ATC Associates of North Carolina, P.C. (ATC) has prepared the following report for Circle K Stores, Inc. on
initial abatement activities performed at the Circle K Store #2720467 facility located at 1130 N. Howe Street in
Southport, Brunswick County, North Carolina. This report has been prepared pursuant to applicable sections of
Title 15A of the North Carolina Administrative Code (NCAC), Chapter 2, Subchapter 2L and in accordance
with the State of North Carolina Department of Environmental Quality (NCDEQ), Division of Waste
Management (DWM), Underground Storage Tank (UST) Section Guidelines for Site Checks, Tank Closure, and
Initial Response and Abatement, Change 10, effective January 19, 2021.
1.0 SITE HISTORY AND CHARACTERIZATION
1.1 UST OWNER AND OPERATOR INFORMATION
Two 10,000-gallon gasoline USTs and one 10,000-gallon diesel UST and their appurtenances are currently in
operation at the facility. The USTs and their appurtenances are owned by Circle K Stores, Inc. of Raleigh,
North Carolina. Information regarding each of the tanks is provided below.

Figure 1 is a topographical map of the site and surrounding area. Figure 2 depicts the site and pertinent
structures, including the location of the UST and its appurtenances.
1.3 AST INFORMATION
No ASTs were identified on the property.
1.4 RELEASE INFORMATION
On July 27, 2022, during annual UST system testing, the premium gasoline product line was found to fail its
tightness test. The premium UST system was taken out of service at that time. Circle K contracted with a
subcontractor to determine the cause of the premium gasoline line failure. It was determined that there was an
issue with the product line flex connector that was connected to the premium gasoline submersible turbine
pump (STP). Subsequently, the flex connector was repaired, and a containment sump was installed at the

premium gasoline STP sump. The containment sump was hydrostatically tested on February 9, 2023 and the
premium gasoline product line was tested on February 16, 2023. The premium gasoline product line passed its
tightness test on this date. The premium gasoline UST system was placed back into service. Copies of the
referenced testing results are provided in Appendix A.
A previous release has been documented at the facility. The release was issued UST incident number 32249.
This incident was issued a Notice of No Further Action after the recordation of a Notice of Residual Petroleum
(NORP). Monitoring wells had been installed as part of assessment activities for UST incident number 32249.
It was determined that the monitoring wells had never been abandoned; therefore, the existing monitoring wells
(MW-1, MW-2, and MW-3) were utilized for activities documented in this report.
Upon receipt of the groundwater analytical results, a 24-Hour Release and UST Leak Reporting Form was
submitted to the NCDEQ. A copy of the release notice is provided in Appendix B.
On April 28, 2023, the NCDEQ issued a Notice of Regulatory Requirements (NORR) for the performance of
initial abatement action activities. The NCDEQ issued the release UST incident number 48965 with a risk
classification of intermediate.
1.5 SITE CHARACTERISTICS
1.5.1 Site Status
Presently, the subject property is an active convenience store and retail fuel outlet. The USTs and their
appurtenances are currently active at the facility. Surface cover at the site consists of concrete.
1.5.2 Surrounding Property Use
The subject property is zoned SP-BD (Southport Business District). Properties located north along N. Howe
Street are zoned SP-HC (Southport Highway Commercial). Properties to the south along N. Howe Street are
zoned SP-BD (Southport Business District). Properties to the east and west of the subject facility are zoned
SP-R-10 (residential). Commercial businesses and residential areas characterize the surrounding area.
1.5.3 Site Geology/Hydrogeology
The subject facility is located in the Coastal Plain Physiographic Region. The surficial deposits are
characterized by sand, clay, gravel, and peat deposits in marine, fluvial, eolian, and lacustrine environments.
The subject facility is located in an area underlain by the Castle Hayne aquifer.
1.5.4 Receptor Survey
Municipal water appears to be provided to the site and surrounding area. Water supply wells were not
identified in proximity to the site. It should be noted a comprehensive receptor survey was not conducted at this
time.
Surface water bodies were not identified within 1,500 feet of the source area.
At the time of this investigation, the source area is not located within an approved wellhead protection area as
defined in 42 USC 300h-7(e).

Subsurface structures identified at the subject facility include sanitary sewer and municipal water lines. Other
utilities may be present.
1.6 INITIAL ABATEMENT ACTIONS

A UST-61 24-Hour Release and UST Leak Reporting Form was submitted to NCDEQ by ATC personnel on
April 26, 2023. A copy of the release notice is presented in Appendix B.
2.3.2 Residual Material
Residual material was not associated with these activities.
2.3.3 Source Control Actions
The premium gasoline UST system was placed out of operation at the time the premium product line failed its
tightness test. No other source control actions were performed.
2.3.4 Contaminant Migration Control Measures
Refer to section 2.3.3.
2.3.5 Measures to Identify and Mitigate Hazards
Additional hazards were not noted.
2.3.6 Contaminated Soil Storage, Treatment, and/or Disposal
Soil was not stored, treated, or disposed of during these activities.

LNAPL was not measured in monitoring wells MW-1, MW-2, or MW-3 on April 17, 2023.

