Three underground storage tanks (USTs) were previously operated at the site. A petroleum release was discovered in November 2001 when the Town of Morehead City installed a water line adjacent to the site and encountered petroleum-impacted soils. Two 550-gallon gasoline USTs were removed from the site in December 2011. An additional 550-gallon gasoline tank may remain at the site. The purpose of this report is to document the latest groundwater sampling event. On April 4, 2023, CATLIN Engineers and Scientists (CATLIN) personnel measured groundwater at approximately three feet deep across the site. Groundwater samples from three monitoring wells (MW-1, MW-2, and MW-3) were collected. The samples were submitted for laboratory analysis of volatile organic compounds (VOCs) per Standard Method (SM) 6200B plus ethylene dibromide (EDB), methyl tert-butyl ether (MTBE), and diisopropyl ether (DIPE). Laboratory results did not indicate any dissolved petroleum constituents above their respective laboratory reporting limits in the sample from MW-1. Several VOCs were detected in the MW-2 and MW-3 samples at concentrations greater than those established in Title 15A of the North Carolina Administrative Code, Subchapter 2L, Section .0202 Groundwater Quality Standards (2L GWQS) but below the Gross Contaminant Levels (GCL). The groundwater sample collected during this event from monitoring well MW-2 revealed contaminant concentrations higher than those detected during the July 2021 sampling event, while those in MW-3 have fluctuated (CATLIN, 2021). CATLIN recommends to: • Conduct semi-annual groundwater sampling and reporting. • Consider installing passive remedial devices in monitoring wells MW-2 and MW-3. 3.0 SCOPE OF SERVICES The scope of services for this report was performed in general accordance with CATLIN proposal number 221165.3P, dated March 10, 2023. Services were authorized by the North Carolina Department of Environmental Quality’s (NCDEQ’s) Task Authorization (TA) #03, approved on March 10, 2023, and Contract Number N122019D. The approved scope of services for this Task Authorization included: • Collect groundwater samples from three monitoring wells (MW-1, MW-2, and MW-3) and one water supply well (PW-1); NCDEQ; 32014_Kittrell Property CATLIN Engineers and Scientists CATLIN Project No. 221165 3 May 2023 • Analyze five water samples (three monitoring well samples, one water supply well sample, and one field blank) according to SM 6200B (including EDB, MTBE, and DIPE); and, • Prepare and submit a monitoring report summarizing the findings. Water supply well PW-1 was discovered to be disconnected at the time of field activities; therefore, this well was not sampled. The remaining scope of services was conducted in general accordance with the approved TA. 4.0 SITE HISTORY AND CHARACTERIZATION The Kittrell Property site is located at 2102 Country Club Road, Morehead City, Carteret County, North Carolina (Figures 1 and 2). Summarized available historical UST removal, sampling data, and gauging data from previous consultants are provided in Appendix A. Recent site photographs are presented in Appendix B. 4.1 UST OWNER AND OPERATOR INFORMATION Pure Oil Company installed two 550-gallon gasoline USTs on the property in the 1940s. In the 1970s, Potter Oil Company installed another 550-gallon gasoline UST before removing the pumps from the entire UST system and leaving the tanks in place. Both oil companies have since dissolved and the property was sold to Ralph Kittrell by Daisy and Robert Kittrell (since deceased), who operated the pumps while they were in service at the on-site general store. Ralph Kittrell was assessed as the owner of the three USTs on-site. Ralph Kittrell operated a milk distribution center on the property for a time after purchasing it. The site was accepted into the North Carolina UST Section Trust Fund Branch State Lead Program following Mr. and Mrs. Ralph Kittrell’s refusal to perform work at the site on the grounds of lacking sufficient funds (NCDEQ, 2002). Available information regarding UST owners/operators and is presented on Table 1. 4.2 UST INFORMATION Reportedly, three gasoline USTs were previously operated on-site. The tanks were apparently improperly closed in the 1970s with petroleum still contained in them. Two 550-gallon gasoline USTs (UST 1 and 3) were removed from the site in December 2011. However, the presence or absence of the third tank (UST 2) was not confirmed. The known installation and operation dates of the tanks are presented on Table 1, and the approximate former UST basin location is illustrated on Figure 3 and historical figures provided in Appendix A. NCDEQ; 32014_Kittrell Property CATLIN Engineers and Scientists CATLIN Project No. 221165 4 May 2023 4.3 CONTAMINANT SOURCE INVENTORY A release was discovered on November 4, 2002 when the local municipality discovered petroleum impacted soils during the installation of a water line along Country Club Road (WR, 2014). 