Dear Mr. Osman:
ATC Associates of North Carolina, P.C. (ATC) is pleased to submit the results of an updated receptor
survey conducted in January 2023 for the Betty Lucas Property site located at the intersection of Red Hill
Church Road and Ashe Avenue in Dunn, Harnett County, North Carolina. A site topographic map is
included as Figure 1. The source property is the former Southern Riders Motorcycle Club located at 1217
Red Hill Church Road in Dunn, North Carolina. Currently located on the source property is a single-story
building utilized as Barefoot Auto and Tire Used and New Sales. A site map depicting pertinent site features
is included as Figure 2. The survey activities were performed based on a December 19, 2022, Task
Authorization (TA-04) by the Trust Fund Branch of the Underground Storage Tank (UST) Section, Division
of Waste Management (DWM), North Carolina Department of Environmental Quality (NCDEQ). The work
is being performed as part of State Lead Contract #N122019A between NCDEQ and ATC.
According to the NCDEQ UST database, the former UST system consisted of two 1,000-gallon gasoline
USTs, one 500-gallon fuel oil UST, and one 275-gallon kerosene UST that were removed on May 18,
1994. The installation date of the UST system is unknown. Three monitoring wells (MW-1 through MW-3)
are associated with the site. Municipal water is available to the site and properties in the area. Based on
the most recent receptor survey performed in 2013, thirty-five water supply wells are located within 1,000
feet of the site, three of which are used for drinking purposes, 21 which are inactive, and 11 of which have
an unknown use.
ATC conducted an updated water supply well survey in the surrounding vicinity of the site. As part of the
survey, ATC performed the following:
ATC mailed water supply well information forms to owners of properties within 1,000 feet of the
site that had suspected potable water supply wells. As a result, four letters were mailed out. The
survey followed the formatting outlined in the NCDEQ UST Guidelines for Assessment and
Corrective Action. In response to the mailing, ATC received one completed returned water supply
well information form, which is included as Appendix A.
ATC conducted a visual reconnaissance on January 4, 2023. The reconnaissance was performed
by driving and/or walking throughout the surrounding area and visually assessing the individual
parcels of land for evidence of water supply wells, well houses, and/or water meters within a radius
of 1,000 feet from the source area.
ATC contacted the Harnett County Department of Public Utilities and City of Dunn Water Utility
Services to determine which properties with suspected water supply wells were connected to a
municipal water system.

Based on ATC’s findings, it appears there are 17 water supply wells located within 1,000 feet of the site
and two water supply wells are located within 250 feet of the site, both of which are inactive. Two wells are
used for drinking/potable purposes (WSW-1, WSW-27) and the remaining 15 wells are inactive. Water
supply well ownership information is included in Table 1. A Potential Receptor Map showing water supply
well locations is included as Figure 3. Photographs and field notes for the survey are included in
Appendix B and Appendix C, respectively.
This site is classified as a “High” risk due to two potable wells within 1,000 feet of the site and two inactive
wells located within 250 feet of the site. Of particular concern is downgradient inactive well WSW-8 and
downgradient potable well WSW-27. ATC recommends attempting to abandon well WSW-8. ATC also
recommends delineating the plume in the downgradient direction and vertically delineating the plume,
followed by plume stability monitoring to determine the risks to downgradient receptors.
