In August 2020, ECS completed a soil and groundwater assessment at the site (ECS Project 49-12119) in order to assess the site for potential impacts related to the vehicle service and maintenance operations, as well as site operations. Laboratory analysis of soil sample HA-1 (Figure 3) collected in the vicinity of the utility pole storage area detected pentachlorophenol at a concentration (72.4 mg/kg) above its respective Soil-to-Groundwater, Residential and Industrial/Commercial Maximum Soil Contaminant Concentrations (MSCCs) of5 milligrams per kilogram (mg/kg) and 48 mg/kg, respectively. Laboratory analysis of soil sample HA-2 collected in the vicinity of the utility pole storage area detected pentachlorophenol at a concentration (8.7 mg/kg) above its Residential MSCC (5 mg/kg). A groundwater sample collected in the vicinity of soil sample HA-1 did not detect pentachlorophenol above the laboratory reporting limit or its North Carolina 2L Groundwater Quality Standard (NC2LGWQS). On December 15, 2020, based on the laboratory analytical results of soil samples HA-1 and HA-2, soil borings HA-3 through HA-10 (Figure 3) were drilled using a decontaminated hand auger in the utility pole storage area. Laboratory analysis of soil sample HA-3 detected benzo(a)pyrene at the concentration of 3.2 mg/kg which is above its Soil-to-Groundwater, Residential and Industrial/Commercial MSCC of 0.78 mg/kg (Table 1). Mr. Scott Wellborn with SEGRA contracted ECS to perform soil removal/disposal in the vicinity of soil samples HA-1 and HA-3 in an effort to reduce the contaminant concentrations below their respective Industrial/Commercial MSCCs. 2.0 SCOPE OF SERVICES The soil removal activities consisted of the excavation and off-disposal of approximately 152 tons of impacted soil and collection of confirmation soil samples from the sidewalls and base of the final excavation. The subcontractor used for this project was Contaminant Control, Inc. (CCI). Excavation and sampling activities were conducted on March 4, 2021 and April 15, 2021. A photographic log documenting the field sampling activities is provided in Appendix A. 2.1 Public Utility Locate Prior to commencing with field activities, ECS contacted the North Carolina 811 service to locate/mark public utilities at the site. Required separation distances between subsurface activities and marked utilities (typically 30-inches) were maintained during the field activities. Soil Excavation Report Pole Storage Area Northstate Telephone Service Garage 1201 West Fairfield Road High Point, Guilford County, North Carolina ECS Project No. 49-12119A May 7, 2021 2 2.2 Soil Remediation Activities On March 4, 2021, ECS observed and documented the removal of approximately 107 tons of impacted soil in the vicinity of previous hand auger soil samples HA-1 and HA-3. The soil was removed using a mini-excavator and loaded directly into dump trucks. The soil was transported to the Waste Management Great Oaks Landfill facility (Great Oaks) in Randleman, Randolph County, North Carolina for disposal. The Non-Hazardous manifest and transportation weight tickets are included in Appendix B. the final excavation measured 70 feet long, 15 feet wide, and 3 feet deep. Following the soil excavation ECS collected soil samples SS-1 through SS-6 from the sidewalls and base of the excavation (Figure 4). The soil samples were placed into laboratory provided jars, labeled, and maintained on ice until delivered to Pace Analytical Services, LLC (Pace), a North Carolina certified laboratory to be analyzed for semi-volatile organic compounds (SVOC) using EPA Method 8270. The samples were maintained under chain-of-custody until delivered to the Pace. Chain-of Custody Records are included in Appendix C. Based on the laboratory analytical results from the March soil sampling, ECS and CCI returned to the site and removed and additional 45 tons of soil from the southern sidewall and base of the excavation, for disposal at the Great Oaks facility. Following the soil excavation, ECS collected soil samples SS-SW and SS-Base from the sidewalls and base of the excavation (Figure 4). 3.0 RESULTS 3.1 Soil Sample Analytical Results Laboratory analysis of soil samples SS-1 (collected from the southern sidewall of the March excavation) and SS-5 (collected from the base of the March excavation) detected pentachlorophenol at concentrations of 6.4 mg/kg and 41.5 mg/kg, respectively, which are greater than the Residential MSCC but less than the Commercial/Industrial MSCC. Laboratory analysis of soil samples SS-SW (collected of the southern sidewall of the April excavation) and SS-Base (collected from the base of the April excavation) did not detect pentachlorophenol above the laboratory reporting limit; however, the reporting limit of 0.38 mg/kg is above its Soil-to-Groundwater MSCC of 0.0065 mg/kg, but below the Residential and Commercial/Industrial MSCCs. The laboratory results are summarized in Table 2. The laboratory data sheets are included in Appendix C. 4.0 CONCLUSIONS Based on the laboratory analytical results; ECS concludes the following: Soil Excavation Report Pole Storage Area Northstate Telephone Service Garage 1201 West Fairfield Road High Point, Guilford County, North Carolina ECS Project No. 49-12119A May 7, 2021 3 • Approximately 152 tons of impacted soils were excavated, loaded into trucks and removed for off-site disposal at a permitted facility. • Pentachlorophenol and benzo(a)pyrene, the contaminants whose concentrations were above their Industrial/Commercial MSCCs have been remediated to below their respective Industrial/Commercial and Residential MSCCs. • A regulatory (NCDEQ) reporting requirement may exist for the site. 5.0 RECOMMENDATIONS Based on the results of the environmental assessment, ECS recommends the following: • ECS recommends seeking legal counsel concerning possible reporting requirements to the North Carolina Department of Environmental Quality (NCDEQ). • It’s likely that if the NCDEQ assigns an incident to the site that closure may be obtained by completion of a Notice of Residual Petroleum and attaching to the deed, restricting the use of the property to commercial use. 6.0 QUALIFICATIONS OF REPORT The activities and evaluative approaches used in this assessment are consistent with those normally employed in environmental assessment projects of this type. Our evaluation of site conditions has been based on our understanding of the site project information and the data obtained during our field activities. This report was prepared for the express use of SEGRA. Use of this report by other individuals or companies implies their acceptance of the General Conditions of Service of the original contract.
