Dear Mr. Scannell:

On January 23, 2023 the Division of Waste Management (DWM) received the subject report,
prepared on your behalf by the Antea Group. The report summarizes monitoring activities conducted at the
Former Service America Facility, Wilmington, North Carolina. The DWM thanks you for this report.

After review of this report, the DWM requests that Annual groundwater sampling and reporting be
continued at this site. During the next sampling event, monitoring well (MW) MW-2, MW-15, and MW-18
should be sampled and analyzed per VOC’s, sulfate, MADEP VPH and MADEP EPH. At this time the
sampling of MW-16 is no longer required. Please submit the next monitoring report to the Division no later
than February 1, 2024.

Please submit the appropriate pre-approval form to the Division before any work has been completed
if State Trust Fund reimbursement is anticipated. If you have any questions regarding this letter, please
