The proposed usage for the site is a parking lot for the adjacent Science Center. Resolve submitted an Environmental Management Plan (EMP) for the redevelopment activities on April 30, 2021. The EMP was approved by the NCDEQ on June 17, 2021. Development includes paving the existing Brownfields property. 4 B. SITE HISTORY The site is located at 320 and 322 East Franklin Street in Monroe, Union County, North Carolina. Previous report submissions pertaining to assessment(s) at the subject site can be viewed at the Brownfields Redevelopment Section of the North Carolina Department of Environmental Quality (NCDEQ). The western parcel located at 320 E. Franklin Street was developed by at least 1908 with residences and remained residential into the 1930s. By 1947, according to aerial and Sanborn maps for the parcel, residential structures were removed and replaced with a large commercial structure used for auto sales and a smaller structure used for auto repair which included gasoline underground storage tanks (USTs). The large commercial structure was expanded by 1959 and the smaller structure and USTs had been removed. The western parcel has remained a commercial property since 1959. According to a review of city directories, this portion of the Brownfields Property was occupied by Don Moore Textiles in 1992, Majestic Textile Brokers in 1995, and Thompson Textiles and Downton Discount in 2008. This portion of the Brownfields Property has been vacant since 2016 and the former commercial buildings were demolished by the Prospective Developer in May 2019 in accordance with a DEQ approved Environmental Management Plan (EMP) dated October 25, 2018. The eastern parcel located at 322 E. Franklin Street was developed by at least 1908 with residences and remained residential until at least 1959 according to a review of Sanborn maps and aerial photographs. By 1964, all of the residential buildings were demolished and the former commercial building was located along the eastern edge of the Brownfields Property boundary. Several commercial businesses have operated out of five units located within the former commercial building referenced as 322, 324, 326, 328, and 330 E. Franklin Street. According to a review of city directories, the following business have utilized this portion of the Brownfields Property: 322 E. Franklin St. was occupied by Ellis Taxi in 1992 and AAA Taxi and Anthony Belk Painting in 1999 until at least 2003. 324 E. Franklin St. was occupied by Paramount in 1995 and Ella’s Place and Herring and Yow Heating and Cooling in 1999. 326 E. Franklin St. was occupied by Friendly Barber Shop in 1992 until at least 2013 and Roger’s Barber Shop in 1992. 328 E. Franklin St. was occupied by Cliney’s Hair Styling in 1992 until at least 2003. 330 E. Franklin St. was occupied by Gethsemane Church of God in 1995 until at least 1999, and Jerry’s Hair Styling from 2003 until at least 2013. This portion of the Brownfields Property has also been vacant since 2016 and the former commercial buildings were demolished by the Prospective Developer in May 2019, also in accordance with the DEQ approved EMP. Historical Report Summaries Phase I Environmental Assessment Reports for both parcels of the Brownfields Property were completed by Resolve Environmental Services, PLLC (Resolve) in November 2016. Resolve identified the presence of former gasoline USTs from approximately 1947 to 1951 at the western parcel (320 E. Franklin St.) as a Recognized Environmental Condition (REC). Additionally, the former use of the western parcel as an automotive repair facility was considered a REC. No RECs were identified for the eastern parcel but Potential Environmental Concerns (PECs) were 5 identified for the former gasoline service stations located at the western adjacent property (302 E. Franklin St.) and northeastern adjacent property (325 E. Franklin St.). A Phase II Environmental Site Assessment report was completed by Resolve on November 18, 2016. Five monitoring wells were installed across the Brownfields Property. Three of the wells were installed on the western parcel (320 E. Franklin Street) at the following locations: in the vicinity of the former gasoline storage tanks (TMW-1) in the northwest portion of the parcel; in the vicinity of the former auto repair shop (TMW-2) in the southwest proportion of the parcel; and on the east side of the former building (TMW-3) in the northeast portion of the parcel. Several petroleum related VOCs and metals were detected above the North Carolina Administrative Code Title 15A Subchapter 2L groundwater standards (2L; July 2013). Several groundwater constituents also exceeded the DEQ Non-Residential Vapor Intrusion Screening Level (VISL; February 2018). Soil samples were collected from 10 feet below land surface (ft BLS) at monitoring wells TMW-1 and TMW-2. Concentrations of Arsenic and Chromium (Total) exceeded the DEQ Commercial/Industrial Preliminary Soil Remediation Goals (PSRGs; May 