(ATC) has completed a Groundwater Monitoring Report (GMR) documenting the results of an 8-hour AFVR event on May 19, 2020 and subsequent groundwater monitoring event on June 2, 2020 at the Todd General Store site located at 3866 Todd Railroad Grade Road in Todd, Ashe County, NC. This GMR is being performed in accordance with Task Authorization TA-02 issued on May 6, 2020 by the Trust Fund Branch of the Underground Storage Tank (UST) Section, Division of Waste Management, North Carolina Department of Environmental Quality (NCDEQ). The work is being performed as part of the State Lead Contract #N17004 between NCDEQ and ATC. In 1959, two gasoline (1,000 gallon and 500 gallon) USTs were installed at the Todd General Store site. The USTs were removed in March 2002, along with 31 cubic yards of contaminated soil near the 500-gallon UST. Total petroleum hydrocarbons (TPH) were not detected in the soil samples from the base of the 1,000-gallon UST so no soil was removed from that area. Light Non-Aqueous Phase Liquid (LNAPL) was not observed during the excavation and removal. There are currently no petroleum USTs located at the site. Additional assessment between 2003 and 2007 indicated the presence of light non-aqueous phase liquid (LNAPL) in monitoring wells MW-1 and MW-3, as well as dissolved volatile organic compounds (VOCs) exceeding the 15A NCAC 02L .0202 groundwater quality standards (2L Standards) in MW-1, MW-3, MW-4, MW-5, MW-6, MW-7, MW-8, MW-9, MW-10. No detected VOCs exceeded the Gross Contamination Levels (GCLs). In accordance with TA-02, ATC supervised an 8-hour AFVR event on May 19, 2020 using monitoring wells MW-1 and MW-3 due to the presence of LNAPL. ATC coordinated with the property owner to uncover monitoring well MW-1. On June 2, 2020, ATC collected a sample from monitoring well MW-1. A sample was not collected from monitoring well MW-3 due to the presence of LNAPL (0.33 feet). ATC searched for missing monitoring wells MW-7, MW-8, and MW-9 using a metal detector, but the wells were unable to be found. The groundwater sample was analyzed for volatile organic compounds (VOCs). Concentrations were compared to the GCLs and the 2L Standards. The findings from the recent and historical activities indicate the following:  Municipal water is not available to the area within a 1,000 foot radius from the site and water supply wells are active and in use for drinking water and irrigation. Wells WSW-1, WSW-2, and WSW-28 are the nearest wells, but none are located downgradient of the source area.  Prior to the AFVR event on May 19, 2020, LNAPL was present in monitoring wells MW- 1 and MW-3 at a thicknesses of 0.02 feet, and 0.78 feet, respectively. Prior to sampling on June 2, 2020, no LNAPL was present in well MW-1 and the LNAPL thickness in MW-3 was 0.33 feet. The corrected depths to groundwater on June 2, 2020 were 5.78 and 8.77 feet below top of casing (ft toc) in wells MW-1 and MW-3, respectively.  The AFVR event removed 759 gallons of petroleum contact groundwater, and less than 1 pound of vaporous hydrocarbons. Photoionization (PID) detector readings of the emissions were less than 15 parts per million (ppm). The low recovery of VOCs (and low PID Groundwater Monitoring Report July 8, 2020 Todd General Store, Incident #24093, Todd, Ashe Co, NC ATC Project # SLP2409302 3 readings) is likely the result of old degraded gasoline with a reduced volatile component, and may also be the result of a combined release of gasoline and kerosene or diesel.  Concentrations of ethylbenzene, naphthalene, toluene, 1,2,4-trimethylbenzene, 1,3,5- trimethylbenzene, and total xylenes in MW-1 exceeded the 2L Standards.  Based on the November 6, 2019 groundwater elevation data, groundwater flow is generally to the south and southwest towards Elk Creek, located approximately 250 to 310 feet (southwest to south) of the source area. It appears that the AFVR event was successful in reducing the amount of LNAPL in wells MW-1 and MW-3; however, that success may be temporary. The depth to water measured in well MW-1 before and after the AFVR event was slightly above the top of well screen. Thus, the LNAPL measurements may not be representative of actual conditions. ATC recommends the following:  Install replacement wells MW-8R and MW-9R to evaluate if the contamination has migrated off-site. The samples collected from wells MW-8 and MW-9 in 2003 and 2007 indicated concentrations of VOCs exceeding the 2L Standards.  Collect a sample of the LNAPL from wells MW-1 (if present) and MW-3 for the analysis of Total Petroleum Hydrocarbons, Gasoline and Diesel Range Organics (TPH-GRO/DRO) to evaluate the type of product.  