Submitted via: Herbert.Berger@ncdenr.gov Reference: Report of Limited Groundwater Assessment Scott Property, Former/Incident #: 23033; UST #: 6178 Ruffin, Rockingham County, North Carolina S&ME Project No. 4305-17-128A Dear Mr. Berger: S&ME, Inc., (S&ME) presents this report in accordance with the North Carolina Department of Environmental Quality/S&ME Contract No. N17002 and S&ME Proposal No. 43-1700409A, dated February 15, 2019, and revised on April 22, 2019, and as authorized by Task Authorization No. 02, dated March 6, 2019. The scope of services included the collection of groundwater samples from monitoring wells MW-1, MW-4, MW-5 and MW-7, and from water supply well WSW-12, each for analyses by Method 6200B and Method 504.1, analyzing one field blank sample by Method 6200B, and preparation of this report. The services were conducted as proposed.  Groundwater Monitoring Event On April 6, 2019, S&ME personnel collected groundwater samples from monitor wells MW-1, MW-4, MW-5 and MW-7 (Figure 1). Depth to water measurements ranged from 31.20 feet below top of casing in monitor well MW- 4 to 35.10 feet below top of casing in monitor well MW-1 (Table 1). The samples were collected using clean, disposable, polyethylene bailers. The monitor wells were purged a volume of approximately three casing volumes. The field parameters pH, specific conductivity and temperature were measured following the third casing volume, and recorded on groundwater sampling forms, which are located in Attachment I. The groundwater samples were collected directly into laboratory supplied containers, placed in a chilled cooler and shipped under standard chain-of-custody record to Con-Test Analytical Laboratory (Con-Test) for analysis. The groundwater samples were analyzed for volatile organic compounds (VOCs) by EPA method 6200B and for Ethylene dibromide (EDB, 1,2- Dibromoethane) by EPA Method 504.1. One field blank sample (FB) was prepared for analysis by Method 6200B. On April 6, 2019, a water sample was collected from active, potable water supply well WSW-12 (Figure 2). S&ME obtained written permission to sample the well by mailing a sampling permission form to the property owner. The permission form is provided in Attachment I. The water supply well was purged for 20 minutes. The water supply well sampling form is included in Attachment I. The standards used to determine if the water is suitable for drinking and cooking are the United States Environmental Protection Agency’s Maximum Contaminant Levels (MCLs) or, if no MCLs exist, North Carolina Groundwater Standards (2L). If the contaminant concentration exceeds the applicable standard for using the water for drinking and cooking, the contaminant concentration is further analyzed to determine if the water is suitable for other household uses, such as showering, bathing, washing dishes, flushing toilets, and hand washing. The chart below compares the detected contaminant concentration with the applicable standard: Sample ID Contaminant Concentration (µg/L) MCL (µg/L) 2L (µg/L) 19D0470-05 1,2-Dibromoethane 0.031 0.05 µg/L – Stands for micrograms of contaminant per liter of water and is roughly equivalent to parts per billion. For method 6200B, Sample 19D0470-04 was run at a dilution as concentration of target compounds exceeded calibration curve limits.
