Afternoon David, Last week, we completed the soil sampling of the stockpiled soils in accordance with the procedures in the EMP. Based on our field screening, there were two stockpiles (or more accurately, two types of stockpiles as the excavation contractor created multiple stockpiles for site logistics/convenience reasons) to characterize: soils originating from excavations at slab cuts where we identified evidence of potential impact (“Potentially Impacted”) and soils originating from excavations at slab cuts where such evidence was not observed (“Presumed Clean”). I have a attached the lab report, the summary data table (includes the prior grab VOC results from slab cut #26), and a risk assessment using the highest concentration of each compound detected (including concentrations from the initial grab VOC sample). Concentrations of VOCs, SVOCs, RCRA metals, and hexavalent chromium were not detected above their PSRGs in the sample (and the duplicate) associated with the “Presumed Clean” stockpiled soil (SS-1 and DUP-01). Methylene chloride was detected slightly in excess of its Protection of Groundwater PSRG and arsenic was detected above its Residential PSRG (but not its PoG or Non-Residential PSRG) in the sample associated with the “Potentially Impacted” stockpiled soil. The concentration of arsenic within this sample is similar to the concentrations detected within the other sample (only slightly lower and below the PoG PSRG) and appears consistent with naturally occurring background concentrations we see in the Piedmont of North Carolina. The risk calculator indicates a carcinogenic risk to non-residential workers and construction workers in the 10^-7 and 10^8 range. The hazard indices for both exposure scenarios are below 0.1. Based on the risk evaluation and the small quantity of soils contained in the “Potentially Impacted” stockpile (1 to 2 cubic yards), we do not feel that the methylene chloride PoG exceedance warrants disposal to a lined Subtitle D landfill. I would note that Terracon assisted the previous owner of the site (Ashley Furniture) with characterization of some excavated soils in 2022, which were found to contain concentrations of chloromethane in excess of its PoG PSRG and DEQ provided approval to spread those soils on the site based on the risk levels (slightly higher than the apparent risk we’ve identified from the soils currently stockpiled on site). I have attached the summary data table and risk assessment from that prior characterization event. Based on the above, we request approval for Dura to spread all stockpiled soils generated from their slab modification work on the site in the location included in Figure 3 of the EMP (also attached for reference). Please let us know if we 2 can proceed with soil disposal operations, or if that determination must wait on the formal report documenting the excavation, excavation oversight, and sampling results. On a related note, we are still awaiting more specific information from Spectrum regarding the proposed fiber line installation project. Dura and the property owner are ready to move forward with the concrete apron installation work in the northwestern portion of the property. As such, we will be preparing the requested EMP addendum for your review and approval shortly, to cover solely the apron work. I agree with your assertion that no other mitigation measures are necessary given the very low sample results concentrations and the limited visible extent of the impacted area. Please continue with the concrete repair as indicated. However, any suspect soils removed from the area should continue to be segregated and stockpiled accordingly. Morning David, I have attached the laboratory report and summary table of the VOC analytical results from our sampling of the hot spot at slab cut #26. A handful of petroleum-related compounds were detected above laboratory method detection limits. Of these, the methylene chloride and naphthalene concentrations exceed their protection of groundwater PSRG. Given the 950 ppm field screening value, these relatively low concentrations appear to indicate whatever release that occurred happened quite some time ago and that most of the compounds present in the material released have had time to break down and naturally attenuate a good bit in the subsurface. Taken together with the apparently limited spatial extent of the impacts, we do not see the need to pursue installation of a vapor barrier prior to re-pouring of the concrete at slab cut #26. Regarding slab cut #22: yesterday prior to removing the concrete, we completed additional field screening in the sawcut crack. Elevated PID readings were not observed in the crack at the southern end of this cut as they had been previously. Upon removing the concrete, a hot spot such as the one at slab cut #26 was not identified. As the slab cut is narrow (15-feet long by 3-feet wide), rather than delineate in a radius, Terracon collected field screening of three soil samples collected from the southernmost portion, the middle, and the northernmost portion of the exposed soil area. The soil samples were collected from beneath where an expansion seam/gap in two portions of the existing slab had been located, as we would expect that as the most likely route for surface spills to enter the sub-slab—see the attached picture for reference (please disregard the spray painted 18 marked on the concrete; those numbers do not correspond to the numbering system on the figure we provided). The highest PID reading observed during this field screening was 5.4 ppm. Based on these observations, it appears that impacts at this location are minor and also do not appear to pose a concern requiring additional actions. We have not yet made observations at slab cut #30 as the concrete has not been removed. 4 Please advise if DEQ feels that additional action is required at slab cut #26. We would like to proceed with re-pouring of concrete as soon as possible, as Dura cannot move their machinery into the building until after the concrete has cured for 30 days. Hopefully that remains evident as soils are being removed from the cut area for the thicken slab upfit. The sampling results should help with next steps in addressing soil disposal.