4.4 SITE CHARACTERISTICS The property is owned by Ralph Kittrell and the former store structure is now vacant. The parcel is comprised of a store building, a shed, and open grassy land. 4.5 OWNERS AND OCCUPANTS OF ADJOINING/NEARBY PROPERTIES AND LAND USE All properties in the site vicinity appear to be residential, with a single vacant parcel located directly to the east of the Kittrell Property. 4.6 RECEPTOR INFORMATION Conducting a receptor survey was outside the scope of this monitoring event. A review of historical files available on the NCDEQ Waste Management Online Database (aka Laserfiche) indicates that the last receptor survey for the Kittrell Property site was conducted in 2009 by Agra Environmental, Inc. (Agra). According to previous reports, municipal water is available to the site vicinity. A total of 34 potable water supply wells have been identified within 1,000 feet of the source area. Seven potable water supply wells are located within 250 feet of the release. The Newport River is located 1,000 feet north of the Kittrell Property. According to the NCDEQ North Carolina Surface Water Classifications GIS viewer, the Newport River is identified as a Class SA (Tidal Salt Water) HQW (High Quality Waters) surface water body. Potential receptors are illustrated on Figure 2 and receptor information is shown on Table 2. 4.7 PREVIOUS INVESTIGATIONS AND REMEDIAL ACTIVITIES Historical files available on Laserfiche do not fully elucidate the site history. A summary of on-site investigations and remedial activities indicated in previous reports is provided herein. The release was discovered in November 2002 during the installation of a water line by the Town of Morehead City. Soil sampling revealed total petroleum hydrocarbon (TPH) gasoline range organics (GRO) at 95 parts per NCDEQ; 32014_Kittrell Property CATLIN Engineers and Scientists CATLIN Project No. 221165 5 May 2023 million (ppm) (NCDENR, 2002). By February 1, 2005, the site was recommended for State Lead Cleanup (NCDENR, 2005). During a Phase I Limited Site Assessment (LSA) conducted by Agra in 2009, monitoring well MW-1 was installed and a receptor survey within 1,000 feet was conducted. Groundwater sampling at MW-1, the on-site water supply well, and two other water supply wells was conducted, and MW-1 results revealed only a lead concentration of 6.6 µg/L in MW-1. Analysis of the soil sample collected during the installation of MW-1 [from four feet below land surface (BLS)] did not reveal any targeted analytes above the method detection limits (Agra, 2009). After the LSA, two more monitoring wells were installed on-site (MW-2 and MW-3). According to Agra, two USTs were removed in December 2011, but the third UST was not located or removed. A number of test pit excavations were conducted to find the third tank. Approximately 22 tons of contaminated soils were removed during tank closure activities. (Agra, 2012). No further information about excavation activities is available. Regular groundwater sampling has occurred in the monitoring wells at this site. According to WithersRavenel, Inc. (WR), samples from MW-1 have not contained contamination above detection limits recently, while samples from MW-2 and MW-3 have consistently contained contaminant concentrations above 2L GWQS (WR, 2019). CATLIN conducted a groundwater monitoring event in July 2021. Samples were collected from all three monitoring wells. Laboratory analytical results revealed multiple targeted analytes above 2L GWQS in the MW-2 and MW-3 samples. The contaminant concentrations were generally higher than those detected the previous sampling event in 2019 (CATLIN, 2021). Summarized historical data prepared by other consultants are presented in Appendix A. 5.0 REGIONAL AND SITE GEOLOGY AND HYDROGEOLOGY 5.1 SOIL AND BEDROCK As defined in the Geologic Map of North Carolina, published by the North Carolina Department of Natural Resources and Community Development (1985), the site lies within the Coastal Plain physiographic province. The North Carolina Coastal Plain is approximately 90 to 150 miles wide from the Atlantic Ocean westward to its boundary with the Piedmont province. Two natural subdivisions of the Coastal