Pope & Son, Inc. (Pope), Cardno MM&A1conducted a groundwater sampling event at the former JBJ Investments Partnership facility (former Munchie Mart #5), hereinafter referred to as the site, on July 21, 2015. This report summarizes the results of that event, and provides historical groundwater elevation and analytical data. A Corrective Action Plan (CAP) prepared by Cardno MM&A was submitted to the North Carolina Department of Environment and Natural Resources (NCDENR) on November 13, 1998. The CAP proposed natural attenuation with one year of quarterly monitoring, followed by semi-annual monitoring. NCDENR granted final approval of the proposed CAP in a letter dated January 8, 1999, and semi-annual monitoring has been performed until 2012. As directed in correspondence from NCDENR dated January 18, 2012, monitoring frequency was changed to an annual basis beginning in April 2012. Annual groundwater sampling events were conducted at the site in April 2012, March 2013, and April 2014. Historically benzene, isopropylbenzene, methyl-tert-butyl ether (MTBE) and diisopropyl ether (DIPE) have been reported at relatively low concentrations slightly above their respective regulatory limits at the site. The former Munchie Mart #5 facility, hereinafter referred to as the site, is located at 3990 U.S. Highway 70 West, New Bern, Craven County, North Carolina. Topography of the site and the surrounding area is depicted on an excerpt from the USGS 7.5’ series New Bern, North Carolina topographic map (Figure 1). The site map is provided as Figure 2. Surrounding properties as identified in June 1998 during the development of the Corrective Action Plan (CAP) are presented in Figure 3. Ownership details of properties in the immediate vicinity of the site were updated in April 2012 and are listed in Table 1. Pope received a Notice of Regulatory Requirements letter, dated May 17, 2014, from NCDENR directing that an annual groundwater sampling event be conducted at the site in June/July of 2015. 2 Field Activities Cardno MM&A personnel mobilized to the site on July 21, 2015 to measure groundwater levels in three of the 11 existing monitoring wells (MW-1, MW-4 and MW-5) as well as collect groundwater samples from monitoring wells MW-1 and MW-4. The locations of the monitoring wells are depicted in Figure 2. Upon arrival at the site, groundwater monitoring wells MW-1, MW-4 and MW-5 were each located and groundwater levels were measured using an electronic water meter. Monitoring well MW-5 was gauged for groundwater elevation in order to more accurately identify the local groundwater flow direction. However, a groundwater sample was not collected from MW-5 during the sampling event. Prior to sampling, the wells were purged with a disposable bailer by removing a minimum of three well volumes of water from each well. Subsequent to purging, the groundwater monitoring wells were allowed to recover to near static levels before sampling. All groundwater samples were collected from the monitoring wells using the same disposable bailer used to purge the well. Each groundwater sample was transferred into appropriate laboratory prepared sample containers and chilled on ice pending transportation to con-test Analytical Laboratory (Con-Test), located in East Longmeadow, MA (NC Certification No. 652) for volatile organic compound (VOC) analysis per Standard Method (SM) 6200B plus 1,2-dibromoethane (EDB), methyl-tert-butyl-ether (MTBE), and diisopropyl ether (DIPE). 1 Effective July 2, 2012, Marshall Miller & Associates, Inc. merged with Cardno Limited, an Australian based professional services firm with offices throughout the US and projects in 85 countries. October 8, 2015 Cardno MM&A 2 3 Groundwater Flow Direction The water level measurements (depth to groundwater surface) for each well were subtracted from the corresponding well casing elevations (referenced to an arbitrary site datum) to determine the elevation of the groundwater surface at each well location. Wellhead casing elevation data and water level elevation data for the July 2015 event, and previous site visits since 1998 is presented in Table 2. The July 2015 groundwater elevation data was used to create a potentiometric surface map (Figure 4) to illustrate the horizontal gradient and groundwater flow direction in the water table aquifer beneath the site on the day of the sampling event. The local groundwater was calculated to flow in the south-southwesterly direction, consistent with historical data. 4 Free Product Inspection Free product was not encountered at the site during the July 2015 monitoring activities. 5 Groundwater Analytical Results A summary of the results of the sampling performed on July 2015, and all sampling results since January 1, 2010, are provided in Table 3. The laboratory analytical report, for the July 21, 2015 sampling event, is included in Appendix A. The results were compared to North Carolina’s Administrative Code Title 15A, Subchapter 2L: Classifications and Water Quality Standards Applicable to The Groundwaters of North Carolina (2L Standards), updated April 1, 2013. The relevant results from the July 2015 analyses are summarized as follows:  Benzene was not reported at a concentration above the laboratory detection limit in MW-1 for the first time since July 2011. Consistent with historical sampling events concentrations of benzene in MW-4 was also below the laboratory detection limit.  DIPE was not reported at a concentration above the 2L Standard of 70 µg/l in MW-1 (4.4 µg/l) or MW-4 (65 µg/l). DIPE has historically been identified above the 2L standard in MW-4.  Concentrations of isopropylbenzene, methyl-tert-butyl ether (MTBE), sec-butylbenzene, n-butylbenzene, tert-butylbenzene, naphthalene, ethylbenzene and 2-hexanone were detected during the sampling event below their respective 2L Standards. Overall, comparing the current laboratory results (July 21, 2015) to the previous sampling event (April 2, 2014) indicates that concentrations of petroleum hydrocarbon constituents have decreased at the site. Benzene concentrations since the previous sampling event continued to decrease below the laboratory detection limit in MW-1 and has not been identified in any other monitoring well since 2010. Also, diisopropyl ether concentrations detected in MW-4, have decreased below the 2L standard since the last sampling event. Historical groundwater analytical results (pre-2010) are included in Appendix B. 6 Conclusions Cardno MM&A personnel conducted an annual groundwater sampling event at the former Munchie Mart #5 facility on July 21, 2015. Laboratory analysis of the groundwater samples revealed that all constituents detected remained below their respective 2L Standards in MW-1 and MW-4. October 8, 2015 Cardno MM&A 3 Historical laboratory results indicate that the primary dissolved constituents (benzene, DIPE, MTBE, and naphthalene) have generally continued to decrease since the completion of the Corrective Action Plan in 1998. Based on the recent and historical data, it appears that natural attenuation has been effective at the site in reducing the concentrations of the constituents dissolved in the groundwater.
