Box 240543, Charlotte, North Carolina 28224-0543 Phone: (800) 529-6364 1.3 RELEASE INFORMATION Date Discovered: On December 30, 1993, four underground storage tanks (USTs) were removed from Ainsley’s Service Center (Figures 1 and 2) in Creswell, Washington County. Reportedly, 265 cubic yards of soil were excavated from beneath the tanks, and groundwater was encountered within the excavation (Landmark, 2002). Soil samples were collected from beneath the tanks and analytical results confirmed the presence of total petroleum hydrocarbons (TPH) exceeding the 10 milligrams per kilogram (mg/kg) Reportable Concentration for soil (CES, 1994). Cause of Release: The cause of the release is assumed to be deterioration of the former USTs, and associated dispenser islands and piping. Source of Release (e.g" Pipingj UST): The former USTs and dispenser islands appear to be the source of the release. Sizes and contents of UST system(s) from which the release occurred: Ainsley's Service Center previously maintained two 4000-gallon gasoline USTs, one SOOO-galion gasoline UST, and one 2000-gallon diesel UST. Tank closure procedures were completed on December 30, 1993. Reportedly, two 10,OOO-galion gasoline USTs were installed at the site in November of 1993 to replace the older USTs. Ainsley's Service Center reportedly stopped selling gasoline in 2005 and the two 10,000 gallon USTs were emptied at approximately the same time (GMA, 2008). 1.4 REPORT CERTIFICATION I, Katie T. """1 rARLE,10\ \.,\,\"" 2.0 INTRODUCTION AND SITE HISt~RiY.II'''''''' On December 30, 1993, four USTs were removed from Ainsley's Service Center (Figures 1 and 2) in Creswell, Washington County. Soil samples were collected from beneath the tanks during closure activities, and analytical results confirmed the presence of TPH exceeding the 10 mg/kg Reportable Concentration for soil (CES, 1994). A Comprehensive Site Assessment (CSA) was prepared in March of 1995 (CES, 1995a) and a CSA Addendum in July of 1995 (CES, 1995b). An initial Corrective Action Plan (CAP) was prepared in November of 1995 (ENSCI, 1995), followed by two CAP Addendums in February of 1996 (ENSCI, 1996) and July of 1996 (Triangle, 1996), respectively. The CAP was approved by the North Carolina Department of Environment and Natural Resources, predecessor of the North Carolina Department of Environmental Quality (NCDEQ), in September of 1996. A remediation system pilot test was performed in March of 2002 (Landmark, 2002), and approved by NCDEQ in October of 2002. A remediation system consisting of groundwater pump-and-treat (P& T) Groundwater Monitoring Report Ainsley’s Service Center (UST Incident #: 11512) April 16, 2019 Page 3 of 8 and soil vapor extraction (SVE) technologies was installed and activated in June of 2003. A total of 616,926 gallons of petroleum-contaminated groundwater was reportedly recovered and treated by the remediation system through June of 2005 (CES, 2005). The date that the P&T and SVE system was shut down and removed from the site is unknown. Assessment and remedial efforts at the site were suspended by NCDEQ in September of 2005, but the incident was reactivated in September of 2007. Groundwater Management Associates, Inc. (GMA), completed a sensitive receptor survey, performed three aggressive fluid-vapor recovery (AFVR) events, deployed absorbent socks to recover free product, expanded the monitoring-well network, delineated the extent of soil contamination, and conducted 13 groundwater monitoring events since reactivation of the incident. As requested in the Notice of Regulatory Requirements dated December 14, 2018, and e-mail correspondence from NCDEQ, GMA has performed a limited groundwater monitoring event (Appendix I). The remainder of this report summarizes the completion of the groundwater monitoring event conducted on March 20, 2019. 3.0 POTENTIAL RECEPTORS In 2008, GMA performed a sensitive receptor survey update by investigating all properties within 1500 feet of the source area (Figure 2). Two inactive water-supply wells were identified within 500 feet of the source area. Two active municipal water-supply wells, one active non- potable well, one inactive well, and one well of unknown status were identified between 500 and 1000 feet from the source area. The two municipal wells serving the Town of Creswell (PWSID 04-94-020) are located approximately 930 feet southeast (WSW2) and 975 feet southeast (WSW1) of the source area (Table 1). The source area lies within the designated wellhead protection area for the two municipal wells (Figures 1 and 2). Municipal wells WSW1 and WSW2 are screened within the Yorktown Aquifer from 89 to 119 feet and from 90 to 110 feet below land surface (BLS), respectively (GMA, 2008). An intermittent drainage ditch is located approximately 125 feet south of the source area, along the southern property boundary of the site (Figure 3). This drainage ditch connects to a channelized tributary of the Scuppernong River (Figures 1, 2, and 3). 