HomeMy WebLinkAboutFA-2935_29175_CA_MRP_20131209EXECUTIVE SUMMARY Han-Dee Hugo #5 is located at 1210 North Main Street, in Bladenboro, Bladen County, North Carolina. The site is currently an active petroleum retail facility and convenience store. Three 8,000-gallon gasoline USTs, one 8,000-gallon fuel oil, one 8,000-gallon diesel, and one 2,000-gallon kerosene USTs are in use at the site. A release at the site was discovered during Environmental Site Assessment activities. Four shallow monitoring wells (MW-1 through MW-4) and one deep monitoring well (TW-1) were installed during Limited Site Assessment activities. Contaminated soil was discovered during site renovations in May and June 2012. A total of 2,162.49 tons of soil was removed from the site. GRI submitted an Initial Action Abatement Report on August 27, 2012 and a Comprehensive Site Assessment in May 2013. The site is ranked as high risk because one potable water supply well (WSW-7) was identified within 1,000-radius of the site. Another WSW was identified within a 1,500-foot radius of the subject site. Three irrigation wells (WSW-1, WSW-2, and WSW-5) were confirmed within 1,000 feet of the site. There are no water supply wells within 250 feet of the site. Municipal water is available to all properties in the area. A well abandonment agreement was sent to the owner of WSW-7 who denied abandoning her well and connecting to municipal water. A total of 11,028 gallons of affected ground water was recovered during the MMPE event conducted on monitoring wells MW-4R and MW-11 from September 23 to September 27, 2013. Based on mass- removal calculations an additional 1,113.93 pounds or 181.07 gallons of vapor phase hydrocarbons were removed. On October 28, 2013, fourteen monitoring wells were gauged, purged, and sampled. Free product was not measured in any monitoring well during the October 2013 sampling event. Concentrations of individual BTEX constituents, MTBE, naphthalene, and/or 1,2,4 trimethylbenzene that exceeded the maximum allowable concentrations specified in T15A NCAC 2L.0202 were reported in the ground water samples. Detectable concentrations of benzene and MBTE exceeded the gross contaminant levels in the ground water sample collected from MW-11. GRI recommends continued MMPE events to remove contaminated ground water until the risk can be lowered. The site is currently an active petroleum retail facility and convenience store. Three 8,000- gallon gasoline, one 8,000-gallon fuel oil, one 8,000-gallon diesel, and one 2,000-gallon kerosene USTs are in use at the site. According to the Phase II Limited Site Assessment (LSA) Report (April 25, 2005) submitted by CBM Environmental Services, Inc., a release at the site was discovered during Environmental Site Assessment activities. Four shallow monitoring wells (MW-1 through MW-4) and one deep monitoring well (TW-1) were installed during LSA activities. Contaminated soil was discovered during site renovations in May and June 2012. A total of 2,162.49 tons of soil was removed from the site. GRI submitted an Initial Action Abatement Report on August 27, 2012. In December 2012 and January 2013, during the Comprehensive Site Assessment (CSA), monitoring wells MW-1R, MW-2R, MW-4R, MW-5 through MW-13, and TW-1R were installed. The CSA report was submitted by GRI in May 2013. The site is ranked as high risk because one potable water supply well (WSW-7) was identified within 1,000-radius of the site. Another WSW was identified within a 1,500-foot radius of the subject site. Three irrigation wells (WSW-1, WSW-2, and WSW-5) were confirmed within 1,000 feet of the site. A Site Vicinity Map showing the locations of water supply wells is included as Figure 2. A Site Map showing the locations of the monitoring wells and the structures on-site and on surrounding properties has been included as Figure 3. 2.0 CURRENT SITE ASSESSMENT The purpose of this report is to present the results of Mobile Multi-Phase Extraction (MMPE) and sampling activities conducted at the site. The activities were conducted in accordance with GRI Proposal Number 13-328 which was submitted to NCDENR on July 11, 2013, and approved as Task Authorization Number 29175-4 on July 30, 2013. The current scope of work includes: MMPE event and sampling event. 2 3.0 FREE PRODUCT RECOVERY An MMPE event was conducted at the site by Advanced Environmental Services, Inc. under the supervision of GRI beginning on September 23 and ending on September 27, 2013. The MMPE equipment included a liquid ring pump, 8,500-gallon capacity tankers, flexible vacuum hoses, 1-inch diameter PVC stinger pipes and associated couplings and pipe fittings to manifold monitoring wells simultaneously. The MMPE system was rated at 21 in./Hg at 130 cfm. On September 23, 2013, monitoring wells MW-1R, MW-2R, MW-4R, and MW-11 were gauged. Free product was not observed in any of the wells prior to the start of the event. The stinger pipes were set at depths ranging from 5 to 10 feet in the extraction wells throughout the MMPE event. Monitoring well MW-4R and MW-11 were vacuumed continuously during the 96 hours. Airflow was reduced by 50% in monitoring well, MW-4R due to short-circuiting. Magnehelic gauges were connected to monitoring wells MW-1R and MW-2R to monitor vacuum influence in the wells during extraction. No measurable vacuum influence was observed at any monitoring point. The field parameters collected during the initial ten hours have been tabulated and are included in Appendix B. During the event, measurements of relative humidity, temperature, vacuum, exhaust velocity and off-gas concentrations were recorded at the discharge