The North Carolina Department of Environmental Quality (DEQ), Division of Waste Management (DWM), Underground Storage Tank (UST) Section incident identification number for the Site is #18989. A Site location map is included in Figure 1, and a Site map is included in Figure 2. CLT personnel observed evidence of petroleum seepage from the bank of an unnamed tributary of Taggart Creek on property owned by the City of Charlotte at CLT on September 17, 2019. Since that time, initial emergency response actions and several phases of assessment and petroleum free product or light non-aqueous phase liquid (LNAPL) removal activities have been conducted by CLT personnel and/or their consultants and subcontractors. Product seepage into stormwater systems and into the tributary is being controlled using absorbent booms and pads. H&H is also pilot testing the use of a bioremediation agent (BIOREM-2000 Oil Digester™ - BIOREM) on the product seepage. A detailed summary of Site background information, including Site history, characterization, initial abatement information, and LNAPL removal activities, was provided in H&H’s October 11, 2021 Free Product Corrective Action Plan (CAP) and previous reports and work plans. The October 11, 2021 Free Product CAP proposed dual phase extraction (DPE), as a standalone remedial technology, as the most technically practicable and cost-effective alternative for achieving LNAPL cleanup goals at the Site within a reasonable restoration timeframe. DEQ approved the October 11, 2021 Free Product CAP in a letter dated December 1, 2021, pending the 2 https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/Charlotte Douglas International Airport - CDA/CDA-044 Airport Drive Release/FP Recovery/AFVR Dec 2022/FP Recovery Report Dec 2022.docx approval of a National Pollutant Discharge Elimination System (NPDES) permit. On February 28, 2022, CLT and H&H submitted an NPDES permit application (Application for Coverage Under NPDES General Permit NCG5100000) to DEQ for the discharge of treated groundwater recovered from two proposed DPE systems at the Site. Additionally, in preparation for the proposed DPE system remedy, the proposed DPE recovery wells were installed at the Site between June 6 and June 21, 2022 in accordance with Recovery Well Permit #WR0300122. On July 27, 2022, DEQ issued CLT an Authorization to Construct (ATC) and a Certificate of Coverage (COC) (NCG510556) under the NPDES General Permit NCG510000 to construct a dedicated DPE system and discharge remediated groundwater from the system. DPE field construction activities began at the Site in July 2022, and the DPE system equipment was delivered to the Site on October 26, 2022. Since that time, the majority of the DPE field construction activities have been completed and DPE system startup is anticipated to begin during the first quarter of 2023, pending the establishment of electric services at the Site by Duke Energy. This report documents interim free product recovery activities using hand bailing to evaluate free product recovery rates and to remove free product. In accordance with DEQ’s February 19, 2021 Notice of Regulatory Requirements (NORR) letter, CLT has proceeded with free product assessment activities and quarterly free product removal activities using either Mobile Multi-Phase Extraction (MMPE) or Aggressive Fluid Vapor Recovery (AFVR) events at the Site since June 2021. The results of these free product assessment activities and/or product removal activities have been submitted to DEQ in quarterly free product recovery reports. Due to mounting project costs incurred by CLT for the dedicated DPE system and as a potential cost savings measure, CLT and H&H canceled the AFVR event scheduled for this quarter following discussions with DEQ on November 29, 2022. DPE system startup is anticipated to begin during the first quarter of 2023, pending the establishment of electric services at the Site by Duke Energy. CLT and H&H will re- evaluate the need to schedule another enhanced product recovery event (i.e., MMPE or AFVR) in February or March 2023, if the system is not operational by that time. This report provides details of free product recovery via hand bailing activities conducted from October 6, 2022 to December 9, 2022. 3 https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/Charlotte Douglas International Airport - CDA/CDA-044 Airport Drive Release/FP Recovery/AFVR Dec 2022/FP Recovery Report Dec 2022.docx The assessment and free product recovery activities have been conducted in general accordance with the DEQ DWM UST Section’s Guidelines for Site Checks, Tank Closure, and Initial Response and Abatement dated May 17, 2021, and the requirements contained in North Carolina Administrative Code (NCAC) Title 15A 2L .0103(e) and 2L .0111(b). 