Plain were described by Stuckey (1965): the Tidewater region and the Inner Coastal Plain. The project area is NCDEQ; 32014_Kittrell Property CATLIN Engineers and Scientists CATLIN Project No. 221165 6 May 2023 located within the Tidewater region, which is an area of erosional topography (Horton and Zullo, 1991). The Coastal Plain comprises a wedge-shaped sequence of stratified marine and non-marine sedimentary rocks deposited on crystalline basement. The sedimentary sequences range in age from Recent to lower Cretaceous (Narkunas, 1980). The site is underlain by Quaternary Surficial deposits. According to the 1985 Geologic Map of North Carolina, this bed is made up of sand, clay, gravel, and peat deposits at altitudes lower than 25 feet. 5.2 HYDROGEOLOGY Groundwater - The 2020 Visual Hydrogeologic Framework – North Carolina Hydrogeological Database did not identify boreholes near the site. Surface Water – The Newport River is located approximately 1,000 feet north of the site. According to the NCDEQ North Carolina Surface Water Classifications GIS viewer, the Newport River is identified as a Class SA; HQW surface water body. 6.0 SITE ASSESSMENT INFORMATION CATLIN conducted field activities on April 4, 2023, in accordance with the approved TA and pre-prepared Health and Safety Plan (HASP). Upon arrival at the site, potential hazards were evaluated before beginning field work and are documented on an electronic Job Hazard Analysis (JHA) form. The JHA form is included in Appendix C. Photographs from the site visit are included in Appendix B. CATLIN personnel gauged and collected groundwater samples for laboratory analysis of VOCs per SM 6200B from three monitoring wells (MW-1, MW-2, and MW-3). Well locations and site features are shown on Figure 3 and monitoring well construction details are presented on Table 3. 6.1 GAUGING DATA Historical gauging depths range from 0.89 feet below top of casing (BTOC) in 2010 (MW-2) to 5.28 feet BTOC in 2009 (MW-1) (WR, 2014). During the previous monitoring event (July 2021), groundwater flow direction was towards the south (CATLIN, 2021). During the April 2023 event, CATLIN personnel measured depth to water using an electronic water level indicator. To prevent cross contamination, the probe and cabling were decontaminated according to the manufacturer’s recommendations between use in each well. Gauging data were recorded on an electronic groundwater sampling form using a tablet device. Gauging procedures were performed in general accordance with North Carolina NCDEQ; 32014_Kittrell Property CATLIN Engineers and Scientists CATLIN Project No. 221165 7 May 2023 Department of Environmental and Natural Resources (NCDENR), and NCDEQ Guidelines and Environmental Protection Agency (EPA) Region 4 Operating Procedures. Depth to water ranged was 3.41 feet BTOC in MW-1, 2.99 feet BTOC in MW-2, and 3.40 feet BTOC in MW-3. Based on groundwater elevations calculated for this monitoring period, groundwater flow direction is towards the north. Monitoring well gauging results for events conducted by CATLIN are presented in Table 3. Groundwater elevation is illustrated on Figure 4 and groundwater sampling forms are provided in Appendix C. 6.2 SAMPLING DATA Following gauging, the monitoring wells were sampled in general accordance with NCDEQ Guidelines and U.S. EPA Region 4 Operating Procedures. Prior to obtaining representative groundwater samples, each monitoring well was purged by removing a minimum of three well volumes using a new, disposable bailer. Groundwater field parameter data were measured at one-minute intervals using an In-Situ Aqua TROLL 600 Multiparameter Sonde (Aqua TROLL). The Aqua TROLL measured specific conductivity, pH, oxidation reduction-potential (ORP), dissolved oxygen, and temperature, which were recorded utilizing the VuSitu mobile application (version 1.17.12). The Aqua TROLL was decontaminated according to manufacturer’s recommendations and rinsed with distilled water between use at each monitoring well. Groundwater parameter data were transferred from the VuSitu mobile application to the electronic groundwater sampling forms. Copies of the groundwater sampling forms are available in Appendix C. After a minimum of three well volumes were removed from the monitoring wells (or the well was bailed dry), groundwater samples were collected from the wells and poured into appropriate laboratory-provided, pre-preserved glassware, labeled, and placed on ice in an insulated cooler. A field blank was collected by pouring water from a new, sealed gallon of distilled water directly into laboratory