HomeMy WebLinkAboutWA-27532_38684_CA_SCH_20180316 EXECUTIVE SUMMARY The Handy Mart 61 site is located at 4328 Highway 11 South in Winterville, Pitt County, North Carolina. The property operates as a petroleum retail facility, convenience store and restaurant. The site is covered by concrete and grass. An underground storage tank (UST) system consisting of one 20,000-gallon gasoline, one 12,000- gallon gasoline, one 10,000-gallon diesel USTs and associated dispensers and product piping is currently in use at the site. On February 6, 2018, during annual compliance testing activities, a non-passing hydrostatic result was reported for the 20,000-gallon gasoline UST spill bucket. Therefore a site check was required by NCDEQ. On March 2, 2018, GRI conducted a site check in the area of the 20,000-gallon gasoline UST spill bucket. One soil boring (SB-1) was advanced to approximately 2 feet below grade at the end of the tank, adjacent to the non- passing spill bucket. A concentration of TPH-GRO that exceeded the Regulatory Action Level was reported in the soil sample collected from SB-1 (2’). Based on this information, GRI recommends that a Limited Site Assessment should be conducted for the site. TABLE OF CONTENTS A. SITE HISTORY AND CHARACTERIZATION 1. UST Owner and Operator Information: In accordance with the Site Check Report guidelines, the underground storage tank (UST) owner and operator information has been summarized in the attached Table 1. 2. UST System Information: In accordance with the Site Check Report guidelines, the UST system information has been summarized in the attached Table 2. 3. Non-UST Information: There are currently no above ground petroleum storage tanks (ASTs) and no known ASTs formerly at the site. 4. Comprehensive Description of the Release: Annual compliance testing was completed on February 6, 2018. Based on the testing, non-passing hydrostatic results were reported for the 20,000-gallon gasoline UST spill bucket. The non-passing spill bucket was repaired subsequently and received passing compliance test results on February 28, 2018. A site check was required according to the North Carolina Department of Environmental Quality (NCDEQ). On March 2, 2018, one soil boring (SB-1) was advanced approximately 2 feet below ground surface (bgs) at the end of the tank, adjacent to the non-passing spill bucket. A release at the site was discovered upon receipt of the laboratory results for the soil sample collected in March 2018. 5. Description of the Site Characteristics: The Handy Mart 61 site is located at 4328 Highway 11 South in Winterville, Pitt County, North Carolina (Figure 1). The property operates as a petroleum retail facility, convenience store and restaurant. There are one 20,000- gallon gasoline, one 12,000-gallon gasoline, and one 10,000-gallon diesel USTs currently in use at the site along with associated dispensers and product piping. The surrounding properties are commercial and residential. A Site Map has been included as Figure 2. B. SITE CHECK PROCEDURES 1. Results of Tank and Line Tightness Testing: On February 6, 2018, one non-passing UST spill bucket was reported at the site. The non-passing spill bucket was repaired and received passing compliance test results on February 28, 2018. 2. Summary of Site Check Procedure: GRI performed a site check on March 2, 2018, that included the collection of one soil sample at the spill bucket associated with the 20,000-gallon gasoline UST. The soil boring was advanced adjacent to the spill bucket to a depth of approximately 2 feet bgs. One soil sample (SB-1 (2’)) was collected from the terminus of the boring. A 2 soil boring log is provided as Appendix B. 3. Soil Excavation Activities: No soil excavation activities were conducted. C. SITE INVESTIGATION 1. Field Screening: Soil samples collected during the March 2018 Site Check activities were not screened for volatile organic compounds (VOCs). 2. Soil Sampling Information: Soil sample SB-1 (2’) was collected on March 2, 2018, and submitted for laboratory analyses of gasoline-range total petroleum hydrocarbons (TPH-GRO) by EPA Method 8015D. A concentration of TPH-GRO that exceeded the Regulatory Action Level (RAL) was reported in the soil sample collected from SB-1 (2’). A soil sample location map is presented as Figure 3. A summary of soil sample analytical results is presented in Table 3. A complete laboratory report is provided as Appendix B. 3. Ground Water and Surface Water Sampling Information: Ground water and surface water samples were not collected as part of the site check. 4. Quality-Control Measures: Clean, disposable nitrile gloves were used for the collection of the soil sample. The samples were collected in laboratory supplied containers and shipped to the laboratory in a cooler following proper chain-of-custody procedures. D. SUMMARY AND CONCLUSIONS  The site is commercial and surrounding properties are commercial and residential.  On February 6. 2018, non-passing hydrostatic result was reported for the 20,000-gallon gasoline UST spill bucket. The non-passing spill bucket was repaired and received passing compliance test results on February 28, 2018.  A Site Check was conducted on March 2, 2018, to determine if a petroleum release had occurred.  A concentration of TPH-GRO that exceeded the RAL was reported in the soil sample collected from SB-1 (2’).  Based on this information, a release has occurred at the site. GRI recommends that a Limited Site Assessment should be conducted for the site. 3 E. LIMITATIONS This report has been prepared for the exclusive use of E. J. Pope & Son, Inc. for the specific application to the referenced site in Pitt County, North Carolina. The assessment was conducted based on the scope of work and level of effort specified by NCDEQ and with resources adequate only for that scope of work. Our findings have been developed in accordance with generally accepted standards of geology and hydrogeology practices in the State of North Carolina, available information, and our professional judgment. No other warranty is expressed or implied. The data that are presented in this report are indicative of conditions that existed at the precise locations sampled and at the time the samples were collected. In addition, the data obtained from samples would be interpreted as being meaningful with respect to parameters indicated in the laboratory report. No additional information can logically be inferred from these data.
