(ATC) is pleased to submit this Receptor Survey and Ground Penetrating Radar Letter Report prepared for the above referenced site. The activities were performed based on a December 13, 2022, Task Authorization (TA-01) by the Trust Fund Branch of the Underground Storage Tank (UST) Section, Division of Waste Management, North Carolina Department of Environmental Quality (NCDEQ). The work is being performed as part of State Lead Contract #N122019A between NCDEQ and ATC. 1.0 SITE CHARACTERIZATION The Layton King Station site is located at 15566 US Highway 301 in St. Pauls, Robeson County, North Carolina. The site is currently developed with a two-story brick building that was most recently occupied by CJ’s Country Store and Services on the bottom floor, but now appears to be vacant. The top floor of the building is used for residential purposes. The site formerly operated two 1,000-gallon gasoline USTs and one 280-gallon kerosene UST. The kerosene UST was installed in 1964 and removed from the site in 1999. The installation dates of the gasoline USTs are unknown but are still located at the site and have been in temporary closure since 2007. According to the NCDEQ, there appears to be one inactive water supply well located on the site property, but the property owner indicates there is no well. Properties surrounding the site are used for residential, agricultural, or commercial purposes or are undeveloped. A site topographic map is included as Figure 1 and a site map depicting pertinent site features is included as Figure 2. Photographs of the site are included in Appendix A. 2.0 SITE BACKGROUND Environmental Hydrogeological Consultants, Inc. (EHC) submitted a GW/UST-12 Closure Report on May 25, 1999, documenting the removal of one 280-gallon kerosene UST and soil sampling activities. It should be noted that EHC was not present for the UST removal and the exact date of removal is unknown; however, EHC was requested to collect soil samples in the area of the former UST. The soil collected at the site indicated exceedances of the NCDEQ Action Level for both gasoline and diesel range total petroleum hydrocarbons. Two 1,000-gallon gasoline USTs are located at the site that have been in temporary closure since 2007. The installation date of the USTs is unknown. The locations of the USTs are shown on Figure 2. Layton King Station April 5, 2023 Page 2 of 3 ATC Project No. SLC2028601 NCDEQ State Lead Program 3.0 RECEPTOR INFORMATION 3.1 WATER SUPPLY WELLS On January 17, 2023, ATC performed a receptor survey to identify water supply wells within 1,500 feet of the site by visually observing the site and surrounding areas for indicators of water supply wellheads, well houses, water meters, fire hydrants, etc. Additionally, on December 20, 2022, ATC mailed Water Supply Well Information Request forms to all property owners within 1,000 feet of the site, which resulted in 31 letters. Of the 31 letters, three were returned and ATC received one phone call. ATC identified one inactive water supply well located approximately 100 feet from the UST system to the west. According to the NCDEQ, there is one inactive water supply well on the source property in an outdoor closet on the southern side of the site building. ATC could not access this closet while onsite. The property owner indicates there is no water supply well on their property. ATC will request access to the closet when onsite for future activities to determine the potential presence of the well. Water supply well information is included as Table 1. Water supply well locations are shown on Figure 3. Copies of the returned Water Supply Well Information Requests are included in Appendix B. Field notes from the receptor survey are included in Appendix C. 3.2 PUBLIC WATER SUPPLIES The site and surrounding properties are supplied water by Robeson County. Fire hydrants associated with the county water line were located along US Highway 301, King Truck Road, and McDuffie Crossing Road. The county obtains its drinking water from 38 wells installed in the Black Creek Aquifer. 3.3 SURFACE WATER ATC reviewed USGS 7.5-Minute Quadrangle Topographic Maps, the NCDEQ Surface Water Classification Map, and the Robeson County Geographic Information System Website to identify surface water bodies in the vicinity. In addition, ATC conducted visual reconnaissance for surface water bodies in the area. The closest surface water body is a tributary of Big Branch located approximately 700 feet southeast of the site. The tributary does not have a classification, but Big Branch is classified as Class C; Swamp Waters. 3.4 WELLHEAD PROTECTION AREAS According to the NCDEQ Division of Water Quality Wellhead Protection Website, the site is not located within an approved or proposed wellhead protection area. 3.5 DEEP AQUIFERS IN THE COASTAL PLAIN PHYSIOGRAPHIC REGION According to the Geologic Map of North Carolina, the site is located in the Coastal Plain Physiographic Region. ATC reviewed information from the Hydrogeological Framework Database by the North Carolina Division of Water Resources. Based on available data, the surficial aquifer extends to approximately 33 feet below ground surface, which is then underlain by the Black Creek confining unit and aquifer, which are approximately 9 feet and 206 feet thick, respectively. The Upper Cape Fear confining unit and aquifer are beneath the Black Creek Aquifer. 3.6 SUBSURFACE STRUCTURES Underground utilities at the site include water and sewer lines associated with a septic system, whereas electric and communication utilities are overhead. The locations of the utilities are shown on Figure 2. Layton King Station April 5, 2023 Page 3 of 3 ATC Project No. SLC2028601 NCDEQ State Lead Program 4.0 GROUND PENETRATING RADAR SURVEY On January 17, 2023, ATC supervised Dewberry during ground penetrating radar (GPR) activities on the site property. The purpose of the GPR survey was to identify any potential USTs that may be present at the site as well as identify underground utilities for future subsurface assessments. Underground water and sewer lines associated with a septic system were identified. Two USTs were also identified on the western side of the site building along US Highway 301. Based on the dimensions, the USTs have a volume ranging from 1,000 gallons to 2,000 gallons. The USTs are located in the NC Department of Transportation (NCDOT) Right-of- Way (ROW). The locations of the USTs are shown on Figure 2. Photographs are included in Appendix A. Field notes from the survey are included as Appendix C. 5.0 CONCLUSIONS & RECOMMENDATIONS Based on assessment activities conducted to date, ATC concludes the following:  Soil at the site is impacted above the NCDEQ Action Level due to a release from the former 280-gallon kerosene UST. Soil sampling has not been performed for the inactive gasoline USTs. Groundwater sampling has not been performed.  Two inactive water supply wells have been identified within 250 feet of the source area, with one well potentially located on the site property.  There are no surface water bodies located within 500 feet of the source area. ATC recommends performing a soil and groundwater assessment in the vicinity of the former kerosene UST and inactive gasoline USTs to determine the level of impact at the site. As all the work will take place in the NCDOT ROW, ATC recommends performing groundwater sampling using temporary monitoring wells.
