The Brownfields Redevelopment Section - Property Management Branch (PMB) has reviewed the Environmental
Management Plan (EMP) Addendum No. 1 submitted on May 25, 2023 for additional exterior soil disturbance work to be
included under the current EMP version 3 approved by the PMB on April 14, 2023. The EMP Addendum No. 1 is hereby
accepted and approved to incorporate the proposed soil disturbance work for purposes stated therein being required by
Land Use Restriction (LUR) #4 of the Notice of Brownfield Property (Notice).
Additionally, a stockpile soils relocation request regarding sub-slab excavated material (including those segregated soils)
was received by email on May 24, 2023. The request is hereby approved for on-site relocation to the ‘Proposed Soil Re-
use Area’ shown on Figure 3 of the EMP based on supplied soil sample analysis and current allowed use under LUR #1
the recorded Notice.
Please continue following the procedures/reporting requirements outlined in the EMP and EMP Addendum No.1 for any
ongoing sub-slab or exterior soil disturbance work occurring at the project site in those areas identified in the plan(s). All
documentation regarding these scopes of work (including a copy of this email) will be available on-line in the project’s
public file folder, which can be accessed at the following web link -

No problem. Jordan informed me of a good solution for quickly including the additional scope of work to the current
EMP.
Submit the below information in your email on letterhead under seal as an EMP Addendum. The included figure with
your email showing the location of the concrete apron is relatively small and hard to make out the dimensions and it’s
relative location on the property, so here’s my additional request: Provide an exploded or inset view within a greater
extent that shows the immediate property boundaries (or ROW), contaminated soil area from plat (mentioned below),
building footprint and cardinal point for orientation (this requested info can be on two separate figures if necessary)….
Also show the proposed or preliminary location(s) for the utility path on the greater extent map. It’s ok if the path ends
up not being the one taken by the utility, so long as it shows the terminal location and point at the building where
possible soils excavation will occur. The above procedure and figures will suffice as an acceptable means for adding
these work items to the current EMP.
The final stockpile sampling can be performed to include all soils or separately to accommodate any unanticipated
delays or scheduling issues. Also, I highlighted a portion of the write up that seem to missing ‘source.’ Please make any
necessary changes as needed. You can send the Addendum via email to my attention for approval/acceptance. Let
know if you have any concerns or questions about my requested items. Thanks as always.

Morning David,
Dura and the property have identified two additional projects at the site that will involve soil disturbance:
Installation of Concrete Apron for Trailer Parking
A proposed 123-foot long by 3-foot wide by 8-inch deep concrete apron is needed in the northwestern portion
of the parking lot—see the attached figure—to support the feet of trailers parked at the loading dock.
The work will involve removal of the existing asphalt pavement and excavation of underlying soils to
accommodate for the thickness of the concrete, similar to what Dura has been doing inside the building for their
slab modifications.
Given the size of the apron, we would estimate that only 5 to 10 cubic yards of soil would be excavated,
depending on the thickness of the existing asphalt.
It appears that the northernmost section of the proposed apron does intersect the area marked as
contaminated on the Brownfields Plat. However, it is my understanding that the soil impacts that were
identified were limited to the two borings previously advanced inside the building at the location of the former
plating line and that the boring advanced in the parking lot did not contain metals above applicable
standards. Instead, the area of denoted as contaminated extends west into the parking lot due to exceedances
of metals within groundwater in this portion of the site.
Based on the above, we would expect any unanticipated impacts in this area to be comprised of vehicle related
surficial. In any case, field screening for both VOCs and particulate matter as we have been doing inside the
building would provide appropriate worker protection and sampling of the soils once excavated would inform us
on the appropriate management/disposal options for the soils.
Installation of a Fiber Line
Dura requires additional internet bandwidth and is coordinating with Spectrum to have a fiber line installed to
the office area in the southeastern portion of the building.
An exact route for the fiber line has not yet been determined; however, Spectrum would be completing
directional boring from off-site, east across Meacham Road to route the fiber to the property.
It is our understanding that this directional boring will not generate soil cuttings, but we are awaiting additional
information on whether the installation method would allow for the fiber to simply “daylight” on site without
the need for excavation on the site, or if a minor amount of excavation will be necessary to access the fiber line
once it reaches the building. Once more details are known, we will communicate them with DEQ.
Given the similarity to the slab modification work currently underway, we would like to conduct this work under the
existing EMP, with Terracon present for field screening oversight and to provide direction on soil management. A
proposed schedule has not been formulated yet, but the hope/anticipation is that these actions would occur in the next
few weeks, so we would plan to hold off on the composite sampling of the soils that have been stockpiled from the
interior slab modification work. Once the additional excavations were complete, we would complete the stockpile
sampling all at once. And should the schedule for these two additional projects push further into the future and it is
determined that the existing stockpiles need to be disposed of, we can proceed with sampling of those stockpiles at that
time.
