Dura’s offices in the southeastern portion of the
on-site building. The borehole will be approximately 532 feet in length with an anticipated
depth of approximately 3 to 4 feet below land surface (bls). From the newly installed
pedestal, the fiberoptic cable line will be routed above-ground to the building. The
directional boring route and the fiber connection points at the pedestals are showing on
Figure 2.
According to the subcontractor, drilling fluid consisting of municipally sourced water will
be utilized during the boring. Based on their experience working in the Statesville area,
they anticipate that nearly all the drilling fluid will be lost to the subsurface soil formation
and that typically only a small quantity (approximately 5 gallons) of cuttings consisting of
soil/water slurry will be recovered from the top of the borehole. The subcontractor will
containerize slurry recovered during drilling operations in 55-gallon drums that will be
staged on site for characterization prior to disposal.
The boring equipment will be staged on the site so that any soil cuttings will be recovered
on the Brownfields property. At any location where different sections of borehole,
fiberoptic cable line, and associated conduit must be connected, the subcontractor will
excavate a small pit, approximately 3-feet by 3-feet by 4 feet bls, to achieve the
connection. It is anticipated that one utility access vault will be installed as part of the
project. If additional vaults are installed as part of the project, soils will be managed in
the same way at each location. A similarly sized excavation as described above will be
required at the location of the utility vault(s). For any location at which a utility access
vault is installed, excess soils that cannot be replaced into the excavation will be
generated. Based on the anticipated excavation size, approximately 1 to 2 cubic yards of
excess soils will be generated at the utility vault location(s). These soils will be stockpiled
in accordance with Figure 1 of the EMP. At excavation locations where no vault is installed,
the soils will be replaced back into the excavation using “first out, last in” principles.
Terracon will be present on site during the fiber line installation work to provide oversight
utilizing the protocols in the approved EMP. Once the boring and excavation work has been
completed, Terracon will collect a soil sample from the excess soils generated during the
installation work (i.e. from the soil/water slurry containerized within a 55-gallon drum(s)
and any temporarily stockpiled soils). Terracon will collect one composite soil sample from
these materials. The soil sampling and associated laboratory analyses will be conducted
in accordance with the procedures outlined in Section 1.A.4 of the approved EMP. One
duplicate soil sample and one equipment blank will also be collected for quality
assurance/quality control purposes.

The soil data will be utilized to determine whether the soils may be spread on site in the
proposed soil re-use area shown outlined in red on Figure 1 or must be disposed off-site
to an appropriately permitted facility.
Terracon requests BRS-approval to proceed with the above-described work.
