Please find enclosed a report summarizing the site check activities for the spill buckets on one regular-grade gasoline UST and one diesel UST at the above referenced facility. An inspection noted issues with the spill buckets. On March 2, 2022 Paragon Environmental Consultants, Inc. (Paragon) and Guardian Fueling Technologies (Guardian) mobilized to the site to replace the spill buckets and to conduct assessment sampling at 1411 W. Gate City Boulevard. The results of our findings are summarized herein. Two soil samples were obtained directly adjacent to the former spill buckets on the regular-grade gasoline tank and the diesel tank. These samples were collected from hand auger borings advanced by Paragon immediately adjacent to the fill port riser pipes following the removal of the previous spill buckets by Guardian. The samples were collected from in-situ soils at depths of approximately 2 feet below surface grade. The samples from the regular-grade gasoline tank spill bucket were labeled as RSB-A and RSB-B with sample A being from the north side of the riser pipe and sample B being from the south side of the riser pipe. The samples from the diesel tank spill bucket were labeled as DSB-A and DSB-B with sample A being from the north side of the riser pipe and sample B being from the south side of the riser pipe. Following the soil sampling activities, the new spill buckets were installed onto the fill ports and the concrete was replaced by Guardian. All of the soil samples obtained immediately adjacent to the spill buckets were submitted to Waypoint Analytical, LLC for laboratory analysis according to Gasoline Range Organics (GRO). GRO tests for Total Petroleum Hydrocarbons (TPH) from low boiling-point fuels such as gasoline, aviation fuel, and gasohol. The current action level for GRO constituents is 50 milligrams per kilogram (mg/kg). The samples from the diesel spill bucket were also analyzed according to Diesel Range Organics (DRO). DRO tests for TPH from high boiling-point fuels such as diesel, kerosene, and fuel oil. The current action level for DRO constituents is 100 mg/kg.

Soil sample RSB-A was below the TPH action level for GRO. Soil sample RSB-B was reported at a concentration of 200 mg/kg by GRO, which exceeds the NC DEQ action level for GRO. Both soil samples from the diesel spill bucket at the Refuel #167 indicated TPH concentrations in excess of the action level for DRO. Sample DSB-A was reported at a concentration of 8,610 mg/kg by DRO and 505 mg/kg by GRO. Soil sample DSB-B was detected at a level of 3,210 mg/kg according to DRO. The GRO results for DSB-B was below the action level for TPH by GRO. Table 1 summarizes the TPH analytical results for this project, and Attachment A contains a copy of the laboratory analytical report and the chain-of-custody record for the soil samples obtained on March 2, 2023.
Based on the findings from our investigation showing TPH levels at both the regular-grade gasoline spill bucket and the diesel spill bucket exceeding the action limits, Paragon recommends that these results be submitted to both the Permits and Inspections Branch and the Corrective Action Branch of the NC DEQ. Paragon can report the laboratory results for this tank owner if directed to do so on their behalf. The UST Section will make a determination on additional actions related to the spill buckets at 1411 W. Gate City Boulevard in Greensboro, NC, but they will most likely require that a Limited Site Assessment be conducted in response to this detected release of petroleum. The analytical data has been validated using standard quality control measures performed as required by the analytical method. Quality Assurance, method validations, instrumentation maintenance and calibration for all
parameters were performed in accordance with guidelines established by the USEPA (including 40 CFR 136 Method Update Rule May 2021) unless otherwise indicated. Certain parameters (chlorine, pH, dissolved oxygen, sulfite...) are required to be analyzed within 15 minutes of
