Limited Site Check Report Murphy USA #6760 909 US Highway 15-401 Bypass Laurinburg, NC 28352 Privileged and confidential information Page 1 EXECUTIVE SUMMARY As required, the following executive summary provides the most pertinent information discussed in this report. For additional information please refer to subsequent sections of this report.  GES performed a limited site check in response to regulatory requirements directing an investigation to determine the presence of environmental contamination due to a release from a damaged fuel dispenser.  On May 4, 2022, six (6) soil borings were advanced around the subject dispenser for soil and groundwater sample collection. Soils consisted primarily of sand, and groundwater was encountered at approximately seven (7) feet below ground surface (BGS).  One (1) soil sample was retained from unsaturated soils of each boring within the depth interval exhibiting the greatest field screening results, and one (1) groundwater sample was collected from the boring exhibiting the greatest overall field screening results.  Results of laboratory analysis indicated that soil and groundwater at the site is impacted above unrestricted use standards.  Additional assessment is recommended. (GES) was retained by Murphy Oil USA, Inc. (Murphy) to perform a limited site check associated with a release of petroleum product at the Murphy USA #6760 facility located at 909 US Highway 15-401 Bypass in Laurinburg, Scotland County, North Carolina (site). The site location is illustrated on Figure 1. The purpose of this “Limited Site Check Report” is to present results of a limited subsurface investigation at the site and determine if environmental contamination is present at the site as a result of the recent release. This report has been prepared in general accordance with Title 15A of the North Carolina Administrative Code (NCAC), Subchapter 2L and the North Carolina Department of Environmental Quality (NCDEQ), Division of Waste Management (DWM), Underground Storage Tank (UST) Section Guidelines for Site Checks, Tank Closure, and Initial Response and Abetment, Change 11 dated May 17, 2021. 2 Site History and Characterization The site is located southwest of the intersection of McColl Road (US Highway 15/401/501) and West Boulevard (NC Secondary Highway 1108). The site currently operates as a Murphy Express gas station and convenience store with an active underground storage tank (UST) system. No above ground storage tank (AST) systems are present at the site. 2.1 Owner/Operator Information The UST system at the site is currently owned and operated by Murphy. Murphy has owned and operated the UST system since it was installed in 2001. UST owner/operator information is summarized in Table 1. 2.2 UST System Information UST system information is summarized in Table 2 and illustrated on Figure 2. The system consists of two (2) compartmentalized USTs oriented north-south within a common tank hold located in the northeast quadrant of the site property. Four (4) dispenser islands are located beneath a dispenser canopy trending east to west, with two (2) islands on either side of a centrally located convenience store/kiosk building. Double-sided gasoline dispensers are present at each dispenser island with the easternmost dispenser (#7/8) also serving diesel. 2.3 Past Releases GES reviewed the North Carolina Department of Environmental Quality (NCDEQ) UST Incident Management Database pertaining to past releases at the site. The site has one (1) closed release incident registered with the NCDEQ identified as incident number 29897 which was associated with a leak of gasoline from beneath dispenser 5/6 on January 10, 2014. Soil contamination was discovered and approximately 4.24-tons of soil were excavated from the western side of the oil/water separator (OWS) at the site, extending to a maximum depth of approximately one (1) Limited Site Check Report Murphy USA #6760 909 US Highway 15-401 Bypass Laurinburg, NC 28352 Privileged and confidential information Page 2 foot below ground surface (BGS); groundwater was not encountered in the excavation. Confirmatory soil sampling revealed no exceedances of the regulatory limits. The incident received regulatory closure on February 24, 2014. Please refer to historical reports for additional information. 2.4 Current Release The summary below is based on the Initial Abatement Action Report dated March 18, 2022. On December 12, 2021, a release from the UST system occurred when a customer vehicle collided with gasoline/diesel dispenser 7/8, the easternmost dispenser. The collision damaged the dispenser and caused a release of petroleum product onto the ground surface around the dispenser. The flow of fuel was eventually stopped, but free product was reportedly observed flowing across the concrete parking lot and entering the site storm sewer system and OWS. An emergency response contractor was retained to perform containment and cleanup activities. Between December 12 and 13, 2021, approximately 4,948-gallons of liquid was recovered from the site, consisting primarily of petroleum contact water rinsate from storm sewer and OWS cleaning activities. Post-abatement field screening indicated no elevated photo-ionization detector (PID) readings at the site. No soil staining or impact to the nearby surface water drainage feature was identified. The release was reported to the NCDEQ on December 13, 2021. Statistical inventory reconciliation records indicated a loss of approximately 1,090-gallons of premium gasoline. Tightness testing performed by MUSA on December 15, 2021 indicated that the regular gasoline and diesel lines both passed. On January 3, 2022, the dispenser sump failed hydrostatic testing and the premium gasoline line tested tight after repairs. The entire diesel piping system was also tightness tested and passed on February 25, 2022. 