The site is an active convenience store that contains five active underground storage tanks (USTs) that store petroleum products for retail sale. Based on the available information, the USTs include three 4,000-gallon gasoline USTs (installed in 1985), one 1,000-gallon diesel UST (installed in 1964),and one 2,000-gallon kerosene UST (installed in 1964).The USTs have been owned and operated by McLeod Oil Company, Inc.since 1985.NESCO, Inc. (NESCO) completed a Site Check as required by a Notice of Regulatory Requirements (NORR) dated April 24, 2001 issued by the North Carolina Department of Environmental Quality (NCDEQ). Based on laboratory analysis of soil samples collected during the Site Check, the soil in the vicinity of the UST system was impacted above the North Carolina Action Levels. NESCO completed a Limited Site Assessment (LSA) in January of 2002.Based on the findings in the LSA, the NCDENR required a Comprehensive Site Assessment (CSA) be completed which NESCO completed in March 2003.Fuss and O’Neill, Inc. also completed a Pre- CAP Monitoring Report, dated October 2003. Based on the available information and historical groundwater data, several constituents exceeded their respective North Carolina 2L Groundwater Quality Standards (2L Standards) in groundwater samples collected from the on- site monitoring wells.The detected concentrations of benzene and ethylene dibromide (EDB) also exceeded their respective Gross Contamination Levels (GCLs). Numerous groundwater monitoring events and several Mobile Multi-Phase Extraction (MMPE) events have been completed at the site.Recently,Progress Environmental, Inc. (Progress) collected groundwater samples from monitoring wells MW-1 through MW-4, MW-6 through MW-8, MW-10, MW-11, MW-14, and DW-1 on September 24, 2020.Water samples were also collected from water-supply wells WS-4 (1916), WS-5 or “WS” (1894), WS-6 (1864),and WS-12 (1975). The groundwater monitoring well and water supply well water samples were analyzed by a North Carolina certified laboratory for the presence of volatile organic compounds using Standard Method 6200B.Laboratory analysis of the groundwater samples collected from the monitoring wells MW-7,MW8,MW-10, MW-11, and DW-1 did not detect targeted compounds above the laboratory detection limit.Laboratory analysis of the groundwater samples collected from monitoring wells MW-1, MW-2,MW-3, MW-4, and MW-14 detected several petroleum- related compounds at concentrations above their respective 2L Standards.The concentrations of benzene and MTBE detected in the groundwater sample collected from monitoring well MW- 2 exceeded their respective GCLs.The concentration of MTBE detected in the groundwater sample collected from monitoring well MW-4 also exceeded its GCL. The site is classified as “high risk” based on the presence of petroleum-related compounds in the groundwater samples collected from the monitoring wells and the presence of numerous water- supply wells within 1,500 feet of the site. Groundwater Monitoring Report Duncan’s Mini Mart Pilot Project G-7289 December 6, 2021 2 Project information is based on information contained in the NCDEQ regulatory file and conversations with Mr.Michael Tompkins of McLeod Oil Company. 1.1 UST Information Four underground storage tanks (USTs)are located at the site. The USTs were installed in 1964 and 1985 and include three 8,000-gallon gasoline USTs and one 4,000-gallon kerosene UST.The approximate locations of the USTs are shown on Drawing 3.UST information is summarized in Table 1. 2.0 SITE GEOLOGY AND HYDROGEOLOGY The United States Geological Survey (USGS) Topographic Map,Hurdle Mills, NC, Olive Hill, NC, Roxboro, NC, and Timberlake, NC Quadrangles,depicts the site located along a broad northeast- southwest trending ridge.The elevation at the site ranges from approximately 700 feet above mean seal level (msl) on the northwestern portion of the site to 680 feet msl on the southeastern portion of the site. The subject site is located within the Piedmont Physiographic Province. The Piedmont Physiographic Province generally consists of hills and ridges which are dissected by a system of swales and stream. The Piedmont Physiographic Province is predominantly underlain by metamorphic rock (formed by heat, pressure and/or chemical action) and igneous rock (formed directly from molten material). The topography and relief of the Piedmont Province has developed from differential weathering of the igneous and metamorphic rock. Ridges and hills have been developed in areas of less weathered rock. Because of the continued chemical and physical weathering, rock in the Piedmont Physiographic Province is generally covered with a mantle of soil that has weathered in place from the parent bedrock. These soils vary in thickness and are referred to as residuum or residual soils. The residuum is typically finer grained and has higher clay content near the surface because of the advanced weathering. Similarly, the soils typically become coarser grained with increasing depth because of decreased weathering. As the weathering decreases, the residual soils generally retain the overall appearance, texture and foliations of the parent rock. In general, groundwater movement in the Piedmont Physiographic Province is from higher to lower elevations.Based on topographic inference,groundwater beneath the site most likely flows generally south-southwest toward an unnamed tributary to North Flat River.Based on the presumed groundwater flow direction, areas immediately to the north-northeast are potentially up-gradient of the site. 3.0 FIELD ACTIVITIES The field activities were completed or observed by Pilot on October 27, 2021.The field activities consisted of collecting groundwater samples from existing monitoring wells MW-1,MW-2, MW- Groundwater Monitoring Report Duncan’s Mini Mart Pilot Project G-7289 December 6, 2021 3 3, MW-4, MW-6, MW-7, MW-8, MW-10, MW-11, MW-14 and DW-1 (Drawing 4)and from water supply wells WS-4, WS-5, WS-6, and WS-12 (Drawing 5). 