Regional Supervisor Fayetteville/Wilmington Offices Division of Waste Management, UST Section  North Carolina Department of Environmental Quality RE: UST Incident 48366 (formerly 15569) – Wilmington, North Carolina Supplement to Site Progress Report dated February 6, 2023 Mr. Haseltine, In accordance with our conversations following the submission of a Site Progress Report (February 6, 2023) for this incident, Spangler Environmental, Inc. (SEI) and Protocol Sampling Services, Inc. (PSSI) scientists have collected additional groundwater samples from the four remaining monitoring wells (MW- 2, MW-3, MW-4, and MW-5) at the property. These groundwater samples were analyzed for “low level” Contaminants of Concern (CoCs) which were previously analyzed for, but with minimum reporting limits not low enough to meet the North Carolina Title 15A NCAC 2L .0202 Groundwater Quality Standards (2L Standards). The four groundwater samples collected on February 24, 2023 were submitted to Waypoint Analytical (NC Certification No 415 and No 47701) for: Pentachlorophenol by EPA Method 8151A; Vinyl Chroride by EPA Method 8260D; Bis(2-Chloroethyl)ether, Bis(2-ethylhexyl)phthalate, 2-Chlorophenol, 3,3'- Dichlorobenzidine, Hexachlorobenzene, Hexachlorobutadiene, and N-Nitrosodimethylamine by EPA Method 8270D; 1,2-Dibromo-3-Chloropropane, 1,2-Dibromoethane, and 1,2,3-Trichloropropane by EPA Method 504.1; and Benzo(a)anthracene, Benzo(a)pyrene, Benzo(b)fluoranthene, Benzo(k)fluoranthene, Chrysene, Dibenz(a,h)anthracene, and Indeno(1,2,3-cd)pyrene by EPA Method 8270D SIM. Utilizing EPA Methods 8151A, 504.1, and 8270D SIM, the laboratory’s minimum detection limits for approximately half of these CoCs were able to be reduced to below the respective 2L Standards. There were still no analytical detections in excess of the MDLs for any CoC analyte. A summary of these supplemental groundwater results, including the lowest MDLs achievable is attached to this memo. A map of all sampling locations and the full laboratory analytical results are also attached for reference. Based on the findings detailed in the most recent Site Progress Report and the lack of any CoC detections in these supplementary “low level” groundwater samples, SEI and PSSI request that the former NRP be removed from Track 3, the incident be granted NFA, and a new NRP be issued for lots 97, 98, and 99. Use of the email (or any attachment) by any person other than the identified recipient is strictly prohibited.         From: Cory McManus   Sent: Friday, December 9, 2022 10:15 AM  To: Haseltine, Mike <mike.haseltine@ncdenr.gov>  Cc: Cal Rieder <cal@spanglerenvironmental.com>  Subject: RE: [External] UST Incident 15569 ‐ 48366    Mike,    Thank you for taking the time to speak with me last week. As discussed, we are interested in removing the NRP from  “Tract 3”, while we continue to address the residual FP remaining on two individual subdivided lots (Lots 97 & 98). You  mentioned that this would be possible, as the incident was reopened under #48366. In an effort to confirm no GW or FP  impacts to the northern and southern adjoining lots (Lots 96 & 99), we are planning to install two temp wells (TW‐1 &  TW‐2), as laid out on the attached map. We will gauge these wells for the presence of any FP and sample for VOCs  (8260) / SVOCs (8270).    We are also planning on conducting an additional feasibility study of the FP in the soil profile. Two soil borings (SB‐1 &  SB‐2; see attached map) will be completed in the area of presumed FP, with discrete soil screening / sampling every  ~0.5’ BGS. Based on our findings, we may even convert these borings into recovery wells.    We have also conducted an additional GW sampling event at the three wells identified to have FP (MW‐3, RW‐1, and  RW‐2). Following sorbent sock FP removal and a full well purge, the groundwater at each of these locations was  determined to contain no VOC or SVOC concentrations in excess of the lab’s method detection limits. This data is  consistent with what we have found across the property (no GW impacts, just heavily‐weathered FP bound in the soil).    Please let me know if you have any questions or concerns regarding this plan.    Thank you,  Cory  5    J.