2.5 Site Characteristics 2.5.1 Land Use The site is located on a 0.49-acre parcel of land owned by MUSA and currently operates as Murphy USA #6760, an active convenience store and fueling station with unbranded petroleum retail. The site is utilized for commercial purposes with adjoining properties in all cardinal directions also utilized for commercial purposes. The site is bound to the north by a commercial strip mall with various tenants, to the east by US Highway 15/401/501 beyond which is a Lowes Home Improvement store, to the south by Tidal Wave Auto Spa, and to the west by a Walmart Supercenter. The nearest residential properties are located approximately 500-feet northwest of the site. 2.5.2 Limited Receptor Survey Municipal water appears to be supplied to the site and vicinity by the City of Laurinburg (PWS ID NC0383010) sourced by groundwater from a series of wells. The NCDEQ SWAP Info 2.0 database indicates no water wells are present within approximately 1,500-feet of the site, and no Limited Site Check Report Murphy USA #6760 909 US Highway 15-401 Bypass Laurinburg, NC 28352 Privileged and confidential information Page 3 wellhead protection areas were identified on or near the site. On-site underground structures include the UST system, OWS, storm sewer system, sanitary sewer, and municipal water; additional utilities may be present. The closest natural surface water body to the site is Bridge Creek located approximately 1,800-feet west of the site. A storm water drainage feature is adjacent to the east of the site which drains toward Bridge Creek. Bridge Creek is classified as a Class C: Swamp Water surface water body. A detailed receptor survey was not performed. 2.5.3 Site Geography/Geology/Hydrogeology Site topography is relatively flat at an elevation of approximately 220-feet above mean sea level (AMSL). Surface cover at the site consists primarily of concrete with landscaped areas along the perimeter. Surface runoff at the site flows to the east towards a storm sewer system which discharges to an open drainage ditch adjacent to the east of the site. Regional groundwater flow is expected to follow surface topography towards the south or west. The site is located within the Coastal Plain physiographic province of NC. According to the 1985 Geologic Map of North Carolina published by the North Carolina Geological Survey, the site is underlain by the Middendorf Formation characterized by sand, sandstone, and mudstone with clay balls and iron-cemented concretions; laterally discontinuous cross bedding is common. Groundwater beneath the site is encountered approximately seven (7) feet BGS. Site-specific groundwater flow direction, gradient, and seepage velocity are unknown. The surficial aquifer in this area is estimated to be approximately 50-feet thick. Depth to bedrock beneath the site is unknown. 3 Limited Site Check 3.1 Rationale & Scope of Work In response to a Notice of Regulatory Requirements dated March 23, 2022, GES developed a scope of work to complete a limited site check since the source of the release was known and localized; the investigation focused around the source which was dispenser #7/8. To provide sufficient spatial coverage, six (6) soil borings were proposed to be advanced in all cardinal directions from the dispenser pending identification of the locations of existing underground utilities and the UST system. To provide sufficient vertical profiling, borings were planned to be advanced to 15-feet BGS or to the top of the water table. Additionally, groundwater evaluation was proposed by collecting one (1) groundwater sample from a temporary monitoring well installed in the worst-case soil boring. The analytical suite included a broad spectrum of parameters for gasoline and diesel based on the products served at the subject dispenser, the source of the release. The scope of work was approved by the NCDEQ in email correspondence dated March 25, 2022. Relevant correspondence is included in Appendix A. Limited Site Check Report Murphy USA #6760 909 US Highway 15-401 Bypass Laurinburg, NC 28352 Privileged and confidential information Page 4 3.2 Site Investigation 3.2.1 Utility Designation GES contacted the NC 811 service to identify and mark public utilities at the site. GES also contracted with Taylor Wiseman & Taylor (TWT), a private utility locator, to provide subsurface utility clearance activities. GES and the utility locator mobilized to the site on May 2, 2022. Between May 2 and 3, 2022, TWT performed utility locating and air knifing activities under GES supervision. Utility locating was performed using ground penetrating radar (GPR) and electromagnetic (EM) trace methods. To confirm the absence of underground utilities or structures at the proposed boring locations, each location was saw cut and air knifed to approximately eight (8) feet BGS. Material removed from air knifing was placed back into the hole, and the ground surface was repaired with patch material. 