The removal date and location of the former dispensers is unknown. 3.0 Background 3.1 Property Information According to the Mecklenburg County Property Ownership and Land Records System (POLARIS) website, the subject property is located on a 1.99-acre parcel owned by the Charlotte Rescue Mission, and it is identified as Mecklenburg County tax parcel 0732-4217. The subject property is developed with office buildings and dormitories, and it is utilized as a rehabilitation center and donation center. The Charlotte Rescue Mission purchased the subject property in 1959. Prior to 1959, the subject property operated as a petroleum distribution facility owned by Standard Oil, Humble Oil, Esso, and Exxon at various times. A Vicinity Map (Figure 1) and Site Map (Figure 2) are included in Appendix I. The vicinity of the subject property is comprised of commercial and multi-family residential buildings. 3.2 Project Background A Geophysical Survey previously conducted by S&ME at the subject property identified two orphan USTs of unknown size and contents on the south side of the property. Following the identification of the two orphan USTs, S&ME was contracted to oversee the removal of the two tanks. The USTs, (UST-1 and UST-2), were removed on November 30, 2022. Soil samples collected during the closure activities confirmed that a release had occurred. Over excavation was performed at UST-2, and naphthalene was detected in the confirmation sample along the southern sidewall (sample ID UST-2-SW4) indicated the presence of several petroleum constituents at concentrations above the residential Maximum Soil Contaminant Concentration (MSCC). Naphthalene was detected in excess of the Industrial/Commercial MSCC. S&ME’s services herein were conducted in general accordance with S&ME Proposal No. 211506I dated March 21, 2022. 4.0 Site History and Characterization 4.1 UST Information Information regarding the former USTs is presented in Table 4-1. The former owner and operator is unknown. 4.3 Site Characteristics  Land Use: The site is currently developed as a rehabilitation center and donation center. The property is zoned as MUDD (mixed use development district).  Land Use of Surrounding Area: The site is located in the Uptown area of Charlotte, North Carolina. The surrounding adjoining properties are zoned as MUDD and UR (urban residential).  Topography: Based upon the topographic map reviewed (Figure 1, Appendix I), the area of the subject property slopes downward to the west.  Surface Water: The nearest downgradient surface water body is an unnamed tributary to Irwin Creek located approximately 350 feet south of the release location.  Regional Geology: The property lies within the Charlotte Belt Geologic Province of North Carolina, and it is underlain by metamorphosed quartz diorite.  Potential Receptors: Based on-site observations, no water supply wells were observed in the vicinity of the subject property. Charlotte Mecklenburg Utility provides water to the site and is available to surrounding properties. Additional Abatement Actions - UST ID No. 2 Charlotte Rescue Mission Charlotte, Mecklenburg County, North Carolina S&ME Project No. 211506 NCDEQ Incident No. 48256 November 22, 2022 4 5.0 Additional Abatement Actions 5.1 Excavation of Contaminated Soil On April 5, 2022, S&ME observed CCI conduct the additional excavation activities on the former UST-2 basin. Using a track-mounted excavator, CCI located the edge of the previous sidewall as excavated on November 30, 2021 during the UST-2 closure activities. The northwest sidewall of UST-2 excavation was over-excavated to a width of approximately 4 feet wide by approximately 12 feet long feet. The base of the excavation was approximately 6 feet BGS. Stained soils were observed beginning at a depth of approximately 3 feet BGS. Over- excavation activities were limited by space concerns and a loading dock area. Groundwater was not encountered during excavation. The excavated materials were loaded directly into a dump-truck and hauled offsite for disposal at the Davidson County Landfill in Lexington, North Carolina. The waste manifest for the soils is included in Appendix III. The approximate limits of the over-excavation for the basin of UST-2 are shown on Figure 2, Appendix I. 5.2 Sample Collection S&ME collected soil sample UST-2-SW4-B from the northwest sidewall of the new UST-2 excavation, at a depth of approximately 6 feet BGS. S&ME screened the soil sample for VOCs with a calibrated MiniRAE 3000 PID. The PID reading for