SITE HISTORY AND SOURCE CHARACTERIZATION 1. Site Operations and History Table 1 includes a summary of the underground storage tank (UST) owner/operator information and Table 2 includes site UST system information. The UST dispenser canopy, line layout and approximate area of excavation are indicated on Figure 2. 2. Contaminant Source Inventory According to NCDOT, a gasoline line leak was discovered in 2010 during a UST system pressure test. Soils around the identified leak were excavated and the line leak was repaired. 3. Previous Investigations and Initial Abatement A “24-Hour Release and UST Leak Reporting Form (UST 61 Form)” was submitted to the North Carolina Department of Environmental Quality (NCDEQ) by NCDOT on September 2, 2010. A Limited Site Assessment (LSA) investigation was conducted by CATLIN and a LSA report dated August 19, 2011 was submitted to NCDEQ. Since the submittal of the LSA, several groundwater sampling events have been conducted at this site. Results from these sampling events were submitted to NCDEQ in subsequently prepared reports. 4. Site Characteristics Currently, potable water is available to the subject site and surrounding properties (within a 1,000 foot radius) from a public municipal water system. There are no water supply wells within 250 feet of the source area. Initially, during the LSA investigation, sixteen water wells were identified as shown on Figure 1B. Interviews with occupants and subsequent follow-up with the Town of Williamston indicate there are currently three (3) potable wells within the 1,000 foot radius. Water supply well information is summarized in Section C of this report. Potable wells are identified on the table in Section C of this report and their locations are illustrated on Figure 1B. 5. Surface Water The nearest natural surface water body is an intermittent, unnamed stream approximately 1,200 feet northeast of the site (refer to Figure 1A). 6. Wellhead Protection Areas According to the NCDEQ webpage, updated October 27, 2016, the subject site is not located within an approved wellhead protection plan area. The closest public water supply well is located approximately two (2) miles north-northeast of the subject site. Deep Aquifers in the Coastal Plain Physiographic Region According to the NCDEQ Division of Water Resources online Framework Query cross-section results, the surficial aquifer is underlain by the Yorktown confining unit and Yorktown aquifer, the Peedee confining unit and aquifer, and the Upper and Lower Cape Fear confining units and aquifers. 8. Subsurface Structures Site surveys conducted during the LSA revealed no evidence or reports of subsurface structures accessible for humans (basements, vaults, etc.) adjacent to the source area. Figure 2 illustrates the subsurface utility lines at the subject site that were identified during LSA activities. C. RECEPTOR INFORMATION Currently there are three (3) potable water supply wells within 1,000 feet of the source area. These wells (numbers 5, 10 and 16) are identified on Figure 1B and indicated in bold on the following table. Public water is available for surrounding properties; however, utilization of the water supply system is voluntary at this time. Due to the location of well 16 and based on the current municipal water supply line locations, it would be difficult and expensive to hook the property to municipal water. CATLIN had discussions with NCDEQ and based on the distance of well 16 from the project site and the orientation of the well (in a side gradient groundwater flow direction), it was determined in an email correspondence dated December 31, 2015, that potable well 16 could be left in place and only wells 5 and 10 needed to be disconnected in order to request the site be re-ranked to a Low Risk Site. D. CURRENT SITE ASSESSMENT INFORMATION AND COMPARISON TO HISTORICAL INFORMATION The field activities associated with this monitoring report were completed on February 9, 2017. All site monitoring wells were gauged to determine water table elevations and groundwater samples were collected for laboratory analysis per Standard Method (SM) 6200B. No free-phase product was detected during the February 2017 sampling event or any prior sampling events. The site layout and monitoring well network is illustrated on Figure 2. NCDOT; 211010_2017_MR CATLIN Engineers and Scientists CATLIN Project No. 211010 5 May 2017 Groundwater Gauging Groundwater gauging data from the February 2017 gauging event, along with historical gauging data, are summarized in Table 3. Groundwater contours were computer generated by entering groundwater elevation data into a contouring software program (AutoCAD Land