stack either two or three times per 24-hour period. Vacuum at the extraction wells ranged from 6.0 to 14.0 in./Hg. System vacuum ranged from 12.0 to 15.0 in./Hg. Exhaust velocities ranged from 3,200 to 3,500 fpm. Temperatures ranged from 95.0 to 100.0 F and humidity was 99 percent. Total VOC off-gas concentrations ranged from 52,000 to 100,000 ppm during the event. No free product was reported in the extraction wells (MW-4R and MW-11) or in the observation wells (MW-1R and MW-2R) at the end of the event. A summary of the gauging data obtained prior to and at the conclusion of the MMPE event is presented in Table 1. A copy of the Advanced MMPE Report has been included as Appendix B. The results of the MMPE event indicate that a total of 11,028 gallons of fluids were removed during the event. No measurable amount of free product was observed in the tanker at the end of the event. Based on 96 hours of operation, the average fluid recovery rate was 114.87 gallons per hour. Based on mass- removal calculations an additional 1,113.93 pounds or 181.07 gallons of vapor phase hydrocarbons were removed. Based on 96 hours of operation, an average of 1.89 gallons of vapor phase free product was removed per hour by the MMPE system. Summaries of free product recovery event data have been 3 included in Tables 2 through 4. At the conclusion of the MMPE event, all wastewater was transported to a licensed facility for disposal. 4.0 GROUND WATER SAMPLING ACTIVITIES 4.1 Site Hydrogeology On October 28, 2013, monitoring wells MW-1R, MW-2R, MW-3, MW-4R, MW-5 through MW-13 and TW-1R were gauged. No free product was observed in any of the monitoring wells. The depths to ground water in the Type II monitoring wells during the October 28, 2013, sampling event ranged from 5.14 to 8.44 feet below the tops of well casings. Ground water elevations in the Type II monitoring wells relative to a temporary benchmark with an assumed datum of 100.00 feet ranged from 93.75 to 95.11 feet. Based on these data, ground water flow across the site was generally toward the west of the site. The average horizontal hydraulic gradient at the site during the October 28, 2013, sampling event was less than 0.01 feet per foot. The locations of the monitoring wells are shown on Figure 3. A Water Table Surface Map based on data obtained from the Type II wells in October 2013 is included as Figure 4. A summary of well construction and gauging information is presented in Table 1. 4.2 Ground Water Sampling On October 28, 2013, monitoring wells MW-1R, MW-2R, MW-3, MW-4R, MW-5 through MW-13 and TW-1R were gauged, purged, and/or sampled. No free product was observed in any of the monitoring wells. Laboratory analyses were performed on the ground water samples collected from the monitoring wells for volatile organic compounds using EPA Method 6200B. 5.0 GROUND WATER QUALITY Concentrations of individual BTEX constituents, MTBE, naphthalene, and/or 1,2,4 trimethylbenzene that exceeded the maximum allowable concentrations (MACs) specified in T15A NCAC 2L.0202 were reported in the ground water samples collected from MW-1R, MW-2R, MW-3, MW-4R, MW-7 and MW-11. Detectable concentrations of benzene and MBTE exceeded the gross contamination levels (GCLs) in the ground water sample collected from MW-11. A Ground Water Quality Map based on data from the October 28, 2013, sampling event has been included as Figure 5. An inferred isoconcentration map for benzene is included as Figure 6. A summary of ground water sampling analytical results is presented in Table 5. A complete laboratory report has been included in Appendix C. 4 6.0 CONCLUSIONS AND RECOMMENDATIONS • A total of 11,028 gallons of affected ground water was recovered during the MMPE event conducted on monitoring wells MW-4R and MW-11 from September 23 to September 27, 2013. No free product was reported in the extraction wells (MW-4R and MW-11) or in the observation wells (MW-1R and MW-2R) at the end of the event. The average fluid recovery rate was 114.87 gallons per hour. Based on mass-removal calculations an additional 1,113.93 pounds or 181.07 gallons of vapor phase hydrocarbons were removed at an average rate of 1.89 gallons per hour. • Concentrations of individual BTEX constituents, MTBE, naphthalene, and/or 1,2,4 trimethylbenzene that exceeded the MACs were reported in the ground water samples collected from MW-1R, MW-2R, MW-3, MW-4R, MW-7 and MW-11. Detectable concentrations of benzene and MBTE exceeded the GCLs in the ground water sample collected from MW-11. • MMPE events and semi-annual ground water sampling events should be conducted to remove contaminated ground water until the risk can be lowered. 7.0 LIMITATIONS This report has been prepared for the exclusive use of Sampson-Bladen Oil Company, Inc. for specific application to the referenced site in Bladen County, North Carolina. The assessment was conducted based on the scope of work and level of effort specified by the NCDENR and with resources adequate only for that scope of work. Our findings have been developed in accordance with generally accepted standards of geology and hydrogeology practices in the State of North Carolina, available information, and our professional judgment. No other warranty is expressed or implied. The data that are presented in this report are indicative of conditions that existed at the precise locations sampled and at the time the samples were collected. In addition, the data obtained from samples would be interpreted as being meaningful with respect to parameters indicated in the laboratory report. No additional information can logically be inferred from these data.
