B. Site History
1. Provide UST Owner and Operator Information
See Table 1.
2. Provide UST Information
See Table 2.
3. Provide Non-UST Information
Two aboveground storage tanks (ASTs) are known to exist at the site. One AST holds
approximately 395 gallons of diesel fuel for the onsite generator. The second AST holds
approximately 6,500 gallons of diesel exhaust fluid (DEF).
4. Describe relation of location of current UST system to historical UST releases.
Four previous releases appear to have occurred at the facility. The first release was identified
during closure activities associated with three 10,000-gallon gasoline and one 6,000-gallon
diesel underground storage tanks (USTs). The release was reported to the North Carolina
Department of Environmental Quality (NCDEQ) on July 18, 2001 and issued UST incident
number 22318. Based on a review of the file, it is not known at the time of this report if this
incident remains open. The second release occurred on March 20, 2011 when a truck spilled
diesel fuel at the property. This was issued incident number 90102 and the incident was issued
a Notice of No Further Action (NFA) on August 5, 2011. The third release occurred on June
23, 2014 when approximately 50 to 175 gallons of diesel fuel was released from a truck saddle
tank. Approximately 10.63 tons of petroleum-impacted soil was removed from the facility.
Based on the soil excavation, it appeared petroleum-impacted soil was effectively removed, and
no further work was required. The fourth release was reported during February 2018 when a
failure of the diesel product line within diesel dispenser #20 occurred. The diesel fuel
overflowed the dispenser sump and spilled onto the nearby parking lot. Following clean up
activities, this release was issued a NFA on March 14, 2018.
5. Provide a Brief Description of Site Characteristics
The subject property consists of one convenience store building and petroleum fueling
equipment. The subject property and surrounding area are fairly level. The area mainly
consists of commercial businesses and undeveloped land. Public water appears to be supplied
to the site as a water meter was noted onsite. Water supply wells were not identified at the site.
A topographic map and site map are attached as Figures 1 and 2, respectively.
C. Site Check Procedures
1. UST System Testing
UST system testing is not available at the time of this report. Circle K replaced the diesel
product lines at the facility and installed a diesel exhaust fluid (DEF) tank. These activities
were completed during the Fall 2022. ATC was not onsite during these activities.
Circle K Store #2723123 April 19, 2023
NCDEQ Facility ID #0-029768 Site Check Report
2. Site Check Procedure
On March 30, 2023, ATC personnel contracted with AmeriProbe of Huntersville, North
Carolina to advance thirteen soil borings in proximity to the diesel dispensers, diesel product
lines, and the diesel UST basin. The soil borings were advanced to depths ranging from five to
thirteen feet below ground surface (bgs) using macro-core samplers. The locations of the soil
borings are provided on Figure 2.
3. Soil Excavation Activities
Soil excavation was not performed as part of this site check.
D. Site Investigation
1. Field Screening
Soil samples were collected at one-foot intervals from surface to boring termination depth at
either five or thirteen feet bgs. Each soil sample was screened with a photoionization detector
(PID) during boring advancement. The respective PID readings are provided on the boring
logs provided in Attachment I.
2. Soil Sampling Information
On March 30, 2023, thirteen soil borings were advanced at the facility, using macro-core
samplers, in proximity to the diesel dispensers, diesel product lines, and the diesel UST basin.
Soil borings SB-1, SB-2, SB-3, SB-4, SB-5, SB-12, SB-13, SB-14, and SB-15 were advanced
to five feet bgs. Soil borings SB-9 and SB-10 were advanced to thirteen feet bgs. The soils
were screened at one-foot intervals with a PID. The soil sample exhibiting the highest PID
reading per boring was submitted to the project laboratory for analyses. The soil encountered
at the sampling depths consisted of brown to reddish-brown silt and silty sand to a brown silty
clay.
The soil samples were shipped to a N.C. certified laboratory in a chilled cooler following
proper chain-of-custody procedures. The soil samples were requested to be analyzed by
TPH-Gasoline Range Organics (GRO) and TPH-Diesel Range Organics (DRO).
3. Groundwater and Surface Sampling Information
Groundwater and surface water samples were not collected during site check activities.
4. Quality Control Measures
The soil samples were placed in laboratory provided jars and vials. The samples were
immediately placed on ice and contained in a cooler during transportation. The samples were
transported by courier under a chain-of-custody to the laboratory for analyses.
5. Investigation Results
Laboratory analytical results of the soil samples collected in proximity to the diesel dispensers,
diesel product lines, and the diesel UST basin did not detect TPH-GRO or TPH-DRO
concentrations above established State Action Levels. Laboratory analytical results are
provided on Table 3. A copy of the laboratory report and chain-of-custody documents are
provided in Attachment II.
Circle K Store #2723123 April 19, 2023
NCDEQ Facility ID #0-029768 Site Check Report
E. Conclusion and Recommendations
Laboratory analytical results of the soil samples collected in proximity to the diesel dispensers,
diesel product lines, and the diesel UST basin did not detect TPH-GRO or TPH-DRO
concentrations above established State Action Levels. Therefore, it appears the diesel product
lines that were replaced did not cause a release of diesel fuel to the soil prior to their
replacement.
