Soil Assessment Report Prepared on: March 28, 2023 Former OM Mart Project Manager: William Regenthal GRI Project No. 5685 ii EXECUTIVE SUMMARY Former OM Mart is located at 113 West Main Street in Biscoe, Montgomery County, North Carolina. The site is currently owned by VISHALP, LLC and is operated by Quality Oil & Gas as a petroleum retail facility, tire service and convenience store. A site check was conducted in November 2011 following a failed line test that confirmed the presence of a release. Currently, one 6,000-gallon gasoline, two 4,000-gallon gasoline, one 2,000-gallon gasoline USTs, one kerosene AST, associated dispensers and product piping are active at the site. The site contains one building and is primarily capped with concrete and asphalt. The overall topography at the site is relatively flat. No surface water bodies were identified within a 500-foot radius of the site. A Phase I LSA was conducted in January 2008 by a past consultant. There are four unused/irrigation wells within 1,000 feet of the site. The Town of Biscoe well identified during January 2008 receptor survey activities is reportedly out of service and has been capped off. Municipal water serves all properties within 1,000 feet of the site. Based on this information and the past presence of ground water contamination exceeding the GCLs, the site risk ranking is intermediate. On March 1 and 2, 2023, fourteen soil borings (SB-1 through SB-14) were each installed to depths between 30 to 36 feet BGS in and around the vicinity of the benzene contaminant concentration plume. Each soil boring was screened using a PID and soil samples were collected from the unsaturated, smear and saturated zones that displayed the highest PID readings. A total of 41 soil samples were collected and submitted for analyses of TPH-GRO and TPH-DRO. The concentration of TPH-DRO reported in SB-12-3’ exceeded the RAL. The four soil samples with highest concentration of TPH-GRO and TPH-DRO (SB-3-12’, SB-5-12’, SB-6-18’ and SB-12-3’) were submitted for laboratory analyses of VOCs using EPA Method 8260, semi-VOCs using EPA Method 8270, as well as VPH and EPH using the MADEP Methods. Concentrations of MTBE, benzo(a)anthracene, benzo(b)fluoranthene and/or benzo(a)pyrene that exceeded the soil-to-water MCCs were reported in the soil samples collected from SB-6-18’ and SB-12-3’. Based on this information, the petroleum contaminant plume is localized to the ground water at the site and soil appears to not be acting as a secondary source of contamination. Soil Assessment Report Prepared on: March 28, 2023 Former OM Mart Project Manager: William Regenthal GRI Project No. 5685 1 1.0 SITE HISTORY AND CHARACTERIZATION GRI presents the results of the March 2023 Soil Assessment event at the Former OM Mart site; located at 113 West Main Street in Biscoe, Montgomery County, North Carolina (Figure 1). These activities were conducted in accordance with GRI Proposal No. 23-080, which was submitted to NCDEQ on January 25, 2023, and was approved as Task Authorization No. 29478-19 on February 2, 2023. State correspondence is included as Appendix A. The site is currently owned by VISHALP, LLC and is operated by Quality Oil & Gas as a petroleum retail facility, convenience store and tire service. A Phase II ESA was conducted at the site on September 26, 2007. Soil and groundwater contamination were both detected exceeding applicable regulatory standards. Currently, one 6,000-gallon gasoline, two 4,000-gallon gasoline, one 2,000-gallon gasoline USTs and one kerosene AST are active at the site. UST owner/operator information and UST system information are included as Tables 1 and 2, respectively. The Registered Tank Report is shown below: The site and surrounding area are a mixture of multi-family residential, single family residential, and commercial properties. The site contains one building and is primarily capped with concrete and asphalt. The overall topography at the site is relatively flat. No surface water bodies were identified within a 500- foot radius of the site. Thirteen Type II monitoring wells (MW-1 through MW-13) were installed at the site during previous assessment activities. A Site Map showing the locations of the monitoring wells and the structures on-site has been included as Figure 2. A Phase I LSA was conducted by the previous consultant in January 2008. There are four unused/irrigation wells within 1,000-feet of the site. Based on the results of the receptor survey, as well as the past presence of ground water contamination above the GCLs, the site risk ranking is intermediate. 2.0 SOIL QUALITY INFORMATION On March 1 and 2, 2023, fourteen soil borings (SB-1 through SB-14) were installed in and around the vicinity of the benzene contaminant concentration plume. SB-1 was installed to a depth of 30 feet BGS. SB-2 through SB-14 were each installed to depths of 36 feet BGS. A Benzene Isoconcentration Map based on the 2022 ground water sampling results has been included as Figure 3. Soil samples were collected at three-foot intervals in the estimated unsaturated (0’ to 9’), smear (9’ to 12’) and saturated (12’ to 36’) zones and screened with a PID. The soil sample exhibiting the highest PID reading from each of the zones in each boring were submitted for on-site analyses of TPH-GRO and TPH-DRO using UVF technology. A total of 41 samples were submitted for UVF analyses. A concentration of TPH-DRO that exceeded the RAL was reported in soil sample SB-12-3’. A copy of the UVF analytical results has been included as Appendix B. Soil samples SB-3-12’, SB-5-12’, SB-6-18’ and SB-12-3’ were reported to have the highest UVF results were submitted for laboratory analyses of VOCs using EPA