Technical (Lighthouse) completed an initial assessment of the impact to soils for the release noted above.
The results of the post excavation soil analyses are included with this report. If you have questions,

B. Site History and Impact
On November 21, 2022, Arborcare Tree Management was using a woodchipper at the rear of the property
located at 2268 Burgaw Highway in Jacksonville, North Carolina, when the piece of equipment began
to burn. A spill of diesel fuel due to the fire. The exact amount of fuel spilled is unknown but is estimated
at 10 to 20 gallons. The spilled fuel impacted the soil below woodchipper.
The spill location is a residential property owned by the Robins family. No surface water was affected
or noted nearby. Additional residential properties were noted near the spill location. No water supply
wells were noted nearby, and no underground utilities were encountered during soil removal. Figures 1
and 2 illustrate the incident location.
C. Initial Response and Abatement Action
Arborcare Tree Management extinguished the fire with a fire extinguisher. No abatement action was
conducted.
D. Free Product Investigation
The spilled fuel was absorbed by the soil below the equipment. No ongoing free product recovery was
necessary.
E. Surface Water and Groundwater Investigation
There was no impact to surface water. The nearest surface water is an unnamed tributary to Southwest
Creek located .32 miles west of the spill location. No groundwater collected in the excavation as soil
removal took place.
F. Excavation of Contaminated Soil
EEM mobilized to the site on March 17, 2023, to remove the impacted soil. Lighthouse was on site to
collect post excavation soil samples. There were two areas of excavation. The smaller was approximately
5 feet long and 3 feet wide. The larger was 10 feet long and 5 feet wide. Both excavations were 1.50 feet
deep.
After soil removal, two post excavation soil samples were collected using a decontaminated stainless
steel hand auger. Each sample was placed in a laboratory supplied container and shipped to Red Lab,
LLC of Wilmington, North Carolina where they were analyzed for Total Petroleum Hydrocarbon-
Gasoline Range Organics (TPH-GRO) and Diesel Range Organics (TPH-DRO) using a QED UVF
petroleum analyzer.
The TPH results are shown on Table 1. The GRO results ranged from <0.65 mg/kg to >0.66 mg/kg. The
DRO results ranged from <0.65 mg/kg to 0.65 mg/kg. The TPH GRO and DRO results were below the
North Carolina Department of Environmental Quality (NCDEQ) action limits of 50 mg/kg and 100
mg/kg. The laboratory report from Red Lab is included as Appendix A. Figure 3 illustrates the location
of the excavated area and the soil sample locations.

G. Solid and Liquid Waste Disposal
EEM organized disposal of the impacted soil. The total amount of excavated soil was 5.15 tons. EEM
transported the soil to Soil Resources, LLC located in Pinetops, North Carolina. Appendix B includes
the waste disposal documentation provided by EEM.
H. Conclusions
The Arborcare Tree Management equipment fire resulted in a release of diesel fuel to soil in the back
yard of the residence at 2268 Burgaw Highway in Jacksonville, North Carolina. No surface water was
impacted. A contractor was mobilized to remove the impacted soil. The laboratory analysis results for
the post excavation soil samples were below state TPH action levels. No groundwater was observed in
the excavation. No water supply wells were noted near the spill area.
We recommend closure for the incident. A copy of this report will be submitted to the Wilmington
Regional office of the NCDEQ. They will evaluate the results of the assessment and respond
accordingly.
I. Report Limitations
This report has been prepared by Lighthouse Technical, P.C. for the use of Arborcare Tree Management
and the North Carolina Department of Environment Quality. The findings and technical interpretations
included in this report are specific to the area of investigation. This assessment of subsurface conditions
has been performed in accordance with generally accepted practices of assessing the subsurface for
contaminants.
The conclusions presented in this report are based on subsurface sampling performed at selected
locations and depths. The data collected represents the conditions at the sample location, at the time of
sample collection only. There may be conditions between borings or samples that differ from those
presented in this report. Such conditions could not be predicted by this assessment.
Lighthouse by virtue of providing the services described in this report, does not assume the responsibility
of the person(s) in charge of the site, or otherwise undertake the responsibility for reporting to any Local,
State, or Federal public agencies as required by law or otherwise to disclose, in a timely manner, unless
so directed by the client, any information that may be necessary to prevent any danger to public health,
safety, or the environment. No warranty expressed or implied is made by the preparation of this report.
