To Whom It May Concern,
The following serves as a final report detailing environmental cleanup and remediation activities
for the incident that occurred at the above referenced location on December 3, 2020. Please see
the site map attached (Appendix 1).
Incident Background:
On December 3, 2020 at 0350 ET, a fuel over fill occurred at the above referenced location, a
FedEx facility’s fuel island. As a result, approximately 50-75 gallons of diesel fuel released
impacting the asphalt parking lot as well as an onsite catch basin.
Emergency Response:
On December 3, 2020 at 0409 ET, FedEx Ground retained Emergency Response and Training
Solutions (ERTS) to manage and oversee environmental operations. ERTS dispatched Clean
Harbors out of Archdale, NC to perform emergency response and cleanup activities.

Regulatory Notifications:
On December 3, 2020 at 0815 ET, pursuant to the Clean Water Act, 40CFR 110, ERTS notified
the National Response Center (NRC) of the diesel fuel release impacting a catch basin. Operator
Jackson received the call and issued reference number 1293422. Please see the attached NRC
Report to review information supplied during the notification call (Appendix 2). At 0825 ET,
pursuant to General Statutes of North Carolina, Chapter 143, Article 21A, Section 143-215.85(a),
ERTS notified the North Carolina Department of Environmental Quality (DEQ) of the diesel fuel
release. George received the call and issued reference number 267255.
Corrective Action:
On December 3, 2020, Clean Harbors personnel arrived onsite and reported approximately 50-75
gallons of diesel fuel had released. The contractor reported several areas of the asphalt parking lot
measuring approximately 0.5 mile around the facility, a 0.25 mile stretch of asphalt and a 15’ by
20’ area. Clean Harbors also confirmed that a catch basin onsite had also been impacted which
lead to an onsite retention pond that displayed no evidence of impact. The contractor applied
granular absorbents to the impacted areas of asphalt to absorb and solidify the released diesel
fuel. The spent absorbents were collected and containerized into one (1) 55 – gallon metal drum.
Clean Harbors then utilized a vacuum truck to recover the impacted liquids from the catch basin.
The petroleum contaminated water (PCW) was offloaded into three (3) additional 55 – gallon
metal drums. The waste was staged onsite at the FedEx Ground facility for terminal personnel to
manage. The contractor then departed the site. Please see the attached photos provided by Clean
Harbors (Appendix 3).
Waste Disposal:
The waste generated from this event will be disposed of by FedEx Ground’s contracted hazardous
waste vendor. For additional information, please contact FedEx Ground.
Conclusion and Recommendations:
The release has been completely remediated and no evidence was found that suggests any
significant environmental impact remains on the site. ERTS suggests that this project be closed,
and no further remedial action be taken.
