The monitoring wells were sampled as specified in our revised November 14, 2005 CAP required by the NCDENR; Division of Water Quality permit number WQ0006751. Current results indicate that total VOCs are ND in all perimeter monitoring wells for the first time since the project began in the early 1990s. These results are considered significant in that the plume has now shrunk within the Subject Property and the remaining plume is centered around the extraction well. Since the influent to the system still has elevated total VOCs, we would still conclude that the system needs to continue to operate until the influent total VOC concentrations approach NCGSs. At present, Waters Edge recommends continued semiannual sampling of groundwater monitoring wells MW-1, MWR-6s, MWR-7 and MW-10 as well as influent to the treatment system and the effluent from the treatment system on a quarterly basis. We are currently scheduled to return to the site to conduct the next semiannual sampling event in July 2015. The site location map is shown as Figure 1. Burlington formerly owned and operated a textile finishing plant located in Kernersville, North Carolina (see Figure 1). Soil and groundwater assessment activities conducted in 1988 by Aquaterra revealed that a toluene release had occurred from at least one toluene UST at the site. Eleven shallow groundwater monitoring wells were installed in 1988 to determine the horizontal extent of toluene contamination (see Figure 2). In addition, two intermediate monitoring wells and one deep-bedrock monitoring well were installed in the intermediate vicinity of the toluene release to determine the vertical extent of contamination. In March 1990, groundwater extraction was initiated at well EW-6. During December 1990, the PVC well screens in wells EW-6, MW-6s, and MW-7 failed. These wells have since been replaced with wells EWR-6, MWR-6s, and MWR-7, respectively. In May 1991, groundwater extraction at EWR-6 was initiated to reverse the migration of dissolved toluene in the shallow groundwater. Extracted groundwater is being treated by air stripping with activated carbon polishing prior to discharge to an infiltration trench. The effluent discharge rate is limited to 8,640 gallons per day in accordance to the requirements of the non-discharge permit number WQ0006751 as issued by the NCDENR, DWQ. Air sparging and vapor extraction units were installed outside of the plant in early 1994. These units were installed to assist the groundwater extraction system in remediating groundwater impacted by the toluene release. Three shallow monitoring wells (MW-12, MW-13, and MW-14) were installed in the manufacturing plant in June 1998 and first sampled on January 13, 1998. The results of the January 1998 sampling showed that MW-13 detected 380,000 g/L of toluene and MW-14 detected 97,000 g/L of toluene. The August/September 1999 sampling event detected free product in MW-13 and 460,000 g/L of toluene in MW-14. In addition, AFVR was started in 1999 on MW-13 to recover the free-phase toluene. Three AFVR events occurred before the well collapsed in December 1999 due to February 2015 Semiannual Groundwater Sampling Report Highland Industries/Takada Kernersville, NC February 20, 2015 15-017 Page 2 of 4 interaction between the PVC well material and the free-phase toluene present in the groundwater. In December 1999, Aquaterra installed five AS and SVE points inside the building in the vicinity of monitoring wells MW-12, MW-13, and MW-14. In addition, three AS/SVE points were also installed between the building and the railroad tracks to the northeast. In December 2000, Waters Edge installed a replacement well in close proximity to the collapsed well MW-13. This well, designated MWR-13, is comprised of 2” stainless-steel screen and riser to provide resistance against interaction with the high concentrations of toluene present in the area. MWR-13 was initially sampled during the January 2001 sampling event, demonstrating a toluene concentration of 360,000 g/L. Three AFVR events have been conducted at this location, resulting in the elimination of the free-phased toluene previously present in MWR-13. The thin film of free product detected in MWR-7 during 2008 was not present during this sample event. Below, we have described the field sampling procedures, laboratory analytical results along with our conclusions and recommendations for the site. 2 Groundwater Sampling Activities 2.1 Water Table Conditions During the February 2nd, 2015 groundwater sampling event, depth to water measurements were collected from monitoring wells on and off-site (see Table 1). Water level data were used to generate a shallow groundwater contour map (see Figure 2). Based on the collected data, shallow groundwater appears to be migrating in a northeasterly direction in response to a hydraulic gradient of 0.0071 foot/foot. 2.3 Groundwater Sampling On February 2nd, 2015, Waters Edge representatives sampled wells MW-1, MW-6s, MWR-7 and MW-10 in accordance with EPA-accepted procedures. These groundwater samples were transported to Pace Analytical (Pace) located in Huntersville, North Carolina and analyzed for VOCs according to EPA Method 6200B (see Table 2 and Appendix A). February 2015 Semiannual Groundwater Sampling Report Highland Industries/Takada Kernersville, NC February 20, 2015 15-017 Page 3 of 4 2.3 Influent/Effluent Sampling On February 2nd, 2015, the influent and the effluent were sampled according to EPA- accepted procedures. These water samples were transported to Pace Analytical (Pace) located in Huntersville, North Carolina and analyzed for VOCs according to EPA Method 6200B. As specified in the permit, we have included Form GW-59 in Appendix B. 3 Analytical Results 3.1 Monitoring Well Results For the second time since October 5, 2000, MWR-7 was below NCGS and was also ND. Monitoring wells MW-1, MW-6s, and MW-10 were also ND indicating the plume is well defined horizontally and coupled and shrinking closer to the groundwater extraction wells. Based on these total ND VOC levels, a shallow total VOC contour map is not required. 3.2 Remediation System Status The influent sample detected 21,730 g/L toluene and the effluent sample detected 120 g/L toluene which represents a 99.99% reduction which is above the specifications in the permit (95% reduction) and the effluent results are below NCGS. The recent O&M performed on the system appears to have been successful. Based on the totalizer readings, the system is pumping approximately 3,313 GPD. 4 Conclusions and Recommendations Based on the field activities, the static water level data, and laboratory analytical results, we conclude the following:  Toluene concentrations in monitoring well MWR-7 were below the NCGS for toluene for the second time since October 5, 2000 and are also ND which is very encouraging.  VOC concentrations in wells MW-1, MW-6s, and MW-10 were ND. This is considered significant in that this is the first time all perimeter wells are now below NCGSs and we can conclude that the plume has now shrunk and would now be considered to exist only inside the Subject Property near the extraction well. Even though all perimeter monitoring wells are now below NCGSs, the system should still continue to operate since the influent sample is still detecting elevated total VOC concentrations. The remediation system is pumping approximately 3,313 GPD.  Based on the above, Waters Edge recommends continued semiannual sampling in wells MW-1, MW-6s, MWR-7 and MW-10 as well as the quarterly sampling of the influent and effluent from the treatment system.