Development). During the February 2017 gauging event, the depths to groundwater in the shallow aquifer monitoring wells across the project site ranged from 2.10 feet to 4.98 feet below top of casing. Shallow groundwater contours for the previous sampling event (September 2015) and current sampling event (February 2017) are illustrated on Figures 3A and 3B, respectively. The February 2017 surficial groundwater migration trend is primarily towards the west, which is generally consistent with previous gauging events. Groundwater Sampling CATLIN personnel collected groundwater samples from all site monitoring wells on February 9, 2017. New, disposable nitrile gloves were worn during sampling activities. The depth to groundwater was measured with an electronic water level indicator and the volume of water in each well was calculated. Water was then purged from each well utilizing new, disposable plastic bailers and twine. After purging a minimum of three volumes of well water, a groundwater sample was poured directly from the bailer into the appropriate, laboratory provided glassware. After collection, groundwater samples were placed on ice for transport, under proper Chain-of-Custody protocols, to Pace Analytical Services, Inc. in Huntersville, NC. Groundwater samples were analyzed for diesel and gasoline constituents per SM 6200B. Results for the most recent sampling activities (February 9, 2017) are summarized in Table 4, and illustrated on Figure 4. No compound concentrations were revealed above the Gross Contaminant Levels (GCLs). Groundwater laboratory results revealed dissolved Benzene concentrations in monitoring wells MW01 (520 ug/L) and MW02 (2.8 ug/L) above the established North Carolina Administrative Code (NCAC) T15A:02L Groundwater Quality Standards (2L GWQS) of 1 ug/L. A dissolved Naphthalene concentration above the 2L GWQS of 6 ug/L was detected in the groundwater sample collected from MW01 (38.6 ug/L). Several other SM 6200B parameters were detected in the groundwater samples collected from MW01 and MW02; however, these concentrations were all below their respective 2L GWQS. A dissolved Methyl-tert-butyl ether (MTBE) concentration of 0.66 ug/L was detected in the sample collected from monitoring well MW03, which is below the 2L GWQS of 20 ug/L. No contaminant concentrations were detected above the laboratory reporting limits in the groundwater sample collected from MW04. Table 5 summarizes historical SM 6200B analytical results for site monitoring wells MW01 through MW04. Contaminant concentrations that have been detected above NCDOT; 211010_2017_MR CATLIN Engineers and Scientists CATLIN Project No. 211010 6 May 2017 2L GWQS have generally decreased since the initial sampling event. The complete laboratory analytical report is provided in Appendix A. E. CONCLUSIONS AND RECOMMENDATIONS 1. Conclusions Based on the findings of this monitoring report, the following conclusions are made:  Historically, no free-phase product has ever been detected when gauging or sampling the site.  Groundwater volatile contaminant concentrations were detected above corresponding 2L GWQS in the groundwater samples collected from MW01 (Benzene and Naphthalene) and MW02 (Benzene).  It is likely that elevated groundwater concentrations in MW02 are the result of contaminant migration along a preferential pathway created by the utility line and backfill.  Laboratory analytical results did not reveal any groundwater contaminant concentrations above the GCLs. Historically, no GCL exceedances have been reported at this site.  Groundwater volatile compound concentrations have clearly decreased over time. 2. Recommendations Due to the low levels of groundwater contamination (below GCLs), CATLIN recommends disconnecting/abandoning the potable water supply wells 5 and 10, if possible, and connecting the properties to municipal water. If wells 5 and 10 are disconnected/abandoned, CATLIN will request the site be re- ranked to a Low Risk Site. As previously mentioned, based on discussions with NCDEQ, well 16 does not need to be disconnected at this time. In the meantime, CATLIN recommends continuing with annual groundwater sampling. F. LIMITATIONS The field and groundwater data evaluated as part of this investigation only provides isolated data points and may not represent conditions at every location in the project area. Analyses and conclusions of this report, being based on interpolation between data points at the project area, may not be completely representative of all site conditions. Conclusions and recommendations of this investigation and report are based on the best available data in an effort to comply with current regulatory requirements.
