HomeMy WebLinkAboutRA-2643_16487_CA_SCP_20181008_And CLOEXECUTIVE SUMMARY Whitley Texaco is located at 401 East Main Street in Woodland, Northampton County, North Carolina. According to the available information, a petroleum release occurred from an underground storage tank (UST) system consisting of five 550-gallon gasoline USTs. The site risk classification is currently Low risk. An updated receptor survey was conducted on September 12, 2018, in which one municipal water supply well was identified within a 1,500-foot radius of the site. Currently, the water supply well is not in use, however, the Town of Woodland plans to begin using the well in the near future. The well has been drilled to a total depth of 405 feet and is screened between 275 and 3005 and also 360 to 385 feet. Three confining units exist between the surficial aquifer and screened interval of the well. The site is not located in an approved wellhead protection area. On September 12, 2018, two soil borings were installed at the site. Concentrations of requested method constituents that exceeded the soil-to-water Maximum Contaminant Concentrations (MACs) were reported in the soil sample collected from SB-1 4.5-5’. None of the reported contaminant concentrations exceeded the Residential Soil Cleanup Levels. On September 12, 2018, four monitoring wells were gauged, purged and sampled. Contaminant concentrations exceeding the applicable ground water quality standards were reported in the ground water sample collected from MW-1 and MW-3. None of the reported contaminant concentrations exceeded the Gross Contamination Levels. Based on this information, the newly installed municipal well does not appear to be at risk due to the depth to well screen and the presence of three confining units between the surficial aquifer and well screen. A Notice of Residual Petroleum for Ground Water should be filed on the deed of the subject property and the incident should be closed. According to the limited available information, a petroleum release occurred from an underground storage tank (UST) system consisting of five 550-gallon gasoline USTs that were removed from the site on December 28, 1994. Please note, information regarding past assessment and/or remediation activities is limited. Past reports for the incident could not be located during a file review at NCDEQ. Historical information regarding the incident was obtained by using the NCDEQ Registered Underground Storage Tank (RUST) database, NCDEQ Registered Tank Report and well tags. Three Type II monitoring wells (MW-1, MW-2 and MW-3) and one Type III monitoring well (MWD-4) were identified on-site. Please note, only one well tag identified a well designation (MW-1). The identifications of MW-2, MW-3 and MWD-4 are assumed based on the well construction dates noted on the well tags. The adjoining properties are commercial and residential. Municipal water is available to the site and all properties in the surrounding area. Please note, past assessment activities were conducted by previous consultants. Geological Resources, Inc. (GRI) cannot verify the accuracy of past reports, but for the purpose of this report, they are assumed to be correct. 2.0 CURRENT SITE ASSESSMENT The purpose of this report is to present the results of updated receptor survey and soil & ground water sampling activities conducted on September 12, 2018, at the Whitley Texaco site. The activities were conducted in accordance with GRI proposal number 18-472 which was submitted to C. Wood Beasley III on August 17, 2018, and approved on August 22, 2018. The purpose of the activities was to update receptor information and to obtain current soil and ground water quality data for the site. 3.0 UPDATED RECEPTOR SURVEY On September 12, 2018, GRI personnel conducted an updated receptor survey at the site. One municipal water supply well was identified within a 1,500-foot radius of the site. According to the Town of Woodland, the well is not currently in use, however, the well is scheduled to go on-line in the near future. Additionally, the well has been drilled to a total depth of 405 feet below grade surface (bgs) with screened intervals of 275 to 300 feet and 360 to 385 feet bgs. Three confining units exist between the surficial aquifer and screened interval of the well. Municipal water is available to the site and surrounding 2 properties. The site does not lie within a designated wellhead protection area. No surface water bodies were identified within a 500-foot radius of the site. Adjacent property owner information is included as Table 1. Water supply well information is included as Table 2. 