4 https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/Charlotte Douglas International Airport - CDA/CDA-044 Airport Drive Release/FP Recovery/AFVR Dec 2022/FP Recovery Report Dec 2022.docx 2.0 Free Product Recovery Activities for Quarter 2.1 Ongoing Manual Product Bailing Activities Since April 24, 2020, CLT and/or H&H personnel have routinely gauged each Site monitoring well approximately once every two to three weeks using an oil/water interface probe to measure groundwater elevation and LNAPL thickness. The locations of the Site monitoring wells are shown in Figure 3, and a summary of well construction information is provided in Table 1. As shown in Table 2, LNAPL has been detected in monitoring wells MW-1 through MW-5, MW-7 through MW-9, MW-11/RW-7, MW-16 through MW-18, and recovery wells RW-1, RW-3, RW-10, RW- 11, RW-13 through RW-15, RW-17, RW-18, and RW-19. For the current quarter, in addition to gauging Site wells, H&H personnel bailed LNAPL from wells using a disposable bailer on a routine basis. Product recovered via bailing by H&H personnel is transferred to 55-gallon steel drums and disposed off-Site by Contaminant Control, Inc. of Salisbury, North Carolina. The total free product recovered by hand bailing for this period was approximately 112.25 gallons. LNAPL thicknesses have fluctuated since manual hand bailing recovery began in April 2020. As shown in Table 2, the greatest reductions in LNAPL thickness have been observed in MW-2 (4.60 ft reduction), MW-5 (5.23 ft reduction), MW-7 (4.30 ft reduction), MW-9 (5.73 ft reduction), and MW-11 (5.95 ft reduction). LNAPL recovery amounts vary in wells across the Site. From April 2020 to December 2022, approximately 986.00 gallons of product have been removed by either CLT or H&H personnel via hand-bailing activities (Table 3). H&H conducted the most recent gauging and LNAPL bailing event on December 7, 2022. After completing the gauging event, five monitoring wells (MW-8, MW-18, RW-1, RW-10, and RW- 15) had been found to have irregular product/water level measurements during a review of the data. These irregularities are believed to be due to oil/water interface probe equipment malfunction. On December 9, 2022, H&H re-gauged MW-8, MW-18, RW-1, RW-10, and RW-15 and each of these wells were determined to have measurable free product. On December 9, 2022, LNAPL was bailed from these five wells and the product recovered from the wells was managed as described above. 5 https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/Charlotte Douglas International Airport - CDA/CDA-044 Airport Drive Release/FP Recovery/AFVR Dec 2022/FP Recovery Report Dec 2022.docx A summary of product thickness measurements and water level data corrected for the presence of LNAPL are summarized in Table 2. Based on the December 7, 2022 gauging event, H&H prepared an updated potentiometric map as Figure 4. An LNAPL thickness and contour map was developed using the December 7, 2022 LNAPL gauging data (Figure 5). Since the product/water level measurements recorded on December 9, 2022 were consistent with historical measurements, the gauging data for these wells were used in the development of Figures 4 and 5 but were qualified with an asterisk to reflect that they were collected on a subsequent date. On December 7, 2022, free product thickness levels ranged up to 2.87 ft in monitoring well MW-9, which is situated downgradient of the jet fuel AST and piping system on the off-Site Harvest Center Property. The greatest LNAPL thickness detected in a monitoring well near the unnamed tributary was 0.45 ft in MW-1. 2.2 Absorbent Boom and Pad Maintenance Product seepage into stormwater systems and into the tributary is being controlled using absorbent booms and pads. H&H is also pilot testing the use of BIOREM on the product seepage. Between September 2019 and March 2021, Wood Environment & Infrastructure Solutions, Inc. (Wood) performed regular absorbent boom and pad maintenance activities at the Site which included visiting the Site approximately twice a week to observe and replace absorbents as needed. Beginning in April 2021, H&H began to manage the absorbent boom and pad monitoring/maintenance activities. Personnel from H&H’s Charlotte Office visit the Site approximately twice a week to observe and replace absorbents as needed. Consistent with previous maintenance activities, H&H personnel monitor the weather forecast daily and mobilize to the Site prior to expected rain events to collect pads to prevent them from washing downstream. Booms are secured to the stream banks. Used absorbents are containerized in 55-gallon steel drums which are temporarily staged on-Site and then disposed by Contaminant Control, Inc. of Salisbury, North Carolina. 