HomeMy WebLinkAboutWA-27532_38684_CA_LSA_20180710_Phase I EXECUTIVE SUMMARY The Handy Mart #61 site is an active petroleum retail facility, convenience store and Little Caesar’s restaurant located at 4328 Highway 11 South, Winterville, Pitt County, North Carolina. The site is located within the town limits of Winterville and zoned as general commercial use. Municipal water is available to the site and all surrounding properties. One 10,000-gallon diesel, one 12,000-gallon gasoline, one 20,000-gallon gasoline USTs, associated product piping and dispensers are in use at the site. In February 2018, during annual compliance testing activities, a non-passing hydrostatic result was reported for the 20,000-gallon gasoline UST spill bucket. On March 15, 2018, laboratory analysis of soil samples confirmed a release. On May 21, 2018, a receptor survey was completed for this incident. No potable water supply wells were identified within 1,000 feet of the site. One water supply well (WSW-1) was identified approximately 1,090 feet from the site. The owner of the WSW-1 advised that the well was inactive and had collapsed. No surface water bodies are located within 500 feet of the site. The site is not located within a designated wellhead protection area. On May 17, 2018, a Type II monitoring well (MW-1) was installed in the vicinity of the 20,000-gallon gasoline UST. One soil sample (MW-1(2’)) was collected during the installation of MW-1. No concentrations of requested method constituents that exceed the Maximum Contaminant Concentrations were reported in MW- 1(2’). On May 17, 2018, a ground water sample was collected from MW-1. Concentrations of requested method constituents that exceeded the applicable water quality standards were reported in the ground water sample collected in May 2018. Based on this information, the site risk classification should be ranked as Low Risk. Subsequent to filing a Notice of Residual Petroleum for ground water on the site deed, no further assessment should be warranted for the incident. TABLE OF CONTENTS A. RISK CHARACTERIZATION The Handy Mart #61 site is an active petroleum retail facility, convenience store and Little Caesar’s restaurant located at 4328 Highway 11 South, Winterville, Pitt County, North Carolina (Figure 1). Limited Site Assessment Risk Classification and Land Use Form Part I – Groundwater/Surface Water/Vapor Impacts High Risk 1. Has the release contaminated any water supply well including any well used for non-drinking purposes? UNKNOWN 2. Is a water supply well used for drinking water located within 1,000 feet of the source area of the release? YES/NO No potable water supply wells were identified within a 1,000-foot radius of the source area. 3. Is a water supply well not used for drinking water (e.g., irrigation, washing cars, industrial cooling water, filling swimming pools) located within 250 feet of the source area of the release? YES/NO No water supply wells were identified within a 250-foot radius of the source area. 4. Does ground water within 500 feet of the source area of the release have the potential for future use (there is no other source of water supply other than the groundwater)? YES/NO 5. Do vapors from the release pose a threat of explosion because of accumulation of the vapors in a confined space or pose any other serious threat to public health, public safety or the environment? Does the property contain a commercial (e.g., retail, warehouse, office/business space, etc.) or industrial (e.g., manufacturing, utilities, industrial research and development, chemical/petroleum bulk storage, etc.) enterprise, an inactive commercial or industrial enterprise, or is the land undeveloped? YES/NO Explain: Children could visit the property as vehicular or pedestrian traffic. 5. YES/NO Explain: No fences or security personnel were observed during site activities. 6. Do pavement, buildings, or other structures cap the contaminated soil? YES/NO Explain: Asphalt covers the parking lot along with concrete surface cover around USTs and dispensers; the remaining area is capped by the store building. If yes, what mechanisms are in place or can be put into place to ensure that the contaminated soil will remain capped in the foreseeable future? The site is an active convenience store and will remain so in the foreseeable future. 7. What is the zoning status of the property? According to the available zoning information, the site is zoned general commercial. 8. Is the use of the property likely to change in the next 20 years? YES/NO Explain: There is no foreseeable change in ownership or use of the property Property Surrounding Source Area of Release The questions below pertain to the area within 1,500 feet of the source area of the release (excludes property containing source area of the release): 9. What is the distance from the source area of the release to the nearest primary or secondary residence (permanent or temporary)? The closest primary residence is approximately 600 feet away 10. What is the distance from the source area of the release to the nearest school, daycare center, hospital, playground, park, recreation area, church, nursing home or other place of public assembly? The Winterville Assembly of God church is approximately 1,100 feet north east of the site. 11. What is the zoning status of properties in the surrounding area? According to the available zoning information, the surrounding areas are commercial and residential. 4 12. Briefly characterize the use and activities of the land in the surrounding area. The area surrounding the site is zoned general commercial and residential. They consist of retail facilities and residential properties. B. RECEPTOR INFORMATION 1. Water Supply Wells: One water supply well (WSW-1) was identified during May 2018 receptor survey activities. No potable water supply wells were identified within 1,000 feet of the site. The owner of WSW-1 confirmed that the well was inactive and had collapsed. Water supply well owner information is presented in Table 1. The location of WSW-1 is shown on Figure 2. 