Conduct a combined Mobile Multi-Phase Extraction (MMPE)/Air Sparging (AS) event in the winter of 2020 using wells MW-1 and MW-3 as extraction wells and well MW-6 as an AS well.  Conduct a comprehensive groundwater monitoring event approximately 30 days following the MMPE/AS event.  Consider additional soil excavation depending on the presence of LNAPL in the future in wells MW-1 and MW-3, and to remove contaminated soil in the vicinity of the former UST system. 3.0 SITE DESCRIPTION 3.1 Site Characterization The NCDEQ retained ATC to provide environmental consulting services for Todd General Store located in Todd, Ashe County, North Carolina. Figure 1 depicts the site location on a topographic map. The site currently operates as a general store and formerly was a vehicle service station facility with two gasoline USTs. Municipal water is not available to the site and surrounding area. Thirty-two potable water supply wells (29 different properties), including two on-site wells, were identified within a 1,000 foot radius of the site in the March 2002 receptor survey. Figure 2 illustrates the area surrounding the site with water supply well locations and Table 1 provides water supply well information. Based on the topography and groundwater flow direction, the nearest water supply wells include WSW-1 (on-site, sidegradient), WSW-2 (on-site, upgradient), WSW-27 (450 feet downgradient, across a stream), and WSW-28 (150 feet sidegradient). The most “at-risk” wells appear to be WSW-1, WSW-2, and WSW-28 due to the proximity of the wells to the source area, although none of these wells are located downgradient of the source area. Groundwater Monitoring Report July 8, 2020 Todd General Store, Incident #24093, Todd, Ashe Co, NC ATC Project # SLP2409302 4 3.2 Site Background In 1959, two gasoline (1,000 gallon and 500 gallon) USTs were installed at the Todd General Store site. A Limited Phase II Environmental Site Assessment was conducted in March 2002 and revealed concentrations of petroleum contaminants in the soil exceeding regulatory limits near the 500-gallon UST, but not near the 1,000-gallon UST. The USTs were subsequently removed in March 2002, along with 31 cubic yards of contaminated soil near the 500-gallon UST. LNAPL was not observed during the excavation and removal. A receptor survey conducted as part of the assessment identified 29 properties (32 wells) with water supply wells within 1,000 feet of the source area. Between December 2002 and April 2003, six groundwater monitoring wells were installed (MW- 1 through MW-6) as part of a Limited Site Assessment. A groundwater monitoring event in April 2003 discovered a film of LNAPL in monitoring well MW-3, and concentrations of petroleum constituents exceeding the 2L standards in monitoring wells MW-1, MW-4, MW-5, and MW-6. Four additional monitoring wells were installed in September 2003 (MW-7 through MW-9) and November 2003 (MW-10). Monitoring well construction details are presented in Table 2. A Comprehensive Site Assessment conducted in December 2003 detected concentrations of petroleum constituents exceeding the 2L Standards in monitoring wells MW-1, MW-8, and MW- 9 and a film of LNAPL in monitoring well MW-3. Petroleum constituents were not detected in downgradient monitoring well MW-10. In February 2004, NCDEQ authorized an excavation of four backhoe pits for the purpose of collecting soil samples in and around the former location of the 500-gallon gasoline UST. Soil samples were analyzed and petroleum constituents were not detected. Residual contaminated soil remains beneath the former 500-gallon gasoline UST, with the depth to groundwater approximately 13 to 18 feet below ground surface (ft bgs). A Corrective Action Plan (CAP) submitted in August 2004 proposed natural attenuation as a remediation option with one year of quarterly groundwater monitoring and nine years of annual groundwater monitoring. The CAP also stated that “If free product is detected in well MW-3 in the future, AFVR or MMPE will need to be employed to eliminate free product.” The next monitoring event indicated by the historical record was conducted on February 21, 2007. LNAPL was observed in MW-1 (0.55 feet) and MW-3 (1.20 feet), with petroleum constituents exceeding 2L Standards in MW-8 and MW-9. In November 2019, ATC performed groundwater monitoring activities and an updated receptor survey at the site including sampling of monitoring wells MW-2, MW-5, MW-6, and MW-10 and the onsite water