Ferebee Farming is an active potato farm located at 350 Scotland Road in Camden, Camden County, North Carolina. The adjoining properties are residential and agricultural. Municipal water is available to the site and surrounding properties. A UST system consisting of one 10,000-gallon diesel UST was removed from the site in February 1992. A petroleum release was discovered at the site and was assigned UST Incident Number 7636 for the release and was closed in April 1992. One 6,000-gallon gasoline UST was removed from the site in October 2016. During the May 2021 UST closure activities, ground water was encountered. Therefore, a ground water sample was collected from an on-site at the direction of the NCDEQ incident manager. UST closure soil samples were collected along the sidewalls of the UST basin, beneath the product piping and beneath the diesel dispensers, and were submitted for on-site analyses of gasoline-range and diesel-range total petroleum hydrocarbons using a mobile ultraviolet fluorescence (UVF) laboratory. Based on the field observations and UVF field screening results, no new release was observed. A total of 25.49 tons of soil was removed from the former UST basin and clean fill dirt was brought in to back fill the basin. Based on the soil and ground water sample results and previous incident low risk classification, the site should remain low risk. A Notice of Residual Petroleum for soil and ground water should be filed on the deed of the subject property. UST Owner and Operator Information: In accordance with the UST closure guidelines, the underground storage tank (UST) owner and operator information has been summarized in Table 1. 2. UST System Information: In accordance with the UST closure guidelines, the UST system information has been summarized in Table 2. A copy of the Registered Tank Report is shown below: 3. Non-UST Information No aboveground storage tanks (ASTs) were at the site. 4. Comprehensive Description of the Release: Geological Resources, Inc. (GRI) initiated UST closure activities at the site on May 25, 2021. The UST system consisted of two 8,000-gallon diesel USTs, associated dispensers and product piping. On May 25, 2021, two 8,000-gallon diesel USTs, associated product piping and dispensers were removed from the site. During UST closure activities, concentrations of gasoline-range total petroleum hydrocarbons (GRO- DRO) and diesel-range total petroleum hydrocarbons (TPH-DRO) were reported in soil samples collected during closure activities. A 24-Hour Notice of Release (UST-61 Form) was submitted to the Washington regional office of NCDEQ on May 25, 2021. A copy of the UST-61 Form is included as Appendix A. A prior petroleum release was discovered at the site and was assigned UST Incident Number 7636 for the release and was closed in April 1992. ____________________________________________________________________________________________ Prepared by: Geological Resources, Inc. Ferebee Farming site is an active farm located at 350 Scotland Road in Camden, Camden County, North Carolina (Figure 1). The site is bordered to the southeast by Scotland Road. A site map has been included as Figure 2. 6. Summary of Initial Abatement Actions, Assessment Activities, and Corrective Actions: Prior to closure, the appropriate officials were notified by GRI (i.e., Fire Marshal and NCDEQ). Two 8,000- gallon diesel USTs, associated dispensers and product piping were removed from the site on May 25, 2021. Petroleum contamination was noted in the UST basin upon removal of the UST. Ground water was encountered therefore, a ground water sample was collected from an existing observation well adjacent to the former UST basin. B. SITE CHECK A site check was not part of the UST closure activities. C. UST CLOSURE 1. Preparation for UST Closure: Prior to closure, the appropriate officials were notified by GRI (i.e. Fire Marshal and NCDEQ). A copy of the UST-3 Notice of Intent form is included as Appendix B. A copy of the UST-2A Site Investigation Report for Permanent Closure or Change-in-Service form was submitted to the compliance branch of NCDEQ on May 26, 2021, and has been included as Appendix C. A copy of the site-specific health and safety plan used during UST closure activities site is included as Appendix D. 2. Closure Procedure: On May 25, 2021, two 8,000-gallon diesel USTs, associated dispensers and product piping were removed from the site. The USTs were covered with concrete and soil. The USTs were visually inspected and appeared to be in good condition with no obvious defects. The USTs were constructed of single-wall steel. The UST was transported off site for proper disposal. A disposal manifest for the USTs removed in May 2021 is included as Appendix E. Residual Material: The USTs and product piping were emptied of contents prior to site activities. 4. Release information: According to the available information, a petroleum release was discovered at the site and was assigned UST Incident Number 7636 for the release and was closed in April 1992. During the May 2021 UST closure activities, soil and ground water samples were collected in accordance with NCDEQ guidelines. 5. Soil Excavation Activities: A total of 25.49 tons of soil was removed from the site. All excavated soil was transported to a permitted disposal facility. 