Transfer date 06/21/2007 Reason for State Lead Request The responsible party, King Fuel Oil Company is financially unable to conduct the required work. (Memo from the Central Office attached.) Risk I 172 D. This site was initially ranked low-risk. The RRA date of 9/30/18 was entered for BR-19 tracking purposes due to the lack of a known date of low-risk determination. While it is known that this site was determined to be low-risk prior to the date of this entry, an updated RRA on 12/12/2018 indicated an intermediate risk (.6 inches free product on gw and release area about 200 ft from a creek). Recommendations Do an updated receptor survey and sample the monitoring wells. Chronology 09/21/1988-The following tanks were removed: Two 15K heating oil, two 10K heating oil, and two 6k kerosene (Info from LSA I, no information on TIMs). 09/21/1988-The following tanks were installed: Two 15K diesel, and one 15K kerosene (TIMs). 09/21/1988-Release discovery date, based on photoionization analyzer reading taken by John Stewart of DEQ (information from Preliminary Site Investigation Report, dated January 1990). The RP was directed by DEQ to determine the extent of contamination. 02/01/1990-Preliminary Site Investigation Report received. Within the report, it is indicated that a 15,000- gallon diesel UST ruptured in 1980, releasing about 1,000 gallons of diesel into the soil. The damaged tank remained in the ground until the fall of 1988, at which time 6 USTs were removed and replaced with 3 new USTs. GW high = 87 ppb naphthalene. Pg 13 and figure 5 indicates that oil was discharging to Crooked Run Creek in three locations. 09/01/1998-LSA I received- Free product in MW-1. Crooked Run Creek about 200 ft to the south of the release area. No wsw’s within 250 of the source area. All properties, within 1,000 ft., with wsw’s are hooked to public water. Soil highs = 1,700 ppm by TPH 3550. MW-1 had free product. 04/01/2018-Two 15K diesel, and one 15K kerosene were put into temporary closure (TIMs). 12/12/2018-BR-19 low-risk site review done. Site reranked I 172 D. 04/29/2021-Inactive Site NORR sent. 06/14/2021-Letter received from the RP indicating they did not have the funds to do the work. 07/21/2021-Continuing Inactive Site NORR sent. 01/12/2022-Memo received, from the Central Office, indicting the RP was not financially viable.
