Dear Mr. Berger:
Terracon Consultants, Inc. (Terracon) is pleased to submit this Letter Report for the above
referenced property. This letter report has been prepared in general accordance with North
Carolina Department of Environmental Quality (NCDEQ), UST Section Corrective Action
Guidelines, dated January 19, 2021 and Task Authorization No. 02, approved on December 21,
2021.
Terracon met with the property owner, Ms. Jen Shultz, on December 21, 2021, and followed up
via a telephone call on January 24, 2022. The purpose of the meeting was to search for two
missing groundwater monitoring wells (MW-6 and MW-7), discuss incident closure options with
the property owner, observe existing water-supply wells, and search for additional on-site water-
supply wells.
Locate Monitoring Wells MW-6 and MW-7
Ms. Shultz identified the locations of monitoring wells MW-6 and MW-7 on the north-adjacent
parcel that she also owns, and Ms. Shultz agreed to mark the well locations with a wooden stake.
Incident Closure Options
Ms. Shultz and her sisters are co-owners of the property, and they are interested in closing out
the petroleum release incident. The owners plan to demolish the former Kodell’s Grocery building
in the near future. The owners hope to renovate and rent out the existing on-site residence, which
has been vacant for approximately 20 years. There are two water-supply wells on the site (WSW-
8279 and WSW-1), both adjacent to the on-site residence. The dug well located near the

northeastern corner of the on-site residence (designated WSW-1) was taken out of service due
to the discovery of petroleum contamination in the 1980s. The dug well was replaced with water
supply well WSW-8279, which is located on the south side of the residence. Well WSW-8279
has been out of service for approximately 20 years and does not appear to have been sampled
for petroleum products.
Terracon explained that the most likely pathway to regulatory closure involved abandoning both
on-site water-supply wells, potentially replacing the water-supply well for the on-site residence
with an off-site well, conducting a groundwater modelling exercise to better understand the
stability of petroleum products in groundwater underlying the Kodell’s Grocery property, and
closing out the incident with a Notice of Residual Petroleum (NORP) deed restriction. The NORP
would forbid the presence of water-supply wells on the deed-restricted parcel. Other options
would involve lengthy groundwater treatment that would be unlikely to reduce groundwater
contaminant concentrations to below non-restricted use drinking water standards.
Ms. Shultz was generally agreeable to the closure plan but wanted to confirm the approach with
her sisters. On January 24, 2022 Terracon confirmed that Ms. Shultz and her sisters wanted to
keep and renovate the existing on-site residence, but that she was otherwise agreeable to the
described pathway to regulatory closure.
Existing and Additional Water-Supply Wells
Ms. Shultz and her sisters own water supply wells WSW-1, WSW-8279, WSW-2 and WSW-3.
She and her sisters are agreeable to abandoning all four water-supply wells. WSW-1 is located
on the northeast side of the on-site residence and has been out of service since the 1980s. WSW-
2 is associated with a residence that formerly occupied the southeastern corner of the adjacent
property that is also owned by Ms. Shultz. At the time of Terracon’s site reconnaissance on
December 21, 2021, WSW-2 appeared to be filled with soil. However, the abandonment status
of the well could not be determined at that time. Well WSW-3 is associated with an old residence
and trailer located along the eastern boundary of the north-adjacent property that is also owned
by Ms. Shultz and her sisters. The house adjacent to well WSW-3 is scheduled for demolition but
may be replaced sometime in the future.
Terracon recommends that Ms. Shultz be provided with water-supply well abandonment
authorization forms. Subsequently, Terracon recommends that existing water-supply wells WSW-
1, WSW-3 and WSW-8279 be properly abandoned. At the time of the well abandonment
activities, Terracon recommends that the driller investigate the current condition of well WSW-2
to assess if this well has been properly abandoned. A replacement water-supply well should be
installed in the vicinity of well WSW-2 and piped to the residence currently present on the Kodell’s
Grocery parcel. Terracon notes that well WSW-3 on the north-adjacent parcel appears to be an
old dug well that would not be a suitable replacement for wells WSW-1 or WSW-8279 on the
Kodell’s Grocery parcel.