2. Public Water Supplies: Are public water supplies available within 1,500 feet of the source area of the release? YES/NO If yes, where is the location of the nearest public water lines and the source(s) of the public water supply? Explain: Public water is available to the site and all of the surrounding properties. Water lines run along the public streets in the area. 3. Surface Water: Identify all surface water bodies (e.g., ditch, pond, stream, lake, river) within 1,500 feet of the source area of the release. This information must be shown on the USGS topographic map. Several small ponds are located at distances greater than 500 feet from the site. 4. Wellhead Protection Areas: Identify all planned or approved wellhead protection areas (e.g., ditch, pond, stream, lake, river) within 1,500 feet of the source area of the release. This information must be shown on the USGS topographic map. Wellhead protection areas are defined in 42 USC 300h-7(e). No wellhead protection areas were identified within a 1,500-foot radius of the site. 5. Deep Aquifers in the Coastal Plain Physiographic Region: The site is located in the Coastal Plain Region of North Carolina. The source area is located in the surficial aquifer. 5 6. Subsurface Structures: No structures with basements were observed in the vicinity of the source area. 7. Property Owners and Occupants: The names and addresses of the owners of properties adjacent to the site are presented in Table 2. Property boundaries are shown on Figure 2. C. SITE GEOLOGY AND HYDROGEOLOGY According to the 1985 Geologic Map of North Carolina, the site is located in the Coastal Plain Physiographic Province of North Carolina. The Coastal Plain is part of an extensive geologic province that roughly parallels the Atlantic Ocean and continues northward and southward through the neighboring states. The site is located within the Quaternary Undivided Surficial Deposits Formation. The surficial aquifer at the site overlies the Peedee Formation. Soil encountered during the Limited Site Assessment activities was primarily fine to medium sand. On May 17, 2018, one Type II monitoring well (MW-1) was installed at the site to a total depth of twelve feet below ground surface. The well was completed with a ten-foot screened interval set to bracket the water table at the time of installation. The well was installed adjacent to the failed spill bucket associated with the 20,000-gallon gasoline UST. On May 17, 2018, depth to water in MW-1 was 2.81 feet below the top of well casing. A Site Map is included as Figure 3. A well construction record is included as Appendix A. Well construction and gauging information is presented in Table 3. D. SAMPLING RESULTS 1. Soil Sampling: On May 17, 2018, on soil sample (MW-1(2’)) was collected during the installation of MW-1. The collected soil sample was submitted for laboratory analysis by EPA Methods 8260 and by MADEP Method VPH. None of the reported contaminant concentrations exceeded the Maximum Contaminant Concentrations (MCCs). A summary of soil sample analytical results is presented in Table 4. A map showing the locations of the soil samples and soil quality information is included as Figure 4. A complete laboratory report for the soil sample collected in May 2018 is included as 6 Appendix B. 2. Ground Water Sampling: On May 17, 2018, a ground water sample was collected from MW-1 and submitted for laboratory analyses of VOCs by EPA Method 6200, lead by SM 610, VPH by MADEP Method, and EDB by SM 504.1. Concentrations of benzene, naphthalene, n-propylbenzene, 1,2,4-trimethylbenzene, C5-C8 Aliphatics, and C9-C10 Aromatics that exceeded the Maximum Allowable Concentrations (MACs) specified in T15A NCAC 2L.0202 were reported in the ground water sample collected from MW-1. None of the reported contaminant concentrations exceeded the Gross Contamination Levels (GCLs). A summary of ground water sample analytical results is presented in Table 5. A Ground Water Quality Map is included as Figure 5. A copy of the Laboratory Report for the ground water sample is included as Appendix B. 3. Quality Control: The soil and ground water samples were immediately placed in laboratory-supplied containers, which were then placed in iced coolers. New nitrile gloves were worn when collecting the samples. A new disposable bailer was used to sample the monitoring well. Samples were logged using proper chain- of-custody procedures. The samples were transported to a North Carolina Certified laboratory for analyses. E. CONCLUSIONS AND RECOMMENDATIONS  The site is an active convenience store, petroleum retail facility and Little Caesar’s restaurant that lies within the town limits of Winterville, Pitt County. Land use in the area consists of commercial and residential properties.  No potable water supply wells were identified within 1,000 feet of the site. No water supply wells were identified within a 250-foot radius of the site. No water bodies are within 500 feet of the site. The site is not located within a designated wellhead protection area.  No concentrations of requested method constituents exceeding the MCCs were reported in soil sample MW-1(2’).  Concentrations of benzene, naphthalene, n-propylbenzene, 1,2,4-trimethylbenzene, C5-C8 Aliphatics, and C9-C10 Aromatics that exceeded the MACs were reported in the ground water sample collected from MW-1. 7  Based on this information, the site risk classification should be ranked as Low Risk. Subsequent to filing a Notice of Residual Petroleum for ground water on the site deed, no further assessment should be warranted for this incident. F. LIMITATIONS This report has been prepared for the exclusive use of E.J. Pope & Son, Inc. for specific application to the referenced site in Pitt County, North Carolina. The assessment was conducted based on the scope of work and level of effort specified by NCDEQ and with resources adequate only for that scope of work. Our findings have been developed in accordance with generally accepted standards of geology and hydrogeology practices in the State of North Carolina, available information and our professional judgment. No other warranty is expressed or implied. The data that are presented in this report are indicative of conditions that existed at the precise locations sampled and at the time the samples were collected. In addition, the data obtained from samples would be interpreted as being meaningful with respect to parameters indicated in the laboratory report. No additional information can logically be inferred from these data.
