Penney Company, Inc. 607 North Berkeley Boulevard Goldsboro, Wayne County, North Carolina 27534 Incident No. 13127 Blue Ridge Project No. 18-6057.1 Dear Ms. Stone: On behalf of Capital Funds, Inc., Blue Ridge Environmental Services, Inc. (Blue Ridge), is submitting the results of groundwater sampling for the above referenced release incident at the subject site (“Site”) location shown on Figure 1. The release incident (No. 13127) is the result of soil and groundwater contamination discovered as part of a 550- gallon fuel oil UST Closure in 1994. Subsequent and most recent historical information described groundwater sampling activities in August 1999. In response to the Notice of Regulatory Requirements (NORR) letter dated March 12, 2018 from your office (copy included in Appendix A) and per our phone conversation on March 28th, 2018, Blue Ridge sampled monitoring well MW-1 and deep monitoring well DW-1, to determine if historical contaminant concentrations in groundwater have been remediated to below the North Carolina 2L Groundwater Quality Standards (2L Standards). A Phase II Limited Site Assessment report, dated August 1999, was the last historical report submitted. A site map showing the location of the Site monitoring wells is included as Figure 2. Summary of Analytical Results On April 5, 2018, groundwater in monitoring wells MW-1 and DW-1 was gauged, purged and sampled. Water levels in the monitoring wells sampled were 6.23 feet below grade level (bgl) at MW-1 and 5.87 feet bgl at DW-1. Current groundwater flow direction was not calculated during this assessment because only 2 wells were gauged and sampled; however, groundwater flow direction has historically been determined to the northeast. Page 2 Goldsboro, North Carolina 27534 Blue Ridge Project No. 18-6057.1   Historic and recent groundwater data is displayed in Table 1- Relative Groundwater Elevations. Groundwater samples collected as part of this event were analyzed for typical petroleum hydrocarbon constituents by EPA Method 602 with Xylenes, EPA Method 625, MADEP VPH and MADEP EPH. The results of these analyses, along with the historical data are presented in Table 2 - Summary of Groundwater Laboratory Analytical Results. A copy of the Groundwater Laboratory Analytical Data and Chain of Custody has been included in Appendix B. The results are also depicted on Figure 3 - Contaminant Concentration Map. The analytical results from monitoring well MW-1 revealed detectable contaminant concentrations of 1-Methylnaphthalene (11 ug/L), C9-C10 Aromatics (210 ug/L), C9-C18 Aliphatics (4,100 ug/L) and C11-C22 Aromatics (2,900 ug/L) remaining above the 2L Standards. Several other contaminants were detected above laboratory detection limits; however, they were below the 2L Standards. The remaining target analytes were not detected above laboratory detection limits. The analytical results from DW-1 revealed a detectable contaminant concentration of bis(2-Ethylhexylphthalate) (1.0 ug/L) found to be present but below the 2L Standards. The remaining target analytes were not detected above laboratory detection limits. The recent groundwater sampling results demonstrate overall reduced levels of contaminant concentrations; however, concentrations remain above the 2L Standards in MW-1 after almost 20 years of natural attenuation. Capitol Funds, Inc. has indicated a Notice of Residual Petroleum (NORP) is not desirable and would like to pursue an “unconditional” No Further Action status. Therefore, based on the contaminant levels remaining, Blue Ridge recommends that active remediation of groundwater may be beneficial to further enhance reduction of contaminant concentrations to below 2L Standards. Dual-phase technology and/or in-situ bioremediation appear to be appropriate groundwater remediation technology applicable to the J.C. Penney Company, Inc. Site. Capitol Funds, Inc. is currently evaluating the remediation options presented by Blue Ridge. Groundwater Monitoring Report May 10, 2018 J.C. Penney Company, Inc.
