Site History On February 27, 2023, a James River Equipment service truck was traveling north on North Carolina Highway 742 north of Polkton, North Carolina, when the truck was involved in an accident causing the truck to overturn. The accident caused a spill of approximately 25 gallons of diesel fuel and small amounts of lubricating oil. The spill affected soil below the truck wreckage, on the east shoulder of the roadway. There were no surface waters affected by the spill. No water supply wells were observed near the spill location. The area was rural and wooded. Figures 1 and 2 illustrate the location of the incident. C. Free Product Investigation EHC Environmental (EHC) of Red Springs, North Carolina responded to the spill initially. No free product recovery was necessary. D. Groundwater and Surface Water Investigation No surface water was affected or noted near the area of impact. The nearest surface water was Cribbs Creek approximately 473 feet south of the spill location. No groundwater was observed while removing the impacted soil thus no investigation was necessary. E. Initial Response and Abatement Action EHC responded to the spill initially and assisted with the roadway cleanup. Excavation was scheduled after approval of the cost estimate. F. Excavation of Soils and Soil Sample Collection EHC returned to the site on March 7, 2023, to begin soil removal. The area of spill impact was approximately 15 feet long and 5 feet wide. Samples S-1 and S-2 were collected at a depth of 0.5 feet. The sample locations are noted on Figure 3. Each soil sample was analyzed by RED Lab, LLC using a QED UVF petroleum analyzer with finger printing calibration. The samples were analyzed for Total Petroleum Hydrocarbon-Gasoline Range Organics (TPH-GRO), Diesel Range Organics (TPH-DRO) and Total BTEX. The TPH GRO results ranged from <0.51 to <0.56 mg/kg. The DRO results ranged from 47.8 to 85.3 mg/kg. The results are presented on Table 1. The TPH GRO and DRO levels were below the state action level of 50 mg/kg and 100 mg/kg. Appendix A includes the laboratory analysis report and chain of custody. G. Waste Disposal EHC organized disposal of the impacted soil. The total amount of excavated soil was 2.6 tons. EHC transported the soil to GTA Farms, LLC in Shannon, North Carolina. Appendix B includes the waste disposal documentation provided by EHC. 4 H. Conclusions The James River Equipment diesel fuel spill impacted soil on the east side of NC Highway 742. The spilled diesel fuel did not impact any nearby waterways. No water supply wells were noted nearby. EHC excavated the impacted soil. Post excavation soil samples were collected and analyzed for TPH GRO and DRO. The laboratory results were below the state TPH action levels. We recommend closure for the incident. A copy of this report will be submitted to the Fayetteville Regional office of the NCDEQ. They will evaluate the results of the assessment and respond accordingly. I. Report Limitations This report has been prepared by Lighthouse Technical, P.C. for the use of James River Equipment and the North Carolina Department of Environment Quality. The findings and technical interpretations included in this report are specific to the area of investigation. This assessment of subsurface conditions has been performed in accordance with generally accepted practices of assessing the subsurface for contaminants. The conclusions presented in this report are based on subsurface sampling performed at selected locations and depths. The data collected represent the conditions at the sample location, at the time of sample collection only. There may be conditions between borings or samples that differ from those presented in this report. Such conditions could not be predicted by this assessment. Lighthouse by virtue of providing the services described in this report, does not assume the responsibility of the person(s) in charge of the site, or otherwise undertake the responsibility for reporting to any Local, State, or Federal public agencies as required by law or otherwise to disclose, in a timely manner, unless so directed by the client, any information that may be necessary to prevent any danger to public health, safety, or the environment.
