The site is occupied by the In and Out convenience store. Pilot completed an Initial Abatement Action Report, dated May 22, 2020. A release was identified in the vicinity of the former underground storage tank system (UST). Impacted soil above the North Carolina Soil-to- Groundwater Maximum Soil Contaminant Concentrations (MSCCs) was identified in the vicinity of the UST system. The North Carolina Department of Environmental Quality (NCDEQ) issued a Notice of Regulatory Requirements (NORR) dated May 14, 2020 requesting that a Limited Site Assessment (LSA) be completed. One inactive water supply well was identified approximately 330 feet to the south of the site. The former USTs were located on an adjacent property to the north at 200 South NC Highway 705. It is Pilot’s understanding that a legal easement is associated with the adjacent property to the north where the USTs were located. The property located at 200 South NC Highway 705 formerly contained a NAPA auto parts store and an automotive service facility. An active gas station is located northwest and adjacent to the 200 South NC Highway 705. Pilot completed a LSA dated June 15, 2020. Based on the findings of the LSA, the NCDEQ issued a NORR dated June 26, 2020 requiring that an Additional Risk Assessment Report (AAR) be completed. A property transaction occurred subsequent to the completion of the LSA and a Notice of Residual Petroleum (NORP) was filed. Pilot completed an ARA dated August 26, 2020. Based on the findings of the ARA, the NCDEQ issued a NORR dated October 8, 2020 requiring that a Comprehensive Site Assessment (CSA) be completed. The ARA assessment indicated that the extent of the impacted soil has been reasonably defined, but the extent of impacted groundwater had not. The detected concentrations of benzene exceeded its Gross Contaminant Level (GCL) in monitoring wells MW- 1, MW-3 and MW-4. Pilot completed a CSA dated March 22, 2021. Based on the findings of the CSA, laboratory analysis of groundwater samples MW-5, MW-6 and MW-7 detected several targeted compounds above their respective 2L Standards, but below their respective GCLs. Pilot completed a Groundwater Monitoring Report for the site dated December 27, 2022. On December 1, 2022, Pilot collected groundwater samples from existing monitoring wells MW-1, MW-2, MW-4, MW-5, MW-6, MW-7 and DW-1. Monitoring well MW-3 was not sampled based on approximately 0.31 feet of free-product being measured in the well. Laboratory analysis of the groundwater samples collected from monitoring well MW-2 did not detect targeted compounds above their respective 2L Standards. Laboratory analysis of the groundwater samples collected from monitoring wells MW-1, MW-4, MW-5, MW-6, MW-7 and DW-1 detected targeted compounds above their respective 2L Standards, with the concentration of benzene exceeding its GCL in the samples collected from monitoring wells MW-1 and DW-1. Groundwater Monitoring Report In and Out Pilot Project G-5624.8 March 30, 2023 2 Pilot conducted an Aggressive Fluid Vapor Recovery (AFVR) event in accordance with the NCDEQ letter dated February 21, 2022. The field activities were completed by Pilot and EVO Corporation on May 27, 2022. A total of 25 gallons of liquids were extracted from monitoring wells MW-1 and MW-3 during the AFVR event with approximately 1 gallon of which appeared to be free phase petroleum product. Based on the data collected and calculations, approximately 47.56 pounds of total VOC emissions were generated during the AFVR event. Approximately 8.67 gallons of gasoline were calculated to be removed as liquid and emissions during the AFVR event. Pilot completed a Groundwater Monitoring Report for the site dated August 22, 2022. On August 11, 2022, Pilot collected groundwater samples from existing monitoring wells MW-1, MW-2, MW-4, MW-5, MW-6, MW-7 and DW-1. Monitoring well MW-3 was not sampled based on approximately 0.46 feet of free-product being measured in the well. Laboratory analysis of the groundwater samples collected from monitoring well MW-2 did not detect targeted compounds above the 2L Standards. Laboratory analysis of the groundwater samples collected from monitoring wells MW-1, MW-4, MW-5, MW-6, MW-7 and DW-1 detected several targeted compounds above their respective 2L Standards, with the concentration of benzene exceeding its GCL in the samples collected from monitoring wells MW-1 and DW-1. Based on the presence of free product in monitoring well MW-3, the NCDEQ requested that a free product recovery event be completed as documented in a letter dated October 21, 2022. Pilot conducted a second AFVR event in accordance with the NCDEQ letter dated October 21, 2022. The field activities were completed by Pilot and EVO Corporation on November 10, 2022. Monitoring wells MW-1, MW-3 and MW-4 (Drawing 4) were utilized as extraction points during the AFVR event. A total of 45 gallons of liquids were extracted from monitoring wells MW-1, MW- 3 and MW-4 during the AFVR event with approximately 1 gallon of which appeared to be free phase petroleum product. Based on the data collected and calculations, approximately 562.49 pounds of total VOC emissions were generated during the AFVR event. Approximately 90.85 gallons of gasoline were calculated to be removed as liquid and emissions during the AFVR event. Project information is based on correspondence between NCDEQ personnel, Big Cedar Creek Properties, LLC and Pilot, and the previously completed activities. 