4.0 PUBLIC WATER SUPPLY SAMPLING AND TESTING On December 15, 2015, GMA collected water samples from the public water-supply system at the Ainsley’s Service Center shop (PWS203) and the neighboring Washington County property (PWS207) and the residential property owned by Dr. Charles Payne Jr. (PWS211) to investigate if the dissolved petroleum contaminants had impacted the water-supply lines on those properties. The samples were submitted to a North Carolina certified laboratory, Prism Laboratories, Inc. (Prism) for analysis of volatile organic compounds (VOCs) by EPA Method 6200B. None of the targeted petroleum-related VOCs were detected in the three samples (GMA, 2016a). Groundwater Monitoring Report Ainsley’s Service Center (UST Incident #: 11512) April 16, 2019 Page 4 of 8 Each of the public-water supply samples contained a detectable concentration of three or more of the following; bromodichloromethane, bromoform, chloroform, and dibromochloromethane (GMA, 2016a). These four compounds make up the group collectively known as trihalomethanes (THMs) and are formed when disinfectants are used to control microbial contaminants in drinking water. The United States Environmental Protection Agency’s (EPA’s) primary drinking water standard for total THMs is 80 micrograms per liter (µg/L; EPA, 2011). The total concentration of THMs in each of the three samples was less than 80 µg/L. 5.0 SURFACE WATER SAMPLING AND TESTING An intermittent drainage ditch is located along the southern property line of the site, south of monitoring wells MW11, MW13, MW22, MW27, and MW30, and north of monitoring wells MW15, MW24, and MW25 (Figure 3). In February of 2009, GMA measured the elevation of the bottom of the ditch south of monitoring wells MW11 and MW18 relative to the monitoring-well network. The water levels in nearby monitoring wells MW11, MW13, MW22, MW24, and MW25 during recent and previous groundwater monitoring events indicated the water table was above the bottom of the ditch and groundwater was discharging to the ditch. On March 15, 2018, GMA collected surface water samples from the intermittent drainage ditch located along the southern property boundary of the site and the channelized tributary the intermittent drainage ditch discharges into to investigate if the petroleum-contaminated groundwater is discharging to surface waters. A total of three surface water samples were collected in areas upgradient (SW1), within (SW2), and downgradient (SW3) of the area where the petroleum-contaminated groundwater is anticipated to discharge to the ditch. Surface water sample SW3 was collected at the confluence of the channelized tributary and intermittent drainage ditch (Figure 3). Methyl tert-butyl ether (MTBE) was detected in surface water sample SW3, but the concentrations did not exceed either 15A NCAC 2B surface water standard (690 µg/L) or the 15A NCAC 2L groundwater standard (20 µg/L; Table 2). Table 2 summarizes results from previous surface water sampling events. GMA did not collect surface water samples during the March 20, 2019 sampling event. 6.0 FREE PRODUCT RECOVERY On January 24, 1995, liquid-phase gasoline (free product) was first discovered at the site in monitoring well MW3. Monitoring well MW1 contained free product on May 17 and December 21, 2004, but none has been detected since. Well RW3 contained free product on September 5, 2002, but none has been detected since. Six AFVR events have been conducted on monitoring well MW3 since 2001, and totals of approximately 9.78 gallons of liquid and vapor- equivalent gasoline and 15,693 gallons of contaminated groundwater were recovered (GMA, 2011). Groundwater Monitoring Report Ainsley’s Service Center (UST Incident #: 11512) April 16, 2019 Page 5 of 8 On February 24, 2012, GMA deployed absorbent socks in monitoring well MW3 to recover free product, and a total of 4.68 gallons (~25.43 pounds) of free product has been recovered through September 29, 2016. A combined total of approximately 14.5 gallons of gasoline (including vapor equivalent) have been recovered by absorbent sock deployment and maintenance and the six AFVR events (GMA, 2017). Free product measurement tables and figures can be found in GMA’s Remediation Monitoring Report dated July 5, 2017 (GMA, 2017). 