In addition, this report includes sub-slab vapor sampling results. The Phase 8 Brightwalk Development is part of the Double Oaks Brownfields Site (Brownfields Project No. 11037-07- 060). A Site location map is provided as Figure 1. The Double Oaks Brownfields property is developed with residential apartments, townhomes, and single-family homes. The Phase 8 Development includes eight (8) single-family homes located along Double Oaks Road which is near the former Double Oaks Landfill. As discussed in previous reports, MVIMSs designed by Geoscience Group, LLC (Geoscience) were installed for each home as part of the Phase 8 construction. The Phase 8 construction was completed in approximately December 2017/January 2018. Each property consists of a two-story dwelling and detached garage. The detached garages are located in the rear of each property and closest to the former Double Oaks Landfill (Figure 2). As discussed in the Methane VIMS Inspection and O&M Report – Revision 1 dated January 9, 2023, results of the MVIMS inspections and O&M visits conducted in October 2021 through November 2022 indicated that a low point in the MVIMS piping between the home and the detached garage resulted in water accumulation in the MVIMS and prevented the radial blower from creating a vacuum below the slab of the home. As also discussed in the report, although a vacuum was not present below the slab of the home due to water accumulation in the MVIMS piping, concentrations of methane were not detected below the slabs of the homes during the October 2021 through November 2022 O&M visits. To further evaluate potential subsurface methane migration at the Site and MVIMS influence, H&H installed vapor pins in the garages of each of the eight homes in July 2022. Methane and differential pressure readings were collected from the vapor pins in the garages in July 2022 and November 2022. Results of the differential pressure readings collected from below each garage slab indicated the presence of a vacuum greater than 0.016 inches of water column (WIC). Methane was not detected. Because methane was not detected below the slabs of the homes and garages, H&H determined that the risk for methane vapor intrusion was low and modifications to the MVIMS were not warranted. To further demonstrate that the risk for methane vapor intrusion is low, H&H recommended quarterly MVIMS O&M visits and inspections for a period of 1-year. Per DEQs request, H&H proposed the collection of sub-slab vapor samples from below each home for laboratory analysis of volatile organic compounds (VOCs) by EPA Method 8260. The Work Plan was approved by DEQ in a letter dated February 27, 2023. The sub-slab sampling was subsequently conducted during the March 2023 MVIMS inspection and O&M visit. The following report includes a description of the methods and results of the quarterly MVIMS inspection and O&M visits in March 2023 and sub-slab sampling. 2.0 MVIMS Inspection & O&M The MVIMS O&M visits were conducted between March 29 and April 3, 2023 (March 2023 O&M visits). The MVIMS O&M included confirming MVIMS fan operation, confirming the presence and operation of methane sensors, and the collection of methane and sub-slab differential pressure readings from sample ports installed in the homes and garages. Differential pressure readings were collected utilizing a digital manometer capable of detecting differential pressure equal to or greater than 0.001 WIC. Methane readings were collected utilizing a calibrated Landtec GEM 5000™. As part of the O&M activities methane readings were also collected from landfill gas probes LG-23, LG-24, and LG-25. Calibration logs for the GEM 5000™ are provided in Appendix A. The methane sensor is designed with an audible alert that is activated if methane is detected at 25% of the lower explosive limit (LEL). The methane sensor is also equipped with an LED screen that flashes red and displays “Gas / Evacuate” when the alarm is activated. The specification sheet for the methane sensor provided in Appendix C. Consistent with previous MVIMS O&M visits, H&H completed a Methane and Vapor Intrusion Mitigation System Inspection Form (Inspection Form) for each home. Inspection Forms completed by H&H personnel during the March 2023 MVIMS Inspection and O&M are provided in Appendix B. A summary of the March 2023 MVIMS Inspection and O&M visit is included below. Ms. Carolyn Minnich May 26, 2023 Page 4 https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/Charlotte Mecklenburg Housing Partnership - CHP/CHP-041 Double Oaks Methane/Report/2023 Reports/2023 O&M Report.docx  MVIMS fans were observed to be operational at the time of the O&M visit.  