Brownfield Property Charlotte, Mecklenburg County Brownfields Project No. 23057-19-060 Dear Mr. Harris: The North Carolina Department of Environmental Quality (DEQ) Brownfields Program received a request to export soil from the Charlotte Van & Storage Co. Brownfields Property. This request was submitted on your behalf by Ms. Haley Martin, PG of Hart & Hickman, PC via email on November 18, 2021, and requests approval to export approximately 215 cubic yards of soil to a beneficial fill reuse site known as the Fleet Maintenance facility in Mt. Holly, North Carolina. DEQ Brownfields provided letters approving soil export options on September 7, 2021, September 15, 2021, and on October 11, 2021, in response to previous requests. For this request, DEQ Brownfields reviