2.0 Background Soil Assessment Activities

H&H conducted background soil assessment activities at the Site on December 17, 2020. The
background assessment activities were conducted in general accordance with the DEQ Inactive
Hazardous Sites Branch (IHSB) Guidelines for Assessment and Cleanup dated January 2020 and most
recent versions of applicable U.S. Environmental Protection Agency (EPA) Region IV Science and
Ecosystem Support Division (SESD) Field Branches Quality System and Technical Procedures.

Prior to conducting field activities, H&H contacted North Carolina 811, the public utility locator, to
mark subsurface utilities located on the Site. Additionally, a decontaminated stainless-steel hand
auger was used for the entirety of the sampling, allowing H&H personnel to further screen the sample
locations for the presence of potential subsurface utilities.

2.1 Soil Assessment Methodology

In accordance with the DEQ-approved work plan submitted via email on December 11, 2020, H&H
advanced five (5) shallow soil borings to a depth of two feet below ground surface (bgs) using a
decontaminated hand-auger along the perimeter of the Site, where future import soils are expected to
be placed on the Site. Soil from the borings were logged for lithologic description, observed for visual
and olfactory evidence of impacts, and screened for the presence of volatile organic vapors with a
calibrated photoionization detector (PID). A summary of soil lithology and screening observations is
presented as Table 1.

Soil samples were collected from the shallow 0-2 ft bgs interval in each boring and field composited
to form one sample for laboratory analysis. Soil samples were collected into laboratory-supplied
containers, which were then sealed, labeled, placed into a laboratory-supplied sample cooler, and

covered with ice. The cooler was delivered under standard chain-of-custody protocol to Waypoint
Analytical (Waypoint) of Charlotte, North Carolina, a NC-certified laboratory for analysis of Resource
Conservation and Recovery Act (RCRA) metals by EPA Methods 6020/7471 and hexavalent
chromium by EPA Method 7199. H&H requested that the laboratory reporting limits for each analyte
be equal to or below applicable screening criteria, when possible. Additionally, H&H requested that
the laboratory report estimated concentrations of compounds detected above laboratory method
detection limits, but below laboratory reporting limit using J-flags.

2.2 Soil Assessment Results

Soil analytical results were compared to NC DEQ Protection of Groundwater, Residential, and
Industrial/Commercial Health-Based Preliminary Soil Remediation Goals (PSRGs). Laboratory
analytical results indicate that arsenic was detected in each of the five background samples at
concentrations ranging from 1.2 mg/kg to 2.7 mg/kg, which are above the Residential PSRG of 0.68
mg/kg. In addition, hexavalent chromium was detected in four of the five background samples at
concentrations ranging from 0.34 mg/kg to 2.0 mg/kg, which are above the Residential PSRG of 0.31
mg/kg. No other metals were reported at concentrations above Residential PSRGs, and no metals
were reported at concentrations above the Protection of Groundwater or Industrial/Commercial
PSRGs.

A tabular summary of the soil analytical results is presented in Table 2. A copy of the laboratory
analytical report and chain of custody record is provided in Appendix A.

3.0 Summary and Conclusions

H&H has completed background soil assessment activities at the Old 27 Landfill property. The
assessment activities were conducted to establish a comparative baseline for naturally occurring
concentrations of metals at the Site, so that it may be considered as a soil export option for DEQ

Brownfields properties with comparable metals concentrations. The results of the assessment
activities indicate the following:

 Five shallow soil samples were collected from portions of the Site which are expected to
receive soil import in the future and submitted for laboratory analysis of RCRA metals plus
hexavalent chromium.

 Soil analytical results indicate that arsenic was detected in each of the five background samples
at concentrations ranging from 1.2 mg/kg to 2.7 mg/kg, which are above the Residential PSRG
of 0.68 mg/kg.

 Hexavalent chromium was detected in four of the five background samples at concentrations
ranging from 0.34 mg/kg to 2.0 mg/kg, which are above the Residential PSRG of 0.31 mg/kg.

 No other metals were reported at concentrations above Residential PSRGs, and no metals were
reported at concentrations above the Protection of Groundwater or Industrial/Commercial
PSRGs.
