HomeMy WebLinkAboutWA-1016_12613_CA_RPTS_20150424_MRPEXECUTIVE SUMMARY The former Phelps Amoco site is located along US Highway 64 West, west of the Town of Creswell, Washington County, North Carolina. The adjoining properties are agricultural and residential. Municipal water is available to the surrounding properties. The risk classification is currently ranked as intermediate due to the historical presence of free product and ground water contamination exceeding the gross contamination level (GCL) for benzene. Two Type II monitoring wells were installed at the site on February 24, 2015 to delineate the extent of the contaminant plume. On April 1, 2015, seven Type II monitoring wells were gauged, purged and sampled. Ground water flow direction was convergent at the site. Concentrations of requested method constituents that exceeded the maximum allowable concentrations were reported in the ground water samples collected from MW-14 and MW-21. The concentrations of benzene reported in the ground water samples collected from MW-14 and MW-21 exceeded the GCL. Absorbent booms were replaced in MW-14 and MW-21 upon the completion of the April 2015 sampling event. Based on this information, the contaminant plume has been adequately defined. GRI recommends that additional aggressive fluid vapor recovery (AFVR) events should be conducted in order to reduce contamination levels in MW-14 and MW-21. The AFVR event(s) should be enhanced with the installation of a recovery well between MW-14 and MW-21. Absorbent boom maintenance for MW-14 and MW-21 should continue until the next sampling event. Semi-annual ground water monitoring should continue at the site. The next ground water monitoring event is tentatively scheduled for October 2015. Soil and ground water assessment activities commenced at the site in response to a release reported in May 1994 during the closure of three 4,000-gallon gasoline and one 1,000-gallon diesel USTs. A new UST system consisting of one 6,000- gallon gasoline, two 4,000-gallon gasoline, one 1,000-gallon diesel and one 1,000-gallon kerosene USTs was installed in the former UST basin in July 1994. A Corrective Action Plan (CAP) for the site developed by TRC Triangle (TRC) proposed remediation using soil excavation followed by natural attenuation and water supply well abandonment. The proposed remediation method was designed to accommodate the North Carolina Department of Transportation (NCDOT) plans to raze the facility and construct a new US Highway 64 over the site. As part of the Corrective Action Plan, the UST system installed in July 1994, associated pumps and product piping, as well as 3,909.89 tons of contaminated soil were removed from the site in March and April 2002 by Coastal Environmental Services, Inc. (CES). Eleven Type II monitoring wells (MW-1 through MW-3 and MW-5 through MW-8 and MW-10 through MW-13) and two Type III monitoring wells (MWD-4 and MWD-9) were installed at the site during previous ground water assessment activities. Prior to excavation activities, CES abandoned monitoring wells MW-1 through MW-5, MW-7, MW-8, MW-9, MW-12 and water supply well DW-1. Monitoring wells MW-10 and MW-11 and water supply wells DW-2 and DW-3 were reportedly destroyed by the NCDOT and therefore were not properly abandoned. Nine additional Type II monitoring wells (MW-14 through MW-22) were installed by Geological Resources, Inc. (GRI) to replace monitoring wells abandoned and/or destroyed during CAP implementation activities and NCDOT construction in 2002. Assessment activities conducted prior to the July 2008 updated receptor survey were conducted by past consultants. Although GRI cannot verify the accuracy of information obtained from previous reports, for the purposes of this report, it is assumed to be correct. 2.0 CURRENT SITE ACTIVITIES The purpose of this report is to present the results of the ground water assessment activities conducted between February and April 2015, at the former Phelps Amoco site located along US Highway 64 West, west of the Town of Creswell, Washington County, North Carolina (Figure 1). The activities were conducted in accordance with GRI proposal number 14-677 which was submitted to NCDENR on November 17, 2014 and approved as Task Authorization No. 12613-24 on January 22, 2015. The 2 purpose of the activities was to further define the contaminant plume and to obtain current ground water quality data for the site. 3.0 MONITORING WELL INSTALLATION On February 24, 2015, two Type II monitoring wells (MW-23 and MW-24) were to total depths 12 feet each and were completed with 10-foot screened intervals set to bracket the water table at the time of installation. Top of casing elevations for the newly installed monitoring wells were measured on February 24, 2015. A Site Map showing the locations of the monitoring wells and the former site structures has been included as