4.0 SOIL QUALITY Two soil borings (SB-1 (4.5-5’) and SB-2 (4.5-5’)) were installed at the site on September 12, 2018. The soil borings were installed to total depths of 4.5 to 5 feet. The soil samples were collected from the terminus of each boring and were submitted for laboratory analyses of volatile organic compounds (VOCs) using EPA Method 8260B and VPH using the MADEP Method. Concentrations of naphthalene, isopropylbenzene, n-propylbenzene, C5-C8 aliphatics and C9-C10 aromatics that exceeded the soil-to- water Maximum Contaminant Concentrations (MCCs) were reported in the soil sample collected from SB-1 (4.5-5’). None of the reported contaminant concentrations exceeded the residential Soil Cleanup Levels. A Soil Quality Map is included as Figure 4. A summary of soil sample analytical results is presented in Table 3. Soil boring logs are included as Appendix A. A laboratory report for soil samples collected in September 2018 is included as Appendix B. 5.0 GROUND WATER QUALITY Four Type II monitoring wells (MW-1, MW-2, MW-3 and MWD-4) were gauged, purged and sampled on September 12, 2018. The depths to ground water in the Type II monitoring wells during the September 2018 sampling event ranged from 12.32 to 12.77 feet below the tops of well casings. Top of casing information was not available, therefore, ground water elevations and ground water flow direction were not calculated. A summary of well construction information including ground water elevation data is presented in Table 4. Laboratory analyses were performed on the ground water samples collected from the monitoring wells during the September 2018 sampling event for VOCs using EPA Method 6200B. Concentrations of benzene that exceeded the Maximum Allowable Concentrations (MACs) specified in T15A NCAC 2L.0202 were reported in the ground water samples collected from MW-1 and MW-3. None of the reported contaminant concentrations exceeded the Gross Contamination Levels (GCLs). A Ground Water Quality Map based on data from the September 2018 sampling event has been included as Figure 4. A summary of ground water sample analytical results is presented in Table 5. A complete copy of the laboratory report has been included in Appendix B. 3 6.0 CONCLUSIONS AND RECOMMENDATIONS  The site is located within the Town of Woodland, Northampton County. One potential potable municipal water supply well was identified within a 1,500-foot radius of the site. The municipal well is not currently in use, however, the Town of Woodland plans on putting the well on-line in the near future. Additionally, the well has been drilled to a total depth of 405 feet below grade surface (bgs) with screened intervals of 275 to 300 feet and 360 to 385 feet bgs. Three confining units exist between the surficial aquifer and screened interval of the well. Municipal water is available to the site and surrounding properties. The site is not located within a designated wellhead protection area. No surface water bodies were identified within a 500-foot radius of the site.  The average depth to ground water in the Type II monitoring wells in September 2018 was 12.54 feet. Ground water flow during the September 2018 gauging event was not calculated due to limited available data.  Concentrations of naphthalene, isopropylbenzene, n-propylbenzene, C5-C8 aliphatics, and C9- C10 aromatics that exceeded the soil-to-water MCCs were reported in the soil sample collected from SB-1 (4.5-5’). None of the reported contaminant concentrations exceeded the residential Soil Cleanup Levels.  Concentrations of benzene that exceeded the MACs were reported in the ground water samples collected from MW-1 and MW-3. A Notice of Residual Petroleum for Ground Water should be filed on the deed of the subject property and the incident should be closed. 7.0 LIMITATIONS This report has been prepared for the exclusive use of North East Oil Company, Inc. for specific application to the referenced site in Northampton County, North Carolina. The assessment was conducted based on the scope of work and level of effort desired by NCDEQ and with resources adequate only for that scope of work. Our findings have been developed in accordance with generally accepted standards of environmental practices in the State of North Carolina, available information, and our professional judgment. No other warranty is expressed or implied. The data that are presented in this report are indicative of conditions that existed at the precise locations 4 sampled and at the time the samples were collected. In addition, the data obtained from samples would be interpreted as being meaningful with respect to parameters indicated in the laboratory report. No additional information can logically be inferred from these data. Please note that field data collected prior to the September 2018 sampling and updated receptor survey event were not obtained under the supervision of GRI. Although the accuracy of this information cannot be verified, for the purpose of this report GRI assumes that it is correct.