1.1 UST Information A suspected release was identified during the removal of three 8,000-gallon gasoline USTs (Drawing 3) on April 6 through 8, 2020. Laboratory analysis of soil samples confirmed the release as well as on-site analysis by Red Lab, LLC (Red Lab) on April 9, 2020. Based on field observations indicating a release beneath the USTs, approximately 169.86 tons of petroleum impacted soil was excavated and transported to Earthtec of NC, Inc. (Earthtec) in Sanford, North Carolina for disposal. UST information is summarized in Table 1. Groundwater Monitoring Report In and Out Pilot Project G-5624.8 March 30, 2023 3 2.0 SITE GEOLOGY AND HYDROGEOLOGY The United States Geological Survey (USGS) Topographic Map, Robbins, North Carolina Quadrangles depicts a structure on the adjacent property north of the site. Elevations on the site range from approximately 462 feet above mean sea level on the northwestern portion of the site to approximately 460 feet above mean sea level on the southern portion of the site. Buck Branch is depicted approximately 1,500 feet northeast of the site. Based on the review of the USGS topographic map and observations of the general area and site topography, surface run-off would be expected to flow generally to the northeast across the site. The subject site is located within the Piedmont Physiographic Province. The Piedmont Physiographic Province generally consists of hills and ridges which are dissected by a system of swales and streams. The Piedmont Physiographic Province is predominantly underlain by metamorphic rock (formed by heat, pressure and/or chemical action) and igneous rock (formed directly from molten material). The topography and relief of the Piedmont Province has developed from differential weathering of the igneous and metamorphic rock. Ridges and hills have been developed in areas of less weathered rock. Because of the continued chemical and physical weathering, rock in the Piedmont Physiographic Province is generally covered with a mantle of soil that has weathered in place from the parent bedrock. These soils vary in thickness and are referred to as residuum or residual soils. The residuum is typically finer grained and has higher clay content near the surface because of the advanced weathering. Similarly, the soils typically become coarser grained with increasing depth because of decreased weathering. As the weathering decreases, the residual soils generally retain the overall appearance, texture and foliations of the parent rock. In general, groundwater movement in the Piedmont Physiographic Province is from higher to lower elevations. As such, the presumed direction of groundwater flow is generally to the northeast across the site. Based on the presumed groundwater flow direction, areas to the south are potentially up-gradient of the site. Soils at the site consist of sandy clay from the ground surface to approximately twelve feet bgs. Saprolite was encountered at depths greater than 10 feet bgs. Partially weathered rock and bedrock was encountered at approximately 18 feet bgs or greater. 3.0 FIELD ACTIVITIES The field activities were completed by Pilot on March 14, 2023. The field activities consisted of collecting groundwater samples from existing monitoring wells MW-1, MW-2, MW-3, MW-4, MW-5, MW-6 and DW-1 (Drawing 4). Monitoring well MW-7 was not accessible due to a disabled vehicle being parked over the well. Pilot personnel attempted to find the owner of the vehicle but were unsuccessful. Groundwater Monitoring Report In and Out Pilot Project G-5624.8 March 30, 2023 4 3.1 Monitoring Well Sampling With the exception of monitoring well MW-7, a groundwater sample was collected from the existing monitoring wells using a disposable bailer and new length of nylon string or pump and decontaminated length of polyethylene tubing. Prior to sampling, approximately three well volumes were purged from the monitoring wells. The monitoring wells were purged to remove silt and sediment from the groundwater and collect a representative sample of groundwater. After the purging was completed, groundwater samples were collected in the sample containers provided by the laboratory. Pilot personnel wore a new pair of disposable nitrile gloves during purging and