6 https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/Charlotte Douglas International Airport - CDA/CDA-044 Airport Drive Release/FP Recovery/AFVR Dec 2022/FP Recovery Report Dec 2022.docx During this quarter, approximately three drums of used absorbents (booms and pads) were generated during LNAPL control measures associated with stormwater features and the unnamed tributary. 2.3 Free Product Recovery Performance As of the date of this report, approximately 1,686 gallons of LNAPL have been recovered from the Site (Tables 4 and 5). Approximately 60% of this volume has been recovered by hand bailing. Based upon a review of the historical free product data since September 30, 2019, LNAPL has been observed in monitoring wells MW-1 through MW-5, MW-7 through MW-9, MW-11/RW-7, and MW-16 through MW-18 and recovery wells RW-1, RW-3, RW-10, RW-11, RW-13 through RW-15, RW-17, RW-18, and RW-19. The maximum thickness measured to date is 8.60 feet in monitoring well MW-9 in April 2020. Monitoring well MW-3 was abandoned on August 12, 2020, due to well damage sustained during utility line installation activities by others. While product thicknesses have been as high as 8.60 ft, the maximum product thickness detected in December 2022 was 2.87 ft in monitoring well MW-9. MW-9 is situated downgradient of the jet fuel AST and piping system on the off-Site Harvest Center Property. The product plume extends to the south-southeast and southeast toward an unnamed tributary of Taggert Creek. Graphs depicting groundwater elevation and LNAPL thickness over time for wells containing measurable amounts of free product are provided in Appendix A. As shown in the graphs, free product thicknesses have generally decreased in the wells following a free product recovery event at or near the subject well and take time to rebound. These graphs indicate that free product recovery efforts are having a positive effect and thicknesses are generally decreasing over time in the wells. 7 https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/Charlotte Douglas International Airport - CDA/CDA-044 Airport Drive Release/FP Recovery/AFVR Dec 2022/FP Recovery Report Dec 2022.docx 3.0 Conclusions and Recommendations CLT and their consultants have monitored free product thicknesses at the Airport Drive Jet Fuel Release site since 2019. While product thicknesses have been as high as 8.60 ft, the maximum product thickness detected in December 2022 was 2.87 ft in monitoring well MW-9. The product plume extends to the south-southeast and southeast from the jet fuel AST system area toward an unnamed tributary of Taggert Creek. The maximum product thickness in a monitoring well near the unnamed tributary in December 2022 was 0.45 ft in monitoring well MW-1. Product seepage into stormwater systems and into the tributary is being controlled using absorbent booms and pads. H&H is also pilot testing the use of BIOREM on the product seepage. The results of the BIOREM application will be documented in a separate report. During this quarter, the total amount of free product recovered by hand bailing was approximately 112.25 gallons. During this quarter, approximately three full drums of used absorbents (booms and pads) were generated during LNAPL control measures. CLT personnel and their consultants have conducted free product recovery including hand bailing, four MMPE events (November 2019, June 2021, September 2021, and December 2021), and three AFVR events (March 2022, June 2022, September 2022) at the Airport Drive site. These efforts have resulted in the removal of approximately 1,686 gallons of jet fuel. However, significant free product remains. Based on DEQ’s request, H&H recommends continuing product recovery efforts until a dedicated free product recovery system is operational. H&H submitted a Free Product CAP and remedial design to DEQ on October 11, 2021. The Free Product CAP proposed DPE as a dedicated system to remove the free product. DEQ approved the October 11, 2021 Free Product CAP in a letter dated December 1, 2021. The proposed DPE recovery wells were installed at the Site in June 2022. DEQ approved the NPDES General Permit for the dedicated DPE system at the end of July 2022. DPE system fabrication work began in April 2022, and field construction activities began in July 2022. The DPE system equipment was delivered to the Site on October 26, 2022.