7.0 GROUNDWATER INVESTIGATION 7.1 WATER-LEVEL MEASUREMENTS AND HYDRAULIC GRADIENTS On March 20, 2019, GMA collected water-level measurements (Table 3) from thirteen wells (MW1, MW3, MW5, MW7, MW9, MW10, MW11, MW12, MW14, MW16, MW18, MW30 and RW4). The average depth to groundwater near the former UST basin was approximately 2.8 feet below land surface (BLS). The equipotential map (Figure 4) indicates that the horizontal component of groundwater flow was directed toward the west-southwest along an average horizontal hydraulic gradient of approximately 0.003 feet per foot (ft/ft). GMA calculated a downward-directed vertical hydraulic gradient of 0.001 ft/ft, using water level data from monitoring wells MW11 and MW18. 7.2 GROUNDWATER SAMPLE COLLECTION AND ANALYTICAL METHODS On March 20, 2019, GMA collected groundwater samples from thirteen wells (MW1, MW3, MW5, MW7, MW9, MW10, MW11, MW12, MW14, MW16, MW18, MW30 and RW4). GMA could not locate monitoring well MW13, as the site occupants have placed an old truck over the well. GMA could not collect a sample monitoring well MW15. This well was last sampled in July of 2012, the property owner was not home to grant permission for GMA to access the well. GMA submitted the samples to Prism for analysis of VOCs by EPA Method 6200B. Sample collection, storage, and transportation methods complied with state recommendations (NCDWM, 2013) and GMA’s standard practices (Appendix II). 7.3 GROUNDWATER CONTAMINANT ANALYTICAL DATA Table 4 summarizes new and historical groundwater analytical results. A copy of the laboratory report and chain-of-custody forms for the groundwater samples collected on March 20, 2019 are provided in Appendix III. Seven of the thirteen samples contained at least one petroleum-related contaminant at a concentration greater than the 15A NCAC 2L groundwater standard, including benzene, toluene, ethylbenzene, total xylenes, MTBE, 1,2,4-trimethylbenzene, 1,3,5-trimethylbenzene, naphthalene, n-propylbenzene, isopropyl-benzene and n-butyl-benzene (Table 4). Gross Contaminant Levels (GCLs) were not detected in any of the groundwater samples. GMA prepared isoconcentration maps for the March 20, 2019 sampling event. Isoconcentration maps of benzene and MTBE are provided as Figures 5 and 6, respectively. Groundwater Monitoring Report Ainsley’s Service Center (UST Incident #: 11512) April 16, 2019 Page 6 of 8 Concentrations of benzene, toluene, ethyl-benzene, total xylenes, and MTBE in source-area well MW1 and downgradient well MW14, decreased during this monitoring period (September 26, 2018 through March 20, 2019). Contaminant concentrations have generally decreased in monitoring wells MW1, MW3 and MW14. Remediation well RW4 showed an increase of contaminant concentrations (Table 4). Laboratory analysis detected several petroleum related contaminants in monitoring wells MW5, MW7, MW12, MW16, and MW30, and it should be noted that some of these wells have not been sampled and analyzed since 2015. Contaminants detected for the first time in downgradient well MW30 during this sampling event include: benzene, toluene, total xylenes, IPE, 1,2,4-trimethylbenzene, naphthalene, and others (Table 4). MTBE has occurred in MW30 since 2013. Laboratory analysis did not detect contaminants in monitoring wells MW9, MW10, MW11, and MW18 which is a result of groundwater flow directed generally to the west-southwest. Topography seems to be the major control on the direction of contaminant migration (Figure 7). 8.0 SUMMARY This Groundwater Monitoring Report describes activities performed at the Ainsley’s Service Center site (UST Incident # 11512) during the period of September 26, 2018 through March 20, 2019, and are described below:  On March 20, 2019, GMA collected water-level measurements and groundwater samples from thirteen monitoring wells (MW1, MW3, MW5, MW7, MW9, MW10, MW11, MW12, MW14, MW6, MW18, MW30 and RW4).  The horizontal component of groundwater flow in the surficial aquifer was directed toward the southwest along an average horizontal hydraulic gradient of approximately 0.003 feet per foot.  