6. Site Investigation: During excavation activities, GRI personnel collected soil samples for on-site analyses by Rapid Environmental Diagnostics (REDLab) for total petroleum hydrocarbons gasoline range organics (TPH-GRO) and diesel range organics (TPH-DRO) using North Carolina accepted QED Environmental Systems ultraviolet fluorescence (UVF) technology. During the May 2021 UST closure activities, soil samples (UST-1-1 through UST-1-5 and UST-2-1 through UST-2-5) were collected along the sidewalls of the UST basin at depths of 7 feet below ground surface (bgs) and beneath the gasoline dispensers (DI-1 and DI-2) at 5 feet bgs. One stockpile sample (SP-1) and one overburden sample (OB-1) were collected from the contaminated soil that was transported off-site for disposal. ____________________________________________________________________________________________ Prepared by: Geological Resources, Inc. Ferebee Farming Project Manager: William Regenthal GRI Project No. 5664 4 Upon completion of the limited over-excavation activities, confirmation soil samples (CS-1, CS-2 and CS- 3) were collected from the sidewalls of the excavation basin at depths of 8 feet bgs. The collected confirmation samples were submitted for laboratory analyses of volatile organic compounds (VOCs) using EPA Method 8260B, semi-VOCs using EPA Method 8270, as well as VPH and EPH using the MADEP Methods. Limited over-excavation activities were conducted in the former UST basin. A total of 25.49 tons of soil was removed from the site and transported for disposal. Soil disposal manifests and weight tickets are included as Appendix F. D. FREE PRODUCT INVESTIGATION AND RECOVERY REPORT During the May 2021 UST closure activities free product was not encountered. E. GROUND WATER INVESTIGATION During the May 2021 UST closure activities, ground water was encountered. At the direction of the on- site NCDEQ personnel, a ground water sample (MW-A) was collected from an existing observation well located adjacent to the UST basin and was submitted for analyses of VOCs using EPA Method 6200B, semi- VOCs using EPA Method 625 + 10 highest tentatively identified compounds, as well as MADEP Methods EPH and VPH. F. INITIAL RESPONSE AND ABATEMENT ACTION 1. Initial Response Actions: Two 8,000-gallon diesel USTs, associated dispensers and product piping were removed from the site on May 25, 2021. Ground water was encountered therefore, a ground water sample was collected. A total of 25.49 tons of soil was removed from the site and transported for disposal. The UST basin was backfilled with clean soil.  Source Control Actions: Two 8,000-gallon diesel USTs, associated dispensers and product piping were removed from the site on May 25, 2021.  Contaminant Migration Control Measures: The release was to the subsurface; therefore, contaminant migration control measures were not necessary.  Measures Taken to Mitigate Fire/Safety Hazards: Prior to closure, the atmosphere of each UST compartment was checked with an LEL/02 meter; once each UST compartment atmosphere reached less than 10% LEL, each tank was removed. There did not appear to be any immediate fire or safety hazards present because of the release. Free product was not encountered during closure activities.  Measures Taken to Identify and Mitigate Pollution Hazards: The release was to the subsurface; therefore, contaminant migration control measures were not necessary. ____________________________________________________________________________________________ Prepared by: Geological Resources, Inc. Extent of Soil Contamination: Since a past release had been observed at the site, limited over-excavation activities were conducted in the former UST basin to remove contaminated soil. A total of 25.49 tons of soil was removed from the site and transported for disposal. The excavation was filled with clean backfill. 2. Excavation Process: The excavation activities were conducted using a track-mounted excavator. 3. Sampling Description: All soil samples were collected directly from the bucket of the excavator or using a hand auger by GRI personnel. Samples were collected with clean, disposable nitrile gloves and immediately transferred to the onsite mobile UVF laboratory for analysis. H. SOIL AND GROUND WATER RESULTS  Soil: Concentrations of TPH-GRO and/or TPH-DRO that exceeded the RALs were reported in the soil samples collected from UST-1-1, UST-1-2, UST-1-5, UST-2-3, UST-2-4, UST-2-5, OB-1, SP-1, and DI-2. Concentrations of benzene, ethylbenzene, xylenes, n-butylbenzene, 1-methylnaphthalene, 2- methylnaphthalene, C5-C8 aliphatics, C9-C18 aliphatics and/or C9-C22 aromatics that exceeded the soil- to-water Maximum Contaminant Concentrations (MCCs) were reported in the soil samples collected from CS-1, CS-2 and CS-3. Concentrations of ethylbenzene and C9-C22 aromatics that exceeded the residential cleanup levels were reported in the soil sample collected from CS-1. A summary of soil sample analytical results is presented as Table 3. A Soil Quality Map has been included as Figure 3. Copies of the mobile laboratory reports are included as Appendix G. A complete laboratory report for the confirmation soil samples collected in May 2021 is included as Appendix H. SUMMARY AND CONCLUSIONS  On May 25, 2021, two 8,000-gallon diesel USTs, associated dispensers and product piping were removed from the site.  A total of 25.49 tons of soil was removed from the site and transported to a permitted disposal facility.  No free product was noted in the UST basin during closure activities.  Ground water was encountered during the May 2021 UST closure activities.  Concentrations of TPH-GRO and/or TPH-DRO that exceeded the RAL were reported in the soil samples collected from UST-1-1, UST-1-2, UST-1-5, UST-2-3, UST-2-4, UST-2-5, OB-1, SP-1 and DI-2.  Concentrations of benzene, ethylbenzene, xylenes, n-butylbenzene, 1-methylnaphthalene, 2- methylnaphthalene, C5-C8 aliphatics, C9-C18 aliphatics and/or C9-C22 aromatics that exceeded the soil-to-water MCCs were reported in the soil samples collected from CS-1, CS-2 and CS-3. Concentrations of ethylbenzene and C9-C22 aromatics that exceeded the residential cleanup levels were reported in the soil sample collected from CS-1.  A ground water sample was collected from the base of the excavation in lieu of the installation of a monitoring well at the direction of the on-site NCDEQ personnel. A concentration of C9-C22 Aromatics was reported in the ground water sample collected from MW-A.  Based on the soil and ground water sample results and previous incident low risk classification, the site should remain low risk.