2019). Two monitoring wells were installed on the eastern parcel (322 E. Franklin Street) near the north- central (TMW-4) and south-central (TMW-5) borders of the Brownfields Property. Monitoring well TMW-5 was sampled for RCRA metals. Concentrations of Arsenic, Lead, and Chromium (Total) were above the 2L standards. Groundwater was not encountered at the total depth (28 ft BLS) of TMW-4. Soil samples were collected from TMW-4 and TMW-5 at 8 ft BLS and 5 ft BLS respectively. Concentrations of Arsenic and Total Chromium exceeded the Commercial/Industrial PSRGs in both samples. Immediately prior to the demolition of the two commercial buildings in May 2019, three surficial samples (0.5 ft BLS) were collected from beneath the slabs of each building (320 and 322 E. Franklin Street). No VOCs or semi-volatile organic compounds (SVOCs) were detected above Commercial/Industrial PSRGs. Arsenic was detected above Commercial/Industrial PSRGs in each of the six samples collected; however, these detections are believed to represent naturally occurring/background levels. As reported in the November 2019 Brownfields Assessment Report prepared by Resolve, monitoring wells TMW-4 and TMW-5 were re-installed as MW-1 and MW-3 along with the installation of a new monitoring well (MW-2) in the western portion of the 322 E. Franklin Street parcel in an attempt to delineate VOC impacts in groundwater. Several VOCs were detected but only concentrations of Benzene and 1,2-Dichloroethane (DCA) exceeded the 2L standard in monitoring wells MW-1 and MW-2. No constituents were detected at concentrations exceeding Non-Residential VISLs. Pertinent soil and ground water quality data is attached in the Appendix. 6 In accordance with the NCDEQ Brownfields Redevelopment Section approved Environmental Management Plan (EMP) dated June 17, 2021, Resolve Environmental Services, PLLC (Resolve) presents this sampling plan for exporting soil from subject site in addition to a sampling plan for import soil to be used on the subject site. The developer proposes to use one (1) local borrow source, Martin Marietta - Bakers Quarry in Monroe, NC (Permit No. 90-02). C. BORROW SOURCE The developer plans to import approximately 500 cubic yards of overburden material from the Bakers Quarry to the subject site. The overburden is defined as the overlying soils above the rock at the quarry. An aerial photograph of the area containing the overburden excavation is included as Figure 2. The soil borrow source will require proper soil sampling and reporting prior to importing fill to the subject site in accordance with the EMP. D. SAMPLING PLAN The developer currently plans to export up to 1,500 cubic yards of soil from the subject site. Based on the amount of proposed soil to be exported off-site, one (1) composite soil sample per 1,000 cubic yards (or portion thereof), will be collected. Therefore, up to two (2) composite samples will be collected from the soil stockpile(s). The final destination of the exported soils will be determined once laboratory analytical data is obtained, reviewed and approved by the NCDEQ program manager, per the EMP. The developer currently plans to import approximately 500 cubic yards of overburden to the subject site. Based on the amount of proposed fill to be imported to the site, one (1) primary soil samples will be collected from borings installed across the overburden excavation area. Based on photoionization detector field screening results, the soil sample exhibiting the highest concentration will be submitted for laboratory analyses. In addition, a field composite sample will be prepared for laboratory analyses. E. SCOPE OF WORK The following work scope is based upon Resolve’s EMP dated June 7, 2021. A Site-Specific Health and Safety Plan will be prepared by Resolve in accordance with 29 CFR 1910.120 (HAZWOPER). All on-site Resolve personnel will be current with HAZWOPER training. The Health and Safety Plan will be present on site during all field activities. The scopes of work for the export and import soil sampling is detailed below. 7 EXPORT SOIL SAMPLING 1. Resolve will obtain access to the site. The proposed export soils are currently stockpiled at the site in accordance with the EMP. The two (2) soil stockpile locations are shown on Figure 3. 2. Up to ten (10) primary grab samples (5 primary samples for each composite sample) will be collected from the stockpile(s) to create composite samples in the field. The primary grab samples will be screened with a photoionization detector (PID), whichever grab sample exhibits the highest PID reading, the sample will be submitted for laboratory analysis of volatile organic compounds by SW-846 Method 8260B. 3. A total of up to 2 composite soil samples will be submitted to a North Carolina certified laboratory for analysis of semi-volatile organic compounds (SVOCs) by SW-846 Method 8270D and 8 RCRA metals by Method 6020. 