Methane was not detected in the sub-slab sample ports installed inside the homes or garages.  Differential pressure measurements collected from the sub-slab sample ports in the homes did not indicate the presence of a differential pressure greater than -0.016 WIC except for the rear sample port in 2613 Double Oaks (-0.031 WIC).  Differential pressure measurements collected from the sub-slab sample ports in each of the garages indicated the presence of a differential pressure greater than -0.016 WIC ranging from -0.080 WIC to -2.588 WIC.  Two methane sensors were confirmed to be present in each home and one methane sensor was confirmed to be present in each garage. Each sensor was observed to be functioning properly.  Methane was not detected in landfill gas probes LG-23, LG-24, or LG-25 (Table 1). Results of the March 2023 O&M visit indicates the potential for methane vapor intrusion remains low. 3.0 Sub-Slab Vapor Sampling H&H proposed the collection of sub-slab vapor samples from a minimum of four of the eight single-family homes and offered the option to collect sub-slab samples to the remaining four homeowners. Each of the remaining four homeowners elected to have the sub-slab vapor sample collected. As such, a total of eight (8) sub-slab vapor samples (SS-2539, SS-2605, SS-2601, SS- 2535, SS-2613, SS-2531, SS-2609, SS-2617) were collected. In addition, for quality assurance/quality control (QA/QC) purposes, one duplicate sub-slab sample (SS-DUP) was collected using a laboratory-supplied T-fitting which allowed for the collection of two samples from one sampling point simultaneously. The duplicate sample was collected from sample location SS-2605. The sub-slab samples were collected utilizing individually certified 1-liter stainless steel Summa® canisters connected to an air-flow regulator calibrated by the laboratory to collect the sub-slab sample at a rate of approximately 100 ml/min. A brief description of the sub-slab sampling methodology is provided below. Prior to collection of the soil gas samples, a “shut-in” test was conducted on the sampling train for each Summa® canister assembly and helium leak checks were conducted at each monitoring point. The purpose of the shut-in test and helium leak check was to ensure short-circuiting with ambient air did not occur during sampling. A brief description of the shut-in test and helium leak testing procedures is provided below. The shut-in tests were conducted by connecting the flow regulator with the vacuum gauge to the Summa® canister and sealing the flow regulator with the laboratory-provided brass cap. Once the sampling train was “closed”, the sample valve on the Summa® canister was opened and the reading on the vacuum gauge was recorded. The Summa® canister sample valve was then closed, and the vacuum gauge was observed to ensure no vacuum loss occurred. The shut-in test was considered successful if the vacuum reading remained the same. Each of the Summa® canisters utilized in the sub-slab sampling passed the shut-in test. Summa® Canister Shut-in Test Forms completed by H&H personnel are provided in Appendix B. Following the shut-in test, the Summa® canister was connected to the sample point via Teflon® sample tubing using a brass nut and ferrule assembly to create an air-tight seal and the leak check was performed. The leak check was performed by constructing a shroud over the sampling train (including the canister) and flooding the shroud with helium gas. A calibrated helium gas detector was then utilized to measure helium concentrations within the shroud. Once helium concentrations stabilized within the shroud, the sample tubing was purged outside of the shroud using a syringe and a three-way valve to collect purged soil gas into a Tedlar® bag. The purged soil gas was then analyzed using the helium gas detector to ensure that helium concentrations in Ms. Carolyn Minnich May 26, 2023 Page 6 https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/Charlotte Mecklenburg Housing Partnership - CHP/CHP-041 Double