supply well WSW-1. LNAPL was observed in MW-3 (0.78 feet). No VOCs were detected in monitoring wells MW-2, MW-5, MW-6, and MW-10, or water supply well WSW-1. Monitoring well MW-1 was not accessible at that time due to the construction of a wooden walkway over the well. Groundwater Monitoring Report July 8, 2020 Todd General Store, Incident #24093, Todd, Ashe Co, NC ATC Project # SLP2409302 5 3.3 Site and Regional Geology According to the Geologic Map of North Carolina, produced by the State of North Carolina in 1985, the site lies in an area of unconformity in the Blue Ridge Belt of North Carolina. The rock type at the site has been identified as biotite granitic gneiss. In most areas, the upper Blue Ridge subsurface consists of unconsolidated residual soil, variously known as residuum, saprolite, or partially weathered rock (PWR) that has developed from in-place weathering of the underlying metamorphic bedrock. The residual soils vary in consistency and depth based on local conditions. Bedrock can be found at depths ranging from the surface as outcrops down to greater than 100 feet in areas of easily weathered rock types. Areas near streams and rivers in the Blue Ridge may also contain alluvium deposited during flood events. Based on well construction records for monitoring wells MW-1 through MW-10, the subsurface soils consist primarily of sandy silt to the average boring depth of 15 feet below ground surface (ft-bgs). MW-6 is the deepest boring with a depth of 40 ft bgs, with sandy silt observed to the termination depth. 3.4 Site and Regional Hydrogeology The shallow aquifer occurrence varies in depth from ground surface at springs, creeks, and rivers to as deep as 50 feet or more beneath upland surfaces in some parts of the Blue Ridge. ATC encountered groundwater between 1.79 feet and 10.79 feet below the top of casings (ft toc) in the monitoring wells at the site during the November 2019 monitoring event. Water in the alluvium or unconsolidated residual material, including saprolite and PWR, usually behaves as an unconfined aquifer, or water table, and will yield water with head elevation equivalent to the first elevation where water was encountered. Permeability varies with lithology and is typically relatively low in residual soils, with higher permeability in saprolite or PWR due to relict rock texture and variable susceptibility to weathering exhibited by different minerals in the rock. Groundwater flow in residual soils or alluvium is usually in rough concurrence with local topographic conditions and is toward local drainage features. The bedrock fractures or other planar features of the Blue Ridge Physiographic Province generally constitute the bedrock aquifer, with the surrounding rock material being effectively impermeable. Along with fractures, contacts between rock bodies probably constitute zones of significant groundwater occurrence in the bedrock. The surrounding material and overlying residuum tend to make the bedrock aquifer a semi-confined aquifer. That is, the overlying water and soil weight normally results in pressure that causes water in a borehole, which intersects a fracture or other feature, to rise above the elevation of the fracture or feature. Most modern water supply wells in the Blue Ridge consist of a casing set through the residual soils into the upper bedrock followed by an open borehole into the bedrock where water-bearing fractures were encountered during the drilling. Except for sampling of the site and nearby water supply wells, evaluation of bedrock water quality or hydrology was beyond the scope of the GMR. Groundwater Monitoring Report July 8, 2020 Todd General Store, Incident #24093, Todd, Ashe Co, NC ATC Project # SLP2409302 6 4.0 AGGRESSIVE FLUID-VAPOR RECOVERY ATC supervised an 8-hour AFVR event on May 19, 2020, which was performed by Contaminant Control Inc (CCI). Dual-phase recovery of groundwater and vapor was performed using monitoring wells containing LNAPL, MW-1 (0.02 feet) and MW-3 (0.78 feet). The depth to LNAPL and groundwater are presented in Table 3. ATC recorded performance data (Appendix A) to monitor fluid recovery, VOC concentrations of recovered vapor, and fluid levels. Very little hydrocarbons (less than 1 pound) were removed in the vapor phase and 759 gallons of petroleum contact groundwater were removed during the event. Due to the age of the USTs installed in September 1959, the low VOCs recovered from the AFVR may be due to the degradation of the more volatile components of the LNAPL. Note also that naphthalene within the groundwater samples from wells MW-1, MW-8, and MW-9 is relatively high compared to typical gasoline releases, at 7 percent, 60 percent, and 21 percent, respectively of the total of naphthalene, benzene, ethylbenzene, toluene, and xylenes. It is possible that the LNAPL may be a combination of gasoline and kerosene or diesel. 