provided glassware. The glassware was labeled and placed on ice in an insulated cooler. The groundwater samples and field blank were submitted to Con-Test Analytical Laboratory (Certification NC 652 and NC-DW 25703) in East Longmeadow, Massachusetts, under proper chain of custody (COC) protocol and analyzed per SM 6200B (including EDB, MTBE, and DIPE). The laboratory analytical data and COC are included in Appendix D. 6.3 SUMMARY OF GROUNDWATER INFORMATION Historically, samples from monitoring wells MW-2 and MW-3 have contained the highest petroleum constituent concentrations. Light non-aqueous phase NCDEQ; 32014_Kittrell Property CATLIN Engineers and Scientists CATLIN Project No. 221165 8 May 2023 liquids (LNAPL; aka free phase product) has never been detected at this site. During the previous sampling event conducted by CATLIN (July 2021), samples MW-2 and MW-3 contained multiple targeted analytes with concentrations above the 2L GWQS. No petroleum constituents have been detected at concentrations above GCL. Historical information prepared by other consultants is included in Appendix A. The latest groundwater sampling laboratory results for SM 6200B analysis are summarized in Table 4. Historical results for events conducted by CATLIN are in Table 5. Monitoring well sample analytical results are illustrated on Figure 5. A copy of the complete laboratory report and COC documentation are in Appendix D. Monitoring Wells During the April 2023 monitoring event, three monitoring well groundwater samples (MW-1, MW-2, and MW-3) were collected and submitted for analysis via SM 6200B (including EDB, MTBE, and DIPE). Laboratory analysis did not detecte any targeted analytes above the method detection limits in the MW-1 sample. No analyte concentrations were detected above GCL in any of the monitoring well samples. Analytical results reported the following constituents at concentrations above their 2L GWQS in samples MW-2 and MW-3: • MW-2: benzene, n-butylbenzene, isopropylbenzene, naphthalene, n-propylbenzene, 1,2,4-trimethylbenzene, and 1,3,5-trimethylbenzene; and • MW-3: benzene, naphthalene, and n-propylbenzene. Water Supply Well A groundwater sample was not obtained from water supply well PW-1 due to the well being disconnected and without power. Field Blank One field blank sample was collected at the site and submitted for analysis per SM 6200B (including EDB, MTBE, and DIPE). An estimated (“J”-value) concentration of acetone, a common laboratory artifact, was detected in the field blank sample. A low concentration of tetrachloroethylene was also reported, but it was below the 2L GWQS. No other targeted analytes were detected. NCDEQ; 32014_Kittrell Property CATLIN Engineers and Scientists CATLIN Project No. 221165 9 May 2023 6.4 EVALUATION OF ASSESSMENT INFORMATION Extent of Contamination Several petroleum constituents were detected above their respective 2L GWQS in samples from MW-2 and MW-3. A summary of monitoring well groundwater sample analytical results are illustrated on Figure 5. The highest contaminant concentrations have historically been reported in samples from MW-2 and MW-3. Analytical results from the previous monitoring event (July 2021) revealed several petroleum constituents above 2L GWQS in the samples obtained from MW-2 and MW-3. Monitoring well MW-1 had no targeted analytes detected above 2L GWQS. The contaminant concentrations in samples from MW-2 has increased since the previous monitoring event, while those in MW-3 have fluctuated (CATLIN, 2021). Cleanup Levels Achieved Soil – Approximately 22 tons of impacted soil was removed from the site during UST removals in 2011. A soil sample collected during the installation of monitoring well MW-1 was analyzed and there were no petroleum contaminants detected above laboratory reporting limits (Agra, 2009). Groundwater – Groundwater contaminant concentrations are above 2L GWQS, but below GCL at the site. LNAPL – LNAPL has not been historically detected at the site. 7.0 CONCLUSIONS AND RECOMMENDATIONS Conclusions Groundwater monitoring findings for this period are summarized below: • Three monitoring wells (MW-1, MW-2, and MW-3) were sampled. • Water supply well PW-1 could not be sampled because the well was disconnected and without power. • No targeted analytes were detected in the MW-1 sample. • Several petroleum constituents above their 2L GWQS were reported in the samples from MW-2 and MW-3. • The contaminant concentrations in the sample from MW-2 have generally increased since the previous sampling event (July 2021), while those in MW-3 have fluctuated.