sampling. Each container was labeled and placed in a cooler containing ice to maintain the samples at approximately 4 Celsius. The samples were then transported to Pace Analytical (Pace) for chemical analysis. The groundwater samples collected were analyzed for volatile organic compounds (VOCs) using Standard Method 6200B plus oxygenates. A chain of custody was maintained and is included in Appendix B. Isoconcentration maps for the compounds that exceed their respective 2L Standard are included as Drawings 7 through 12, respectively. A potentiometric surface map is included as Drawing 5. Copies of the Monitoring Well Sampling Sheets are included in Appendix A. 3.2 Water Supply Wells Based on the information in the previous reports one inactive water supply well is located approximately 330 feet south of the source area of the release. Information pertaining to the water supply wells is provided in Table 3 and Drawing 6. 3.3 Groundwater Modeling Groundwater modeling was not completed based on a surface water featuring not being identified within 500 feet of the source area of the release. 3.4 Free Product Investigation and Recovery Two AFVRs were previously completed at the site as summarized in Section 1.0. Free product was not observed in the monitoring wells during this sampling event. 4.0 LABORATORY ANALYTICAL RESULTS 4.1 Groundwater Sample Analysis Laboratory analysis of the groundwater sample collected from monitoring well MW-2 did not detect targeted compounds above the laboratory detection limits. Laboratory analysis of the groundwater samples collected from monitoring wells MW-1, MW-3, MW-4, MW-5, MW-6 and DW-1 detected targeted compounds above their respective 2L Standards, with the concentration of benzene exceeding its GCL in the samples collected from monitoring wells MW-1 and DW-1. Groundwater concentration graphs are included in Appendix A for monitoring wells MW-1, MW-3 and DW-1. The laboratory data sheets are included in Appendix B. 5.0 CONCLUSIONS Based on the activities, Pilot concludes the following:  Monitoring well MW-7 was not accessible due to a disabled vehicle being parked over the well. Pilot personnel attempted to find the owner of the vehicle but were unsuccessful.  Laboratory analysis of the groundwater sample collected from monitoring well MW-2 did not detect targeted compounds above the laboratory detection limits. Laboratory analysis of the groundwater samples collected from monitoring wells MW-1, MW-3, MW-4, MW-5, MW-6 and DW-1 detected targeted compounds above their respective 2L Standards, with the concentration of benzene exceeding its GCL in the samples collected from monitoring wells MW-1 and DW-1.  The groundwater flow was calculated to be to be generally to the north.  The majority of the plume of impacted groundwater appears to be confined to the site.  One inactive water supply well was previously identified within 1,000 feet of the source area of the release. Municipal water is available in the surrounding area; therefore, the concentrations in the groundwater will need to decrease to below the GCLs to qualify for incident closure with the previously filed Notice of Residual Petroleum (NORP).  It appears that the two AFVR events have been successful at removing the detected free product in monitoring well MW-3 as well as aiding in the decrease of the dissolved phase concentrations. The concentrations detected in the monitoring wells overall are exhibiting a decreasing trend. The concentrations of benzene detected in monitoring wells MW-1 and DW- 1 are nearing its GCL. The concentrations detected in monitoring well MW-1 have fluctuated, which may be the result of fluctuations in the water table as well as the movement of groundwater being affected by the AFVR events.  Based on the findings and removal of the UST system and a portion of the secondary source, it is anticipated that natural attenuation will occur. It may be beneficial to complete a limited number of additional impacted groundwater removal activities via AFVR or MMPE to aid in decreasing the dissolved phase concentrations and expediting natural attenuation. It is Pilot’s opinion that monitored natural attenuation activities should continue. Based on the removal of free product, the overall decreasing trend in the dissolved phase concentrations, and the intermediate ranking of the site, it does not appear that substantial corrective actions are Groundwater Monitoring Report In and Out Pilot Project G-5624.8 March 30, 2023 6 warranted at this time. 6.0 RECOMMENDATIONS Pilot recommends that the current property owner/responsible party submit a copy of this Groundwater Monitoring Report to the NCDEQ, UST Section for their review. 7.0 QUALIFICATIONS OF REPORT The activities and evaluative approaches used in this assessment are consistent with those normally employed in assessment projects of this type.
