N/A 3. Status of Free Product at the Site: On August 23, 2022, Environmental Hydrogeological Consultants, Inc. (DBA EHC Environmental) visited the site to complete sampling of the monitoring wells. At that time, they discovered free product within monitoring wells, MW-2, MW-5 and MW-7. Product thickness measured using the interface probe are shown on Table 2. The thickness of the free product was visually confirmed by placing a bailer into the well and recovering free product and water. Exxon Shop No. 6 Free Product Recovery Report HEA Project No.: 16-1026 February 2, 2023 4 A Pre-Approval Task Authorization was submitted to the Division of Waste Management, this was subsequently approved on August 25, 2023. An Aggressive Fluid Vapor Recovery (AFVR) was completed at the subject site on September 21, 2022. This event recovered 112.86 gallons of product including vapors. Following the AFVR, no product was measured in the subject wells. However, follow-up gauging indicated the presence of free product within the wells. Approval for a second AFVR was received on November 14, 2022. On December 13, 2022, EHC Environmental conducted the second AFVR at the subject site. Free product recovery was conducted on monitoring wells MW-2, MW-5 and MW-7. Initial and follow-up gauging is presented in Table 2. The AFVR event began at 8:00 AM and ended at approximately 12:00 PM when the truck was filled. During the AFVR event, HEA and EHC Environmental personnel recorded the following data from the discharge fitting on the vacuum pump truck: air flow rate, temperature, volatile organic compound (VOC) concentrations and relative humidity. The airflow, temperature, and relative humidity measurements were measured using an Omega-Flo HHF710 digital hygro-thermometer anemometer. The volatile organic compounds (VOC) concentrations were measured using a MiniRAE 2000 Photo Ionization Detector (PID). A summary of the AFVR event is provided in Appendix “B”. Approximately 3,200 gallons of liquid were recovered during the 7-hour AFVR event. Free phase product was measured in the tank after allowing the contents to settle overnight in the tank. Based on the thickness observed, approximately 81-gallons of product was recovered. A copy of the Non-Hazardous Waste Manifest is provided in Appendix “A”. In addition to the liquids, quantities of vapors were also removed from the subsurface. Emissions were calculated to be 4.55 pounds or approximately 0.75 gallons equivalent gasoline. Based on data collected from the 4-hour AFVR event, the average airflow was approximately 154 DSCFM, the average temperature was 180.1oF and the average VOC reading was 370 ppm. 4. Site Characteristics: The property is owned by RSO Holdings, LLC according to records obtained from the Robeson County GIS and is occupied by convenience store. The facility is currently in operation. A copy of the 2016 USGS topographic map is provided as Figure 1. Figure 2 provides a Vicinity Map based on the 2022 aerial photography. A Site Map with Monitoring Well Locations is provided as Figure 3. Information from the USGS Rennert and Saint Pauls quadrangles indicates that surface water flow from the site is likely to the southeast to an unnamed tributary to Big Marsh Swamp. An un-named tributary to Mercer Branch located approximately 120 feet from the UST Basin. The area within 1000 feet of the site is a mix of residential and commercial uses and is served by public water and sewer. Topography around Saint Pauls is relatively flat at an approximate elevation of 170 feet MSL. The site is located in the Coastal Plain Physiographic Province. Exxon Shop No. 6 Free Product Recovery Report HEA Project No.: 16-1026 February 2, 2023 5 The subject site is bound to the north and east by an un-developed tract, to the south by Broad Street and to the west by a Taco Bell restaurant. Several homes are apparent within 1000 feet of the site. The weather conditions during the AFVR event were partly sunny at an average temperature of 45 degrees Fahrenheit. Weather conditions were not a factor in the completion of the AFVR event. 5. Conclusions and Recommendations: The location of the monitoring wells relative to the UST system would suggest a release related to the UST’s or product lines proximal to the UST’s. A review of historical data and observations made onsite indicate that new diesel fuel dispenser with associated product lines has been installed at the site. Due to the location of the new dispensers relative to the diesel fuel AST, the new lines would have crossed the existing lines serving the gasoline dispensers. At this time, it is not known if the observed product is from the original (2016) release or is perhaps related to the installation of the new dispensers. Based on the follow-up gauging of the subject wells completed on December 20, 2022, we recommend an additional AFVR event be completed at the site with the effort concentrated on monitoring well MW-2. Prior to beginning the AFVR, free product should be removed from monitoring wells MW-5 and MW-7 and product recovery socks should be installed in the wells.