Seven out of the thirteen monitoring well samples contained a detectable concentration of at least one petroleum-related contaminant at a concentration greater than the 15A NCAC 2L groundwater standards.  GCLs did not occur during this sampling event.  Contaminant concentrations in well RW4 increased during this monitoring period.  Contaminant concentrations in wells MW1, MW3 and MW14 decreased during this monitoring period.  Several petroleum related contaminants were detected in monitoring wells MW5, MW7, MW12, and MW16, these wells have not been analyzed since 2015  Several petroleum related contaminants appeared for the first time in downgradient monitoring well MW30 and historical surface water data for surface water sample SW3.  The contaminant plume is migrating down gradient and is discharging to the surface water drainage, as is evident by contaminant concentrations detected in monitoring well MW30. Groundwater Monitoring Report Ainsley’s Service Center (UST Incident #: 11512) April 16, 2019 Page 7 of 8 9.0 RECOMMENDATIONS GMA recommends the continuation of semi-annual groundwater monitoring; to include, at a minimum, the wells that were sampled during this sampling event MW1, MW3, MW5, MW7, MW9, MW10, MW11, MW12, MW14, MW16, MW18, MW30 and RW4, as well as MW15. GMA would also like to sample town wells (Well#1 and Well#2), if possible. GMA recommends continued monitoring of the surface water in the ditch along the southern property line of the site due to the presence of petroleum-related contaminants in previous surface water samples. The next semi-annual groundwater monitoring event is scheduled for September of 2019. COLLECTION OF SURFACE WATER SAMPLES Surface water samples SW1, SW2, and SW3 were collected using a stainless-steel pitcher and new disposable nitrile gloves. The stainless-steel pitcher was decontaminated between each sample location. Prior to sample collection the stainless-steel pitcher was rinsed with surface water by submerging it into standing water within the surface water feature, then removing it from the water and dumping its contents on the bank of the surface water feature. The stainless-steel pitcher was then used to collect standing water within the surface water feature and transferred to sample containers provided by the North Carolina certified laboratory. Each sample was added slowly to their respective sample containers in order to minimize the loss of volatile compounds. All sample containers were stored in plastic Ziploc® bags and were immediately placed in a cooler with ice. Samples were delivered by a courier to a North Carolina certified laboratory, Prism Laboratories, Inc., for analysis under chain-of-custody protocol. II. WATER-LEVEL MEASUREMENTS Depths to water within wells were measured with an electronic water-level indicator that is accurate to within 0.01 feet. Standard practice is to measure the water level after an adequate period of time has elapsed after removing the well seal to allow the water level in the well to equilibrate. Water-level measurements are collected throughout the monitoring-well network within the minimum possible time, and the electronic water-level indicator is decontaminated between wells to minimize the risk of cross contamination. III. WELL PURGING AND COLLECTION OF GROUNDWATER SAMPLES The monitoring wells were purged of three well volumes prior to groundwater sampling using new, decontaminated, disposable bailers and new vinyl rope. Fresh, disposable nitrile gloves were worn during the purging and sampling of each well. The groundwater samples were collected immediately after purging in order to minimize the loss of volatile compounds. Groundwater samples collected for volatile organic compound analysis by EPA Method 6200B were collected in a bailer and subsequently transferred to 40 milliliter, zero-headspace glass vials. Each groundwater sample was added slowly to the vial to minimize the loss of volatile compounds. Air bubbles were not allowed to be present in the sample container once the Teflon®-lined cap was fitted to the vial. Samples were also collected from wells MW1, MW2, MW6, MW9, MW10, MW11, MW16, MW22, MW25, MW27, and MW30 for analysis of dissolved iron, nitrate, sulfate, alkalinity, and dissolved methane. All sample containers were stored in plastic Ziploc® bags and were immediately placed in a cooler with ice.