Oaks Methane/Report/2023 Reports/2023 O&M Report.docx the sub-slab point were less than 10% of the helium concentrations measured within the shroud. Results of the leak testing conducted at each sampling point did not indicate the presence of helium in the purged soil gas. As such, the leak tests were successful. Following the successful leak checks, the valve on the flow regulator was fully opened to allow collection of the sub-slab vapor samples. The vacuum readings on the Summa® canister were recorded prior to and following the sampling period to ensure adequate sample volume was collected. A vacuum of approximately 5 inches of mercury was maintained within the canisters at the conclusion of the sampling event in accordance with DEQ DWM guidance. Sampling forms with vacuum readings for each of the Summa® canisters are provided in Appendix C. Following sample collection, the Summa® canisters were shipped to Con-Test Analytical Laboratory under standard chain of custody protocols for analysis of VOCs by EPA Method TO- 15. A summary of the laboratory analytical results of the sub-slab vapor sampling is provided below. Sub-Slab VOC Vapor Results Laboratory analytical results of the sub-slab vapor samples collected indicated the presence of multiple VOCs above laboratory method detection limits which is typical. Chloroform was detected above the DEQ Residential Sub-Slab Soil Gas Screening Level (SGSL) of 4.1 µg/m3 in samples SS-2531 (140 µg/m3), SS-2535 (96 µg/m3), and SS-2605 (4.2 µg/m3). Bromodichloromethane was also detected above the DEQ Residential SGSL of 2.5 µg/m3 in sample SS-2535 (6.9 µg/m3). No other compounds were detected in the sub-slab vapor samples above their respective DEQ Residential SGSLs. Trichloroethylene (TCE) was not detected in the sub-slab vapor samples above laboratory method detection limits. A summary of the VOC sub- slab vapor analytical data is provided in Table 2, and the laboratory analytical report is provided in Appendix D. DEQ SGSLs are conservative and based upon a Target Cancer Risk (TCR) of 1 x 10-6 for potential carcinogenic effects and a cumulative Target Hazard Quotient (THQ) of 0.2 for Ms. Carolyn Minnich May 26, 2023 Page 7 https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/Charlotte Mecklenburg Housing Partnership - CHP/CHP-041 Double Oaks Methane/Report/2023 Reports/2023 O&M Report.docx potential non-carcinogenic effects. Vapor intrusion mitigation or additional assessment is not typically warranted if the calculated cumulative lifetime incremental carcinogenic risk (LICR) is 1 x 10-4 or less and the calculated cumulative hazard index (HI) is 1.0 or less. The HI is the sum of THQ values for each detected compound. H&H utilized the most recent DEQ Risk Calculator (January 2023) to further evaluate cumulative risks associated with compound concentrations detected in the sub-slab vapor samples, H&H used the highest compound concentrations detected in any sub-slab vapor sample to model hypothetical “worst-case” risks for the sub-slab vapor to indoor air vapor intrusion pathway under a residential use scenario. Risk calculator results indicate that under a hypothetical worst-case scenario for the sub-slab vapor to indoor air vapor intrusion pathway for residential use, the cumulative LICR is 3.7 x 10-5 and the cumulative HI is 0.056. Based on results of the sub-slab vapor sampling activities, the cumulative carcinogenic and noncarcinogenic vapor intrusion risks do not exceed the DEQ acceptable LICR and HI levels of 1x10-4 and 1.0, respectively. A copy of the risk calculator results is provided in Appendix E. 5.0 Summary H&H conducted MVIMS Inspection and O&M visits on the eight (8) single family homes located in the Brightwalk Phase 8 Development in March 2023. The MVIMS Inspection and O&M visit also included the collection of sub-slab samples for VOC analysis from each of the homes. Results of the March 2023 MVIMS Inspection and O&M visits did not indicate the presence of methane below the slabs of the homes or garages. As such, the potential for methane vapor intrusion into the homes remains low. Results of the VOC sub-slab vapor sampling conducted in March 2023 did not indicate a potential for VOC vapor intrusion risk above DEQ acceptable thresholds for LICR or the HI. No additional VOC sub-slab vapor assessment is warranted at this time.