3.1 Monitoring Well Sampling A groundwater sample was collected from the aforementioned monitoring wells using a disposable bailer and new length of nylon string or peristaltic pump and new length of tubing. Prior to sampling, approximately three well volumes were purged from the monitoring wells. The monitoring wells were purged to remove silt and sediment from the groundwater and collect a representative sample of groundwater.After the purging was completed, groundwater samples were collected in the sample containers provided by the laboratory. Pilot personnel wore a new pair of disposable nitrile gloves during purging and sampling. Each container was labeled and placed in a cooler containing ice to maintain the samples at approximately 4Celsius. The samples were then transported to Pace Analytical (Pace)in Kernersville, North Carolina for chemical analysis. The groundwater samples collected were analyzed for volatile organic compounds (VOCs) using Standard Method 6200B.A chain of custody was maintained and is included in the Appendix. The depth to the groundwater surface in monitoring wells MW-1, MW-2, MW-3, MW-4, MW-6, MW-7, MW-8, MW-10, MW-11, MW-14, and DW-1 was measured using a decontaminated water level indicator. The top of casing elevation for each well was previously surveyed by others.The previously documented monitoring well elevations were utilized to prepare a potentiometric surface map (Drawing 6). The relative groundwater elevations collected from each monitoring well on October 27, 2021 are provided in Tables 2 and 4. Based on data collected during the assessment activities, the groundwater flow direction appears to be generally toward the south- southwest beneath the site. 3.2 Water Supply Wells Based on the information in the previous report numerous water supply wells are located within 1,000 feet of the source area of the release. Pilot attempted to contact the City of Roxboro City Public Works Department regarding the availability of municipal water in the vicinity of the site. The City of Roxboro Public Works Department confirmed that municipal water is available in the vicinity of the site.Pilot also provided a list of addresses inquiring about the water usage at the properties documented to utilize a water supply well for potable purposes but have yet to receive a response.Information pertaining to the water supply wells is provided in Table 3 and Drawing 5. 3.3 Groundwater Modeling Groundwater modeling was not completed and there does not appear to be a surface water feature within 500 feet of the site. Groundwater Monitoring Report Duncan’s Mini Mart Pilot Project G-7289 December 6, 2021 4 3.4 Free Product Investigation and Recovery Free product was not encountered in the groundwater monitoring wells sampled on October 27, 2021. 4.0 LABORATORY ANALYTICAL RESULTS 4.1 Groundwater Sample Analysis Laboratory analysis of the groundwater samples collected from monitoring wells MW-6,MW-7, MW-8,MW-10, MW-11 and DW-1 did not detect targeted compounds above the 2L Standards. Laboratory analysis of the groundwater samples collected from groundwater monitoring wells MW-1, MW-2, MW-3, MW-4 and MW-14 detected several targeted compounds at concentrations above their respective 2L Standards,with benzene exceeding its GCL in the sample collected from monitoring well MW-2. Isoconcentration maps for benzene,ethylbenzene,n-propylbenzene,1,2,4-trimethylbenzene, 1,3,5-trimethylbenzene, toluene, and xylenes are included as Drawings 7 through 13, respectively.A summary of the groundwater analytical results is presented in Table 4. The laboratory data sheets are included in the Appendix. 5.0 CONCLUSIONS Based on the results of the Groundwater Monitoring Report,Pilot concludes the following: Laboratory analysis of the groundwater samples collected from monitoring wells MW-6, MW- 7, MW-8, MW-10, MW-11 and DW-1 did not detect targeted compounds above the 2L Standards. Laboratory analysis of the groundwater samples collected from groundwater monitoring wells MW-1, MW-2, MW-3, MW-4 and MW-14 detected several targeted compounds at concentrations above their respective 2L Standards, with benzene exceeding its GCL in the sample collected from monitoring well MW-2. Free product was not detected in during this monitoring event. The groundwater flow was calculated to be to be generally to the south-southwest. Groundwater Monitoring Report Duncan’s Mini Mart Pilot Project G-7289 December 6, 2021 5 Pilot contacted the City of Roxboro Public Works Department and confirmed that municipal water is available in the vicinity of the site. The concentrations in the groundwater will need to decrease to below the 2L Standards for incident closure to be obtained with a Notice of Residual Petroleum (NORP)or each residence with a potable use well connected to the municipal water supply. The majority of the plume of impacted groundwater appears to be confined to the site. Based on the findings,it appears that natural attenuation is occurring,and it is Pilot’s opinion that monitoring activities should continue at the site. 6.0 RECOMMENDATIONS Pilot recommends that the current property owner/responsible party submit a copy of this Groundwater Monitoring Report to the NCDEQ, UST Section for their review.Prior to a property transaction occurring a Notice of Residual Petroleum (NORP) is required to be recorded. 7.0 QUALIFICATIONS OF REPORT The activities and evaluative approaches used in this assessment are consistent with those normally employed in assessment projects of this type. Our evaluation of site conditions has been based on our understanding of the site project information and the data obtained during our field activities.