5.0 GROUNDWATER ASSESSMENT ACTIVITIES
On April 17, 2023, ATC collected static water level measurements from monitoring wells MW-1, MW-2, and
MW-3. Light non-aqueous phase liquid (LNAPL) was not measured in the wells on this date. The depths to
water measurements were collected using an electronic oil/water interface probe. The locations of the
monitoring wells are provided on Figure 2.
The groundwater depths were converted to relative elevations using an assumed datum of 100 feet relative to an
arbitrary on-site benchmark. Current groundwater elevation data are included in Table 1. A groundwater elevation

contour map is provided as Figure 3. Groundwater appears to flow toward the southwest.
6.0 GROUNDWATER SAMPLING AND RESULTS
On April 17, 2023, groundwater samples were collected from monitoring wells MW-1, MW-2, and MW-3. The
monitoring wells were purged prior to sampling by removing a minimum of three well volumes of water from
each well. After allowing sufficient time for recharge, a representative groundwater sample was collected from
each well using a new, disposable Teflon bailer. Upon collection, the groundwater sample was placed into
laboratory-approved containers, packed in ice, and delivered under chain-of-custody to SGS North America
(SGS) in Scott, Louisiana for analyses. The groundwater sample was analyzed by Environmental Protection
Agency (EPA) Method 6200B to include ethanol and oxygenates, EPA Method 6020 for lead, EPA Method
504.1 for ethylene dibromide (EDB), and Massachusetts Department of Environmental Protection (MADEP)
method for volatile petroleum hydrocarbons (VPH).
Laboratory analytical results of the groundwater samples collected from monitoring wells MW-1, MW-2, and
MW-3 detected several dissolved target compound concentrations above established 2L Standards. It should be
noted the dissolved benzene concentration in the groundwater sample collected from monitoring well MW-2
was detected above its established Gross Contaminant Level (GCL). A summary of the groundwater analytical
data is presented in Table 2. Dissolved contaminants of concern are depicted on Figure 4. A copy of the
laboratory analytical report is included as Appendix C.
7.0 CONCLUSIONS AND RECOMMENDATIONS
7.1 CONCLUSIONS
Based on the information obtained during initial abatement action activities, the following conclusions are
made:
• The premium gasoline product line failed its annual tightness test. Repairs have been made and
the premium gasoline line was retested and found to pass its tightness test. The premium
gasoline UST system has been placed back into operation.
• The subject property and surrounding properties appear connected to the public water system.
• Surface water bodies were not identified within 1,500 feet of the source area.
• The source area is not located in an approved wellhead protection area.
• Laboratory results of the groundwater samples collected from monitoring wells MW-1, MW-2,
and MW-3 detected several dissolved target compound concentrations above established 2L
Standards. The dissolved benzene concentration detected in the groundwater sample collected
from monitoring well MW-2 was found to be in excess of the established GCL.
7.2 RECOMMENDATIONS
• A copy of this report should be submitted to NCDEQ.

This report has been prepared for the exclusive use of Circle K Stores, Inc. The opinions included herein are
based on information obtained during the study, on our experience in accordance with currently accepted
hydrogeologic and engineering practices, and relevant regulatory guidelines at this time and location. Other
than this, no warranty is implied or intended.

Shear Valve Test Criteria
>This data sheet is for inspecting shear valves located inside dispensers. See PEI/RP 1200, Section 10 for the inspection procedure.
>This form may be utilized to document testing of shear valves (a.k.a. impact, crash, safety or fire valves).
>Testing of all shear valves is required at least once every 12 months.
>In the absence of an approved 3rd party test procedure or manufacturer's recommended practice, the procedure outlined below in the "Shear Valve Test
Procedure" section may be utilized.
Shear Valve Test Procedure
1.Visually confirm that all shear valves are properly installed, "trip" mechanism is functional and in good condition.
2.Manually close the shear valve.
3.Energize the pump and attempt to dispense fuel from the corresponding nozzle into a suitable container.
4.Confirm that the shear valve effectively interrupts the flow of fuel so that no fuel is dispensed from the nozzle.
5.Return the nozzle to the hanging position and shut down the pump.
6.Return the shear valve to the open position ensuring "trip" mechanism is functional and in correct position.
NOTE: State certification as a UST installer is required to repair or install shear valves

If any periodic test fails, a suspected release report must be submitted on a UST-17A form, UST Suspected Release 24 Hour Notice. The suspected
release must be investigated, in accordance with 15A NCAC 2N .0603, and defective equipment repaired or replaced in accordance with 15A NCAC
2N .0404/.0900. Results of the investigation must be submitted on a UST-17B form, UST Suspected Release 7 Day Notice.
Containment sumps installed on or after 11/1/2007 that are not monitored continuously for releases using vacuum, pressure, or hydrostatic interstitial
monitoring methods and all other containment sumps installed prior to 11/1/2007 that are used for interstitial monitoring shall be tightness tested at
installation and every three (3) years thereafter in accordance with the manufacturer’s written guidelines, PEI/RP100 “Recommended Practices for
Installation of Underground Liquid Storage Systems” and/or PEI/RP1200 “Recommended Practices for the Testing and Verification of Spill, Overfill,
Leak Detection and Secondary Containment Equipment at UST Facilities.”
If a UDC / containment sump fails a periodic tightness test, the sump must be replaced or repaired by the manufacturer, or the manufacturer’s
authorized representative in accordance with the manufacturer’s specifications, or in accordance with a code of practice developed by a nationally recognized association.

Dispenser: includes the dispenser and the equipment used to connect the dispenser to the piping (e.g., a release from a suction pump or from components located above the shear valve) Submersible Turbine Pump (STP) Area includes the submersible turbine pump head (typically located in the tank sump), the line leak detector, and the piping that connects the submersible turbine pump to the tank Delivery Problem: identifies releases that occurred during product delivery to the tank. (Typical causes associated with this source are spills and overfills.)
Other: serves as the option to use when the release source is known but does not fit into one of the preceding categories (e.g., for releases from vent lines, vapor recovery lines, and fill lines) Unknown: identifies releases for which the source has not been determined Definitions of Causes