Figure 2. A summary of well construction information including ground water elevation data is presented in Table 1. Copies of the monitoring well permit, DOT encroachment agreement and well construction records are included as Appendix A. 4.0 GROUND WATER QUALITY Seven Type II monitoring wells (MW-6, MW-14, MW-15 and MW-21 through MW-24) were gauged, purged and sampled on April 1, 2015. No free product was observed during the April 2015 sampling event. The depths to ground water in the Type II monitoring wells during the April 2015 sampling event ranged from 1.30 to 2.57 feet below the top of well casings. Ground water elevations in the Type II monitoring wells relative to a temporary benchmark assumed by the previous consultant ranged from 97.32 to 97.55 feet. Based on this information, ground water flow direction is generally convergent in the vicinity of the former dispenser island with an average horizontal hydraulic gradient of less than 0.01 feet per foot. A Water Table Surface Map for the April 2015 sampling event has been included as Figure 3. A summary of well construction information including ground water elevation data is presented in Table 1. Laboratory analyses were performed on the ground water samples collected from the monitoring wells during the April 2015 sampling event for volatile organic compounds (VOCs) using EPA Method 6200B. Concentrations of one or more BTEX constituents, MTBE, naphthalene, 1,2-dichloroethane, n- propylbenzene, 1,2,4-trimethylbenzene and/or 1,3,5-trimethylbenzene that exceeded the maximum allowable concentrations (MACs) specified in T15A NCAC 2L.0202 were reported in the ground water samples collected from MW-14 and MW-21. The concentrations of benzene reported in the ground water samples collected from MW-14 and MW-21 exceeded the gross contamination level (GCL). A Ground Water Quality Map based on data from the April 1, 2015 sampling event has been included as Figure 4. A summary of ground water sample analytical results is presented in Table 2. A complete laboratory 3 report has been included as Appendix B. Upon completion of the April 2015 sampling event, absorbent booms were replaced in MW-14 and MW-21. 5.0 CONCLUSIONS AND RECOMMENDATIONS  Two Type II monitoring wells were installed at the site on February 24, 2015 to delineate the extent of the contaminant plume.  The average depth to water during the April 2015 sampling event was 2.01 feet. Ground water flow in the vicinity of the former dispenser was generally convergent at the site with an average horizontal hydraulic gradient of less than 0.01 feet per foot.  Concentrations of one or more BTEX constituents, MTBE, naphthalene, 1,2-dichloroethane, n- propylbenzene, 1,2,4-trimethylbenzene and/or 1,3,5-trimethylbenzene that exceeded the MACs were reported in the ground water samples collected from MW-14 and MW-21. The concentrations of benzene reported in the ground water samples collected from MW-14 and MW- 21 exceeded the GCL.  Absorbent booms were re-installed in MW-14 and MW-21 following the completion of the April 2015 sampling event.  Based on this information, the GCL contaminant plume has been adequately defined. GRI recommends that boom maintenance at the site should continue during the next semi-annual ground water monitoring event. Additional AFVR events should be conducted to reduce contaminant concentrations to below GCLs. The AFVR event(s) should be enhanced with the installation of a recovery well between MW-14 and MW-21. Semi-annual ground water monitoring should continue at the site. The next semi-annual sampling event is tentatively scheduled for October 2015. 6.0 LIMITATIONS This report has been prepared for the exclusive use of North East Oil Company, Inc. for specific application to the referenced site in Washington County, North Carolina. The assessment was conducted based on the scope of work and level of effort specified by NCDENR and with resources adequate only for that scope of work. Our findings have been developed in accordance with generally accepted standards of geology and hydrogeology practices in the State of North Carolina, available information, and our professional judgment. No other warranty is expressed or implied. 4 The data that are presented in this report are indicative of conditions that existed at the precise locations sampled and at the time the samples were collected. In addition, the data obtained from samples would be interpreted as being meaningful with respect to parameters indicated in the laboratory report. No additional information can logically be inferred from these data. Please note that field data collected prior to the July 2008 update receptor survey and November 2008 sampling event was not obtained under the supervision of GRI. Although the accuracy of this information cannot be verified, for the purpose of this report, GRI assumes that it is correct.
