Provide UST owner and operator information The USTs were owned and operated by Southeastern Freight Lines, Inc.. See Section A-2. Provide non-UST information. No non-UST release incidents are known. 4. Describe relation of location of current UST system to historical UST releases, non-UST releases, and off-site releases. No prior releases are known. 4. Provide a brief description of site characteristics (including status of facility (active or inactive), land use of site and surrounding area, water supply, topography, vegetation, surface water, wells, buildings, surface cover, soil type, depth to and nature of bedrock, depth to groundwater, direction of groundwater flow, etc.) The site is an active truck transport facility. Land usage in the surrounding vicinity is a mixture of commercial, agricultural, and residential. A gas station, Lighthouse Food Mart No. 110 (closed - NCDWM-UST Incident No.: 31302) is located to the north. Farmland surrounds the property in all other directions. A Piggly Wiggly grocery store is located further to the northeast and a solar farm is located to the south/southwest. Prior investigation for the Lighthouse Food Mart No. 110 (Kilcoyne and Grubbs, 2004) release incident identified a production water supply well operated by the Deep Run Water Corporation. The Deep Run Well #7 provides water to the majority of residences and commercial properties in the surrounding area and is located approximately 950 feet northeast of the release area. A 2,000-foot well head protection area (WHPA) has been established for the well in accordance with 42 United States Code (USC) 300h-7(e). The WHPA encompasses the site property. Five other potable wells were identified within 1,500 feet of the site. Only one of those wells is used as a sole source of potable water; the other properties are connected to the Deep Run Well #7. According to the Geologic Map of North Carolina, the site overlies the Peedee Formation of the Coastal Plain Physiographic Province. The Peedee Formation is primarily composed of sand, clayey sands, and clays (Brown, et al., 1985). On a regional scale, the Coastal Plain is characterized by land with little relief and some areas of low relief hills and valleys. The local topography is characterized by relatively flat topography with little relief. The entire area surrounding 1,000 feet of the site is mapped at 25 five feet above sea level. Local topography is depicted in Figure 1. While no perennial surface water body was noted within 500 feet of the site, drainage ditches were noted along Highway 11 and 55. The closest perennial surface water body is the Neuse River located approximately 6,700 feet north of the site as shown on Figure 1. Groundwater was noted in the bottom (7’) of the excavation basin. Groundwater flow at the site, based on assessment at the neighboring Lighthouse Food Mart No. 110, is directed to the east. C. Closure Procedure 1. Describe preparations for closure including steps taken to notify authorities, permits obtained, and steps taken to clean and purge the tanks. Guardian Fueling Technologies performed tank preparations and removed the tank on April 26, 2021. The removed tank was taken to Foss Recycling of Lagrange, NC as detailed on the attached receipt included in Appendix A. 2. Describe the closure procedure (For guidance, see the Guidelines, Section 5.0.), referencing site and sampling location maps and cross-sections presented in Section F of this report. Clearly state how the selection of sample types and locations was influenced by the nature of the stored substance, any initial alarm or cause for suspicion, the type of backfill, the depth to groundwater, and other factors appropriate for identifying the presence and source of a release. Describe the condition of the UST system (pitting, holes, etc.) where it could be observed. If it was necessary to install and sample monitoring well(s), explain. Soil beneath the tank was saturated by groundwater and the tank was strapped to a concrete pad directly beneath it prompting the collection of soil samples from the sidewalls of the excavation basin at the locations shown on Figure 4. Those samples, CS1-CS4 were collected from each of the four sidewalls at a depth of 18-24 inches below ground level (BGL). Picture of the removed tank are attached as Appendix B and show a tank in good condition with no holes noted. The tank was fiberglass-coated steel and measured four feet in diameter and was six feet long 3. Note the amount of residual material pumped from the tank and describe the storage, sampling and disposal of the residual material and the disposal of the tank, pumps and piping (Refer to appendices with disposal manifests and certificate of tank disposal in Section H.). Guardian Fueling Technologies performed tank preparations. 