HomeMy WebLinkAbout25032_Domestic Laundry_Fill Export Request and Approval Letter_20221103 November 3, 2022 Sent Via E-mail Bennett Thompson & Steven Garrett The Charlotte-Mecklenburg Hospital Authority P.O. Box 32861 Charlotte, NC 28232-2861 Bennett.Thompson@atriumhealth.org Steven.Garrett@atriumhealth.org Subject: Fill Export Approval Domestic Laundry Brownfields Project Charlotte, Mecklenburg County Brownfields Project Number 25032-21-060 Dear Mr. Thompson and Mr. Garrett, The North Carolina Department of Environmental Quality (DEQ) Brownfields Program received a request to export fill soil/material from the former Domestic Laundry Brownfields Property. This email request was submitted on your behalf by Ms. Amy Kenwell with Geosyntec Consultants of NC, P.C., on November 2, 2022, and requests approval to export the fill to Republic Services’ Charlotte Motor Speedway Landfill in Concord, North Carolina. For this request, DEQ Brownfields reviewed the November 2, 2022 email and the analytical report. Based on our review of the data, the DEQ Brownfield determines that the fill soil/material may be exported to Republic Services’ Charlotte Motor Speedway Landfill in Concord, North Carolina. If another export facility is selected, please contact us and we will assist you in determining if additional sampling is needed for the receiving facility. In accordance with the approved Environmental Management Plan (EMP), soils are to be field screened during excavation prior to export from the property. If unanticipated impacts are identified during excavation, please refer to the EMP for further actions and cease transfer until appropriate characterization can be completed. In addition, and also in accordance with the site’s approved EMP, an annual Redevelopment Summary Report will be submitted to DEQ Brownfields. Details related to the disposition of the fill including but not limited to, total volume, general description of field screening efforts, etc. should be included with the Redevelopment Summary Report. Mr. Thompson and Mr. Garrett November 3, 2022 Page 2 Please be advised that this approval does not waive any applicable requirement to obtain any necessary permits, licenses or certifications which may be required from other state or local entities. If you have questions about this correspondence or require additional information, please feel free to contact Pete Doorn by phone at 984-275-5391 or by email at peter.doorn@ncdenr.gov. Pete, As previously discussed, some fill materials were encountered at the Former Domestic Laundry Brownfields Property during installation of a sediment basin. These materials were excavated and stockpiled on plastic per EMP-1. I’ve attached laboratory results from sampling this material and request your approval to dispose of it at the Republic Services’ Charlotte Motor Speedway Landfill in Concord, NC.