4. Upon receipt of the final laboratory analytical report, Resolve will prepare a sampling report suitable for submittal to the NCDEQ. Soils will not be transported off site, prior to NCDEQ approval. IMPORT SOIL SAMPLING 1. Resolve will obtain access to the permitted borrow source. An employee of the borrow source will guide Resolve to the overburden area. The approximate location of the proposed borrow source and soil sample locations are shown on Figure 2. 2. Five (5) soil borings will be installed across the overburden excavation area. The borings will be advanced to 3 feet below grade surface (BGS) using a hand auger. The soil cuttings will be screened with a PID. Soil samples will be collected at the terminus of each boring. The one (1) soil sample which exhibits the highest OVA reading will be collected and analyzed for VOCs by SW-46 Method 8260B. One (1) composite soil sample (composited from five primary grab samples presented in Figure 2) will be submitted for analyses of VOCs by SW-846 Method 8260B, SVOCs by SW-846 Method 8270D and 8 RCRA metals by EPA Method 6020. 3. Upon receipt of the final laboratory analytical report, Resolve will prepare a sampling report suitable for submittal to the NCDEQ. Import soils will not be transported to the subject site prior to NCDEQ approval. F. SAMPLING METHODOLGY Samples will be collected and analyzed in accordance with the NCDEQ, Division of Waste Management, Inactive Hazardous Sites Program’s “Guidelines for Assessment and Cleanup” (October, 2015, revised January 2020) and the US EPA Region 4 Science and Ecosystem Support Division Guidance. 8 Soil Sampling: Grab primary soil samples will be collected from stockpiles to form a composite sample for every 1,000 cubic yards, or portion thereof. Grab primary overburden soil samples will be collected from the borrow source to form one composition sample for the approximated 500 cubic yards to be imported. A table summarizing the soil sample locations and analyses is included as Table 1. G. LABORATORY ANALYSES All samples will be collected and immediately placed into laboratory-supplied glassware, placed on ice and transported to a North Carolina certified laboratory for analyses within 24 hours of sample collection and within the applicable hold times for each proposed method. The laboratory will conduct the analyses using Level II QA/QC with method detection limits at or below the applicable NCDEQ reporting requirements. 1. Soil will be analyzed for VOCs by SW-846 Method 8260B, SVOCs by SW-846 Method 8270D, and 8 RCRA Metals by EPA Method 6020. If preliminary data results indicate that a sample could potentially contain impacts that are hazardous (i.e. fail the 20:1 rule), a TCLP sample will be run for the COC. 2. Duplicate Samples One (1) duplicate sample from a soil sample (during export and borrow source sampling) will be analyzed for VOCs by SW-846 Method 8260B, for SVOCs by SW-846 Method 8270D and for 8 RCRA Metals by EPA Method 6020. If preliminary data results indicate that a sample could potentially contain impacts that are hazardous (i.e. fail the 20:1 rule), a TCLP sample will be run for the COC. H. QUALITY ASSURANCE/QUALITY CONTROL 1. Soil Sampling Soil samples will be collected using a decontaminated hand auger. All sample collection equipment will be decontaminated prior to use and between sampling locations. Field personnel will collect each soil sample using a new pair of nitrile gloves. Up to two (2) composite samples (for export sampling) from up to 10 primary sampling areas will be analyzed for VOCs by SW-846 Method 8260B, SVOCs by SW-846 Method 8270D and 8 RCRA metals by EPA Method 6020. One (1) composite sample (from borrow source) from five (5) primary samples will be analyzed for VOCs by SW-846 Method 8260B, SVOCs by SW-846 Method 8270D and 8 RCRA metals by EPA Method 6020. The samples will be placed directly into laboratory-supplied sample containers, immediately placed on ice in a sample cooler and transported to the laboratory in the manner described above within appropriate temperature range and analyses hold times. Proper chain of custody procedures will be maintained at all times. 3. Duplicates and Trip Blanks 9 To evaluate laboratory quality control and repeatability, one duplicate soil sample will be collected and analyzed for VOCs, SVOCs and 8 RCRA metals. One (1) trip blank sample will accompany the samples during the sampling events. The trip blanks will be analyzed or VOCs by SW-846 Method 8260D. I. INVESTIGATIVE DERIVED WASTE MANAGEMENT No investigative derived waste will be generated. J. REPORTING All of the results and field data from the assessment activities will be summarized and presented in a Soil Sampling Report that will include all applicable field data, laboratory analytical results (including J-flagged or estimated concentrations), tables, figures, field notes, conclusions and recommendations for the site, and will be certified by signature and seal of Professional Geologist duly licensed in North Carolina.