4. Document any soil excavation activities. No soil was excavated as part of the UST closure. D. Site Investigation 1. Describe field screening: The samples were retrieved by Terraquest personnel donning a new pair of disposable nitrile gloves and placed into sealable bags to allow a representative headspace to accrue. Each sample was screened with a photoionization device (PID). None of the samples registered a value greater than zero on the PID. Document soil sampling information: UST Closure Soil Sampling Soils were placed into sealable plastic bags and screened with a PID. A representative sample was then placed into the appropriate laboratory container and labeled. All samples were analyzed by Terraquest using a SiteLab UVF Trilogy machine for Total Petroleum Hydrocarbons as Gasoline Range Organics (GRO) and Diesel Range Organics (DRO). Per discussions with the NCDWM-UST Washington Regional Office, soil samples were also submitted to an NC-certified laboratory for analysis per 8270E PAH, lead, and chromium. Sample IDs, depths, dates, and analytical results are listed in Table 1. Sample locations are depicted on Figure 4. 3. Document groundwater and surface water sampling information (Refer to tables and appendices provided in Sections G and H.), including: Groundwater was not sampled during closure. 4. Document quality-control measure information Soil: UST closure grab soil samples were collected from the track-hoe bucket. All samples were collected by Terraquest personnel donning new disposable nitrile gloves. Samples were then placed into laboratory containers, preserved with acid as required and packed on ice pending onsite lab analysis. Chain-of-Custody documentation was maintained for each sample. 5. Describe soil and groundwater investigation results: Soil: All UST closure soil samples were analyzed utilizing UVF technology targeting TPH GRO and DRO and for 8270 PAH, chromium, and lead. Those results reported no TPH Action Level exceedances and no Soil to Groundwater Maximum Soil Contaminant Concentration (STG MSCC) exceedances in any sample. Sample IDs, depths, dates, and analytical results are listed in Table 1. Sample locations are depicted in Figure 4. The analytical report is provided in Appendix C. Conclusions Following excavation and offsite disposal of a 550-gallon waste oil UST at the Southeastern Freight Lines, Inc. facility in Kinston, NC, groundwater was encountered in the excavation basin. Soil samples were collected around the sidewall of the excavation in the vadose zone. Those samples did not reveal actionable concentrations of petroleum-type compounds. Groundwater has not been investigated. Terraquest Environmental Consultants, P.C. is licensed to practice geology and engineering in North Carolina. The geology certification number of the corporation is C-291. The engineering certification number of the corporation is C-4634. Engineering is practiced out of the Cary, NC office. SITELAB’s CAL-025 GRO Module is used to detect volatile petroleum hydrocarbons in the C6 to C10 range. This test matches well to EPA Methods for GRO, BTEX, BPH or VOC’s using GC/FID instrumentation. SITELAB’s CAL-042 EDRO Module is used to detect petroleum hydrocarbons in the C10 to C36 diesel and oil range. This test matches well to EPA methods for TPH, EPH, DRO, and others using GC-FID instrumentation. Prior to field usage, the UVF TRILOGY is calibrated with five calibration standard solutions per targeted analyte. Soil samples are weighed to the nearest gram (i.e. 5.0 g) and added to a 1-ounce HDPE Nalgene bottle with a measured amount of laboratory grade methanol to the nearest mL (i.e. 10 mL) to create a sample extract. After addition of both the soil and methanol, the bottle is agitated for several minutes. Next, the sample rests for several minutes allowing for the soil and methanol extract to separate. After ample resting time, the methanol extract is collected with a syringe. A filter is connected to the end of the syringe and dispensed into a clean sample test tube. The test tube is labeled with sample ID and extract dilution factor (i.e. 2X). Known amounts of extract are pipetted into a second test tube and diluted with methanol. The sample ID and dilution factor are labeled on the test tube (i.e. 100X). Samples are placed into a clean cuvette and carefully inserted into the selected UV Module. Prior to analyzing the sample, the stored calibration that matches the UV Module being used, is selected. The UVF TRILOGY produces a result that when multiplied to the dilution factor equals the true TPH value. Quenching occurs when the detector is swamped by too many or certain type of hydrocarbons, producing low or negative concentrations. The sample is tested at multiple dilutions to confirm the results are linear and accurate. Solvent blank samples are periodically analyzed to confirm the solvent is clean and the calibration of the machine is maintained.