the confirmation soil sample was 298 ppm. After collection of the confirmation soil sample, the new excavation area at UST-2 was backfilled using clean, imported soil. Closure soil sample UST-2-SW4-B was collected approximately 6 foot BGS and was placed in laboratory-supplied containers, placed in an ice-filled cooler, and shipped under chain of custody procedures to Pace of Huntersville North Carolina for analysis of Extractable Petroleum Hydrocarbons (EPH) and Volatile Petroleum Hydrocarbons (VPH) by the Massachusetts Department of Environmental Protection (MADEP) Method, volatile organic compounds (VOCs) by EPA Method 8260 and semi-volatile organic compounds (SVOCs) by EPA Method 8270. 5.3 UST Closure Soil Analytical Results Analytical testing for confirmation soil sample UST-2-SW4-B indicated the presence of VOCs, SVOCs and aliphatic and aromatic ranges at concentrations in excess of their applicable Maximum Soil Contaminant Concentrations (MSCCs). The analytes detected above their applicable Soil-to-Groundwater MSCCs are as follows:  VOCs – n-Butylbenzene, sec-Butylbenzene, tert-Butylbenzene, methylene chloride, 4-methyl-2- pentanone (MIBK), naphthalene, and n-Propylbenzene.  SVOCs – 1-methylnaphthalene, 2-methylnaphthalene, naphthalene and phenanthrene.  EPHs and VPHs – C9-C18 Aliphatics and C9-C22 Aromatics. Additional Abatement Actions - UST ID No. 2 Charlotte Rescue Mission Charlotte, Mecklenburg County, North Carolina S&ME Project No. 211506 NCDEQ Incident No. 48256 November 22, 2022 5 The following analytes were also reported above the NCDEQ Residential Soil Cleanup Levels  VOCs – Naphthalene  EPHs and VPHs – C9-C18 Aliphatics and C9-C22 Aromatics. No analytes were reported above the Industrial/Commercial MSCCs. A summary of the analytical results is included in Table 1, Appendix II. The laboratory report is included in Appendix VI. 6.0 Free Product Groundwater was not encountered during the UST closure activities performed on April 5, 2022. 7.0 Sole Use Statement Materials and information used for this project were obtained by S&ME. This report is provided for the sole use of the Charlotte Rescue Mission. Use of this report by any parties other than the Charlotte Rescue Mission will be at such party's sole risk. S&ME disclaims liability for any use of or reliance on this report by third parties. 8.0 Limitations The assessment described herein represents the environmental conditions of the property at the date the samples were collected for laboratory analysis. The assessment data does not represent the future environmental conditions of the property and should not be construed in this manner. 9.0 Conclusions and Recommendations The following summarizes the documented release and initial abatement actions for the Charlotte Rescue Mission property during November 2021 and April 2022:  Additional abatement actions were performed on the northwest sidewall of UST-2 on April 5, 2022.  Petroleum odors and elevated PID readings were noted during excavation activities, and during the collection of soil sample UT-2-SW4-B on April 5, 2022.  Approximately 14.47 tons of petroleum-impacted soils from the northwest sidewall of the UST-2 basin were transported off site for disposal at the Davidson County Landfill on April 6, 2022.  Several VOC and SVOC target analytes were detected in soil sample UST-2-SW4-B at concentrations that exceed the Soil-to-Water MSCCs.  Naphthalene (as a VOC), C9-C18 Aliphatics, and C9-C22 Aromatics were detected in soil sample UST-2-SW4-B above their applicable NCDEQ Residential MSCC. Additional Abatement Actions - UST ID No. 2 Charlotte Rescue Mission Charlotte, Mecklenburg County, North Carolina S&ME Project No. 211506 NCDEQ Incident No. 48256 November 22, 2022 6  Naphthalene (both as a VOC and SVOC) was reported above its applicable NCDEQ Industrial/Commercial MSCC of 27 mg/kg in soil sample UST-2-SW4, collected in November 2021, at concentrations of 85.5 mg/kg (VOC) and 28.6 mg/kg (SVOC) from the UST-2 basin. Sample UST-2-SW4- B collected on April 5, 2022 exhibited concentrations of naphthalene (as a VOC and SVOC) at concentrations of 12.8 mg/kg (VOC) and 4.5 mg/kg (SVOC), an approximately 85% decrease in concentration from the sample collected in November 2021. S&ME understands that the Charlotte Rescue Mission did not own or operate the three USTs removed from the subject property. The petroleum distributorship on the subject property was previously operated by Standard Oil, Humble Oil, Esso, and Exxon, and maybe other companies.
