File information is in Laserfiche (FA-1244_23233). On May 17, 2001, FRO staff visited this location on a complaint investigation. The location is an abandoned service station with 5 registered USTs. Registered owner is People's Gas & Oil, Company, Inc. Observed was an area approx. 10'x15' of surface staining from a waste oil UST that had overflowed likely from intake of water. In 2001 the Town of Red Springs condemned the building and had it razed. The waste oil UST and surface staining were covered up by the Town of Red Springs. No documentation exists indicating that any of the USTs have been removed and are therefore presumed to still be at the site. Attempts were made to notice People's Gas & Oil to address the problem, however all mail was returned unclaimed. I recommend the use of GPR to locate the USTs, close the USTs by removal, sample soil and groundwater, and conduct a receptor survey. I have reviewed the submittal, and it appears to be eligible for State Lead since the responsible party was dissolved May 13, 1993. The current property owner is listed as Peoples Gas and Oil Co., 209N Patterson Street, Maxton, NC 28364; however, the company is dissolved and the UST Section was unable to have correspondence delivered.