5.0 GROUNDWATER CHARACTERIZATION 5.1 Water Supply Wells The receptor survey conducted in March 2002 identified thirty-two water supply wells (29 different properties) within the 1,000 feet radius from the source area, including two on-site. Updated property owner information is available in Table 1 and approximate water supply well locations are shown on Figure 2. The wells are reportedly used for drinking water and irrigation water. On-site water supply well WSW-1 was sampled during the November 2019 monitoring event and analyzed for VOCs by EPA Method 6200B. No VOCs were detected in the water supply well sample. The majority of the water supply wells are located upgradient (north) from the direction of groundwater flow, which is to the south. Thus, the majority of water supply wells are not likely at risk from the UST release at the site. WSW-27 is the only water supply well located south of the UST basin and in the direction of groundwater flow, but on the opposite side of Elk Creek. Elk Creek is located approximately 310 feet south of the site. Based on the topography and groundwater flow direction, the nearest water supply wells include WSW-1 (on-site, sidegradient), WSW-2 (on-site, upgradient), WSW-27 (450 feet downgradient, across a stream), and WSW-28 (150 feet sidegradient). ATC coordinated with the property owner to uncover monitoring well MW-1. ATC collected a sample from monitoring well MW-1. A sample was not collected from monitoring well MW-3 due to the presence of LNAPL (0.33 feet). ATC searched for missing monitoring wells MW-7, MW-8, and MW-9 using a metal detector, but the wells were unable to be found. A site map with monitoring well locations is presented on Figure 3. Figure 4 depicts a groundwater elevation contour map using depth to water data collected in November 2019 with the groundwater flow direction towards the southwest and south. Field notes from the June 2020 groundwater monitoring event are presented in Appendix A. 5.3 Groundwater Quality On June 2, 2020, a groundwater sample was collected from monitoring well MW-1. During sampling activities, a three-volume well purge was implemented prior to groundwater sample collection to ensure a representative groundwater sample. Field parameters are presented in Table 4. The water sample was collected in laboratory-supplied, preserved containers; entered into chain of custody control; placed on ice; and delivered to North Carolina accredited Pace Analytical Laboratory in Huntersville, North Carolina. The groundwater sample was analyzed for VOCs by Method 6200B. A water quality map is presented on Figure 5. The analytical report is included in Appendix B. Groundwater analytical results are summarized in Table 5 and indicate the following:  Concentrations of ethylbenzene, naphthalene, toluene, 1,2,4-trimethylbenzene, 1,3,5- trimethylbenzene, and total xylenes in MW-1 exceeded the 2L Standards.  The June 2, 2020 VOC concentrations in MW-1 are less than those reported in December 9, 2002. As part of ATC’s quality assurance and quality control (QA and QC) measures, a data review of the laboratory reports was conducted. During the review, it was found that the sample was received from the laboratory in acceptable condition and properly preserved. The sample were analyzed within correct holding times and reported within the lab report, and the chain of custody was properly completed by all parties. The laboratory QC report shows that an internal blank was analyzed for each method that was used for the original sample. The laboratory fortified blank (LFB) and laboratory control sample (LCS) data results were also provided for each analytical method. Refer to the laboratory reports in Appendix B for details regarding QA results for the laboratory samples and any noted exceptions. Overall, ATC concludes that the laboratory results are usable and any exceptions do not significantly impact the conclusions presented in this report. 6.0 CONCLUSIONS AND RECOMMENDATIONS On behalf of the Trust Fund Branch of the UST Section, ATC has completed a GMR documenting the May 19, 2020 AFVR event and June 2, 2020 groundwater monitoring event for the Todd General Store site located at 3866 Todd Railroad Grade Road in Todd, Ashe County, North Carolina.
