Dear Mr. Smith,
The North Carolina Department of Environmental Quality Brownfields Program (DEQ Brownfields) received and reviewed the Vapor Intrusion Mitigation Plan, Revision 1(Hart and
Hickman, November 8, 2022) and DEQ Brownfields has found this VIMP to be in compliance with the Vapor Intrusion Mitigation System Design Submittal Requirements dated July 2021.
Consistent with standard brownfields vapor intrusion provisions, which will be included
in the brownfields agreement for this project, an essential component of public health protection
for this design is the professional engineer’s seal of these documents that the proposed design will be effective at mitigating the potential for vapor intrusion at the property and protecting public health. Furthermore, the safe occupancy of the building will be evaluated upon system effectiveness, sub-slab soil gas sampling, and indoor air sampling as required by Section 4.0 of
the VIMP. In addition, DEQ Brownfields reserves the authority to require confirmation of efficacy in the future. Please be advised that this design compliance review from DEQ Brownfields does not
waive any applicable requirement to obtain any necessary permits, licenses or certifications
which may be required from other state or local entities.
