GRIProjectNo.2461 ii EXECUTIVESUMMARY TheformerGurganusMobilsiteislocatedat277USHighway64WinPlymouth,WashingtonCounty, NorthCarolina.ThesiteiscurrentlyownedbyRaemonaL.McCrayandwasformerlyoperatedbyNorth EastOilCompanyasapetroleumretailfacility.Thesiteiscurrentlyvacant.Five4,000-gallonUSTswere removedfromthesiteinNovember1994.Theadjoiningpropertiesareamixtureofmulti-family residential,singlefamilyresidential,andcommercialproperties. Accordingtotheinformation determinedduringreceptorsurveyactivities,apotablewatersupplywellwasidentifiedwithin1,000feet ofthesite,however,thewellappearstobeup-gradientoftherelease.Publicwaterisavailabletothe siteandsurroundingpropertieswithina1,500-footradiusofthesite.  ACorrectiveActionPlanhasnotbeencompletedfortheincident.  BetweenNovember6and15,2019,soilexcavationactivitieswereperformedintheareasofMW-1,MW- 2,MW-3andMW-4.Atotalof736.14tonsofcontaminatedsoilwereremovedfromthesiteinNovember 2019.Atotalof239.66tonsofoverburdensoilweresurveyedandreturnedtotheexcavationareaas backfill.  OnAugust17,2020,fourTypeIImonitoringwells(MW-1RthroughMW-4R)weregauged,purgedand sampledperNCDEQguidelines.Nofreeproductwasobservedinthemonitoringwellspriortosampling. ConcentrationsofindividualBTEXconstituents,MTBE,naphthalene,n-propylbenzene,1,2,4- trimethylbenzeneand/or1,3,5-trimethylbenzenethatexceededtheMaximumAllowableConcentrations (MACs)asspecifiedinT15ANCAC2L.0202werereportedinthegroundwatersamplescollectedfrom MW-1RthroughMW-4R.AconcentrationofbenzenethatexceededtheGrossContaminationLevel(GCL) wasreportedinthegroundwatersamplecollectedfromMW-3R.  Thetotalcontaminantmasshasreducedbyapproximately29%sincetheJanuary2020groundwater samplingevent. ThesiteiscurrentlyownedbyRaemonaL.McCrayandwasformerlyoperatedbyNorthEastOilCompany, Inc.asapetroleumretailfacility.Thepropertyisnowvacant.Five4,000-gallongasolineUSTswere removedfromthesiteinNovember1994,confirmingarelease.USTowner/operatorinformationand USTsysteminformationareincludedasTables1and2,respectively.TheRegisteredTankReportisshown below:  Thesiteandsurroundingareaisamixtureofmulti-familyresidential,singlefamilyresidential,and commercialproperties.Thesitecontainsonebuildingandisprimarilycappedwithgrass,concreteand asphalt.Theoveralltopographyatthesiteisrelativelyflat.Twenty-sixTypeIImonitoringwells(MW-1 throughMW-5andMW-7throughMW-27)andtwoTypeIIImonitoringwells(MWD-6andTW-1)were installedatthesiteduringpreviousgroundwaterassessmentactivities.ASiteMapshowingthelocations ofthemonitoringwellsandthestructureson-sitehasbeenincludedasFigure2.  OnAugust8,2014,GRIpersonnelconductedanupdatedreceptorsurveyatthesite.Twowatersupply wells(WSW-1andWSW-3)wereidentifiedwithina1,500-footradiusofthesite.Onepotablewater supplywell(WSW-1)wasidentifiedwithin1,000feetofthesite,however,thewellappearstobeup- gradientoftherelease.Onepreviouslyidentifiedwatersupplywell(WSW-2)wasfoundtohavebeen    ___________________________________________________________________________________________ Preparedby:GeologicalResources,Inc. DuringtheNovember2019soilexcavation,atotalof736.14tonsofcontaminatedsoilwasremovedfrom thesite.Approximately239.66tonsofoverburdensoilwasreturnedtotheexcavationbasinasbackfill. ACorrectiveActionPlanhasnotbeendevelopedforthisincident.  2.0PRESENTATIONOFCURRENTSITEASSESSMENTINFORMATION/COMPARISONTOHISTORICAL ASSESSMENTINFORMATION OnAugust17,2020,fourTypeIImonitoringwells(MW-1RthroughMW-4R)gauged,purgedandsampled perNCDEQguidelines.NofreeproductwasobservedduringtheAugust2020groundwatersampling activities.DepthstogroundwaterintheTypeIImonitoringwellsrangedfrom4.59feetto5.36feetbelow thetopsofwellcasings.GroundwaterelevationsintheTypeIImonitoringwellsrangedfrom95.20feet to92.35feet. Groundwaterflowwasgenerallytothesoutheastwithahorizontalgradientof approximately0.03feetperfoot.Theverticalgradientwasnotcalculated,sinceMWD-6andTW-1have beendestroyedand/orabandoned.WellconstructionandgauginginformationispresentedinTable5. Freeproductwasnotdetectedatthesiteduringthecurrentgaugingandsamplingevent. 4.0NATURALATTENUATION/NATURALSOURCEZONEDEPLETIONSTATUS MMPEeventshavebeenconductedatthesiteastheprimarymethodofcorrectiveaction.SinceaCAP hasnotbeendevelopedfortheincident,nonaturalattenuationmonitoringplaniscurrentlyinplaceat thesite. 5.0CONCLUSIONS OnAugust17,2020,fourTypeIImonitoringwellsweregauged,purgedandsampled.Free productwasnotobserved.Groundwaterflowwasgenerallytothesoutheastwithahorizontal gradientofapproximately0.03feetperfoot. ConcentrationsofindividualBTEXconstituents,MTBE,naphthalene,n-propylbenzene,1,2,4- trimethylbenzeneand/or1,3,5-trimethylbenzenethatexceededtheMACswerereportedinthe groundwatersamplescollectedfromMW-1RthroughMW-4R.Aconcentrationofbenzenethat exceededtheGCLwasreportedinthegroundwatersamplecollectedfromMW-3R. Thecontaminantmassatthesitehasbeenreducedby29%sinceJanuary2020. Basedonthisinformation,theriskclassificationforthesiteshouldremainintermediaterisk.The soilexcavationactivitiesappeartohavebeensuccessfulinremovingfreeproductfromthesite. Semi-annualgroundwatersamplingshouldcontinueatthesiteuntilcontaminantconcentrations arereducedtobelowtheGCLs.ThenextsamplingeventistentativelyscheduledforFebruary 2021. 6.0LIMITATIONS ThisreporthasbeenpreparedfortheexclusiveuseofNorthEastOilCompany,Inc.forspecificapplication tothereferencedsiteinWashingtonCounty,NorthCarolina.Theassessmentwasconductedbasedon thescopeofworkandlevelofeffortdesiredbyNCDEQandwithresourcesadequateonlyforthatscope ofwork.Ourfindingshavebeendevelopedinaccordancewithgenerallyacceptedstandardsof environmentalpracticesintheStateofNorthCarolina,availableinformation,andourprofessional judgment.Nootherwarrantyisexpressedorimplied.