3.2.2 Soil Sample Collection Between May 2 and 3, 2022, soil samples were collected from six (6) boring locations (SB-1 through SB-6) as shown on Figure 3. Soil samples were collected via a decontaminated hand auger at approximate two (2) foot intervals. In general, the soil borings were located within concrete surfacing under the canopy, adjacent to the UST system, and advanced into native material. Gravel fill material was encountered in boring locations SB-5 and SB-6 which were adjacent to the west of the UST pit. Static groundwater was observed in the borings at approximately seven (7) feet BGS. A portion of the soils recovered from each depth interval were placed into sealable, air-tight containers with headspace and allowed to volatilize at an ambient temperature of at least 68 degrees Fahrenheit (°F) for approximately 15-minutes prior to field screening with a Honeywell MiniRAE 3000+ PID calibrated to 100 parts per million (ppm) isobutylene. The tip of the PID was used to pierce the bag and the maximum response was recorded as the headspace was withdrawn. Recovered soils were also classified per the Unified Soil Classification System (USCS). The primary soil type was identified as clayey sand. Soils from the depth interval exhibiting the highest PID result per boring were retained for laboratory analysis. Soils were not collected below the water table Soil boring logs are included in Appendix B. A summary of field data is provided below; elevated PID readings (>50 ppm) were not detected. On May 4, 2022, SB-1 was advanced to approximately 20 feet BGS using direct- push technology by a licensed well driller employed by Versatile Environmental Resource Company (VERCO). Groundwater samples (SB-1 Water) were collected through a 2 foot stainless steel screen point sampler deployed at a depth of approximately 16 feet BGS using a peristaltic pump and dedicated tubing. Following collection of samples, soil borings and the temporary monitoring well were backfilled and abandoned with Portland cement grout and the ground surface was patched with concrete. 3.2.4 Sample Handling and Analysis To reduce the potential of cross contamination, dedicated nitrile gloves were worn during all phases of sample handling. Non-disposable sampling equipment was decontaminated using a non-phosphate detergent and potable water. Each laboratory sample was placed into pre-cleaned laboratory provided containers pre-filled with appropriate preservatives, labeled with indelible ink, entered into chain-of-custody, immediately placed on wet ice in a cooler maintained at approximately four (4) degrees Celsius (°C), and transported to the contract laboratory under standard chain-of-custody protocol for analysis. The samples were submitted to Pace Analytical Services, LLC, a NCDEQ accredited laboratory (#12 and #40), for analyses as follows:  Soil: Total Petroleum Hydrocarbons – Gasoline Range Organics (TPH-GRO) and Total Petroleum Hydrocarbons – Diesel Range Organics (TPH-DRO) by US Environmental Protection Agency (EPA) Method 8015 and volatile organic compounds (VOCs) by EPA Method 8260; and  Groundwater: VOCs via Standard Methods 6200B, semi-volatile organic compounds (SVOCs) via EPA Method 625, ethylene dibromide (EDB) via EPA Method 504.1, total lead by EPA Method 6010, and both Volatile Petroleum Hydrocarbons (VPH) and Extractable Petroleum Hydrocarbons (EPH) via Massachusetts Department of Environmental Protection (MADEP) Methods. 3.2.5 Analytical Results The soil analytical results were compared to the NCDEQ Action Levels for TPH-GRO/DRO, Industrial/Commercial Maximum Soil Contaminant Concentrations (MSCCs), and Soil-to-Water (STW) MSCCs. The groundwater analytical results were compared to the groundwater quality standards defined in Title 15A of the North Carolina Administrative Code (NCAC), Subchapter 2L, Section .0202 (2L Standards) and the Gross Contamination Levels (GCLs) established by the NCDEQ. Soil analytical detections are summarized below:  Benzene was reported in soil sample SB-1 (2-4’) at a concentration of 0.0614 milligrams per kilogram (mg/kg) which exceeded the STW MSCC of 0.0072 mg/kg.  No exceedances of the Industrial/Commercial MSCCs or Action Levels were reported. Limited Site Check Report Murphy USA #6760 909 US Highway 15-401 Bypass Laurinburg, NC 28352 Privileged and confidential information Page 6 Groundwater analytical detections from sample SB-1 are summarized below:  Benzene was reported at a concentration of 68.4 micrograms per liter (ug/L) which exceeded the 2L Standard of 1 ug/L.  VPH C5-C8 Aliphatics were reported at a concentration of 540 ug/L which exceeded the 2L Standard of 400 ug/L.  VPH/EPH C9-C22 Aromatics were reported at a concentration of 1,000 ug/L which exceeded the 2L Standard of 200 ug/L.  No exceedances of the GCL were reported. The laboratory analytical report is included in Appendix C with soil and groundwater analytical results summarized on Figure 3 and Figure 4, respectively. 4 Conclusions and Recommendations GES has performed a limited site check at the site in response to a release of petroleum product resulting in suspected environmental contamination. Based on the results of subsurface investigation, soil and groundwater at the site has been impacted by gasoline above unrestricted use standards. GES recommends the following:  Performance of a Limited Site Assessment (LSA) to confirm the site risk ranking as a route to incident closure. We are planning to do six soil borings around the affected dispenser which was the source of the release as shown on the attached figure, and plan to bore to a maximum depth of 15-feet for soil sample collection. We will be conducting field screening on the recovered soils and retaining one sample per boring which appears to be the worst-case depth interval per the field screening. Since gravel backfill material around the UST system is assumed, we also plan to convert the boring with the highest screening reading or, in the absence of elevated screening results, the furthest down gradient boring into a temporary monitoring well to collect one groundwater sample.