Method 8260, semi-VOCs using EPA Method 8270, as well as VPH and EPH using the MADEP Methods. The contamination plume has historically been down gradient from the active UST basin and is isolated within the ground water. Cross sections A-A’ and B-B’ presented as Figures 5 and 6 respectively, show the surrounding soil composition is predominantly silt and clay. The historical ground water flow at the site appears to be toward the west. The location of the contaminant plume is consistent with the historical ground water flow, to the west of the UST basin. Soil characterization or excavation within the UST basin is not possible due to the active components. Further remediation practices at this site should focus on ground water. The next course of action should be to conduct a feasibility study utilizing either recovery wells within the contaminant plume for ground water extraction or implementation of direct injections of petroleum reducing compounds into the groundwater contaminant plume. Recovery wells could be installed within the center of the contamination plume to maximize extraction potential, or injections focusing on groundwater could be implemented within the core of the GCL plume. 4.0 CONCLUSIONS  On March 1 and 2, 2023, 14 soil borings (SB-1 through SB-14) were installed to total depths between 30 and 36 feet BGS. ___________________________________________________________________________________________ Prepared by: Geological Resources, Inc. Soil Assessment Report Prepared on: March 28, 2023 Former OM Mart Project Manager: William Regenthal GRI Project No. 5685 4  Soil samples with the highest PID readings from the unsaturated, smear and saturated zones for each soil boring were submitted analyses of TPH-GRO and TPH-DRO using UVF technology.  A concentration of THP-DRO that exceeded the RAL was reported in the soil sample collected from SB-12-3’.  Concentrations of MTBE, benzo(a)anthracene, benzo(b)fluoranthene and/or benzo(a)pyrene that exceeded the soil-to-water MCCs were reported in the soil samples collected from SB-6-18’ and SB-12-3’.  Based on this information, the next course of action should be to conduct a feasibility study for ground water extraction or injections. Recovery wells could be installed within the center of the contamination plume to maximize extraction potential, or injections focusing on groundwater could be implemented within the core of the GCL plume. 5.0 LIMITATIONS This report has been prepared for the exclusive use of Quality Oil & Gas for specific application to the referenced site in Montgomery County, North Carolina. The assessment was conducted based on the scope of work and level of effort desired by NCDEQ and with resources adequate only for that scope of work. Our findings have been developed in accordance with generally accepted standards of environmental practices in the State of North Carolina, available information, and our professional judgment. No other warranty is expressed or implied. The data that are presented in this report are indicative of conditions that existed at the precise locations sampled and at the time the samples were collected. In addition, the data obtained from samples would be interpreted as being meaningful with respect to parameters indicated in the laboratory report. The calibration standards used are as follows: GRO  0.5 ppm  1 ppm  3 ppm  5 ppm  10 ppm DRO  0.1 ppm  0.5 ppm  1 ppm  3 ppm  5 ppm Operation Sample Extraction  5mg of soil are weighed into a clean extraction jar  Methanol is added to the extraction jar to create a 2x or 4x dilution o 2x Dilution: 10 mL of methanol o 4x Dilution: 20 mL of methanol  The extraction jar is shaken for several minutes to thoroughly mix the soil with solvent (methanol)  The mixture is allowed to settle for several minutes  A clean syringe is used to draw liquid from the extraction jar  A clean filter is attached to the end of the syringe and the liquid dispensed through the filter into a clean test tube  This liquid is referred to as the extraction Dilution Preparation  An adjustable micropipette is used to precisely measure out the amount of extract needed for the dilution  The measured out amount of the extract is added to a clean test tube and methanol is added dilute the extract. Examples of dilutions are shown below: Extract Amount 500 μL 200 μL 100 μL 50 μL 25 μL Add Solvent to the 5 mL line 5 mL line 5 mL line 5 mL line 5 mL line 2x Extract Dilution Factor 20x 50x 100x 200x 400x 4x Extract Dilution Factor 40x 100x 200x 400x 800x Technical Procedures Sample Analyzation  The dilution is shaken to thoroughly mix, then poured into a clean glass cuvette  The desired module is inserted into the UVF Trilogy and the corresponding factory calibration is selected  “Measure Fluorescence” is pressed on the touchscreen and the reading is recorded  The reading should be between the concentrations of the calibration standards (GRO: 0.5-10 ppm; DRO 0.1-5 ppm) o Reading below the calibration standard range are recorded as below the detection limit  Detection Limit = (lower range of calibration standards range) x dilution factor (i.e. a GRO sample with a 100x dilution factor has a detection limit of 50 ppm) o Readings above the calibration standard range should be further diluted and reanalyzed o Negative readings are an indication of quenching (see below)  The reading is multiplied by the dilution factor to calculate the final concentration  Check suspected contaminated samples for quenching by running additional dilutions o According to the siteLAB Quick Reference Guide: “Quenching” can occur when the detector is swamped by too many hydrocarbons or organic interferences, producing low or negative concentrations.
