Box 32861 Charlotte, NC 28232-2861 Bennett.Thompson@atriumhealth.org Steven.Garrett@atriumhealth.org Subject: Construction Fill Export Approval Domestic Laundry Brownfields Project Charlotte, Mecklenburg County Brownfields Project Number 25032-21-060 Dear Mr. Thompson and Mr. Garrett, The North Carolina Department of Environmental Quality’s Brownfields Redevelopment Section (DEQ Brownfields) received a request to export approximately 1,500 cubic yards of construction and demolition fill material from the former Domestic Laundry Brownfields Property. This email request was submitted on your behalf by Ms. Amy Kenwell with Geosyntec Consultants of NC, P.C., on January 26, 2023, and requests approval to export the fill to Republic Services’ Charlotte Motor Speedway Landfill in Concord, North Carolina. For this request, DEQ Brownfields reviewed the January 26, 2023 email and the analytical report. Based on our review of the data, the DEQ Brownfield determines that the construction fill material may be exported to Republic Services’ Charlotte Motor Speedway Landfill in Concord, North Carolina. If another export facility is selected, please contact us and we will assist you in determining if additional sampling is needed for the receiving facility. In accordance with the approved Environmental Management Plan (EMP), materials are to be field screened during excavation prior to export from the property. If unanticipated impacts are identified during excavation, please refer to the EMP for further actions and cease transfer until appropriate characterization can be completed. In addition, and also in accordance with the site’s approved EMP, an annual Redevelopment Summary Report will be submitted to DEQ Brownfields. Details related to the disposition of the fill including but not limited to, total volume, general description of field screening efforts, etc. should be included with the Redevelopment Summary Report. The fill is located adjacent to Baxter Street at 801 South McDowell Street just south of Area A. We estimate that approximately 750 cy will be excavated and stockpiled in accordance with EMP-1. There was no evidence of staining and the photoionization detector did not detect evidence of volatiles. We have collected a sample of the soils to characterize the materials for disposal. Unless otherwise noted, the test results for solid materials are calculated on a wet weight basis. Analyses for pH, dissolved oxygen, temperature, residual chlorine and sulfite that are performed in the laboratory do not meet NELAC requirements due to extremely short holding times. These analyses should be performed in the field. The results of field analyses performed by the Sampler included in the Certificate of Analysis are done so at the client’s request and are not included in the laboratory’s fields of certification nor have they been audited for adherence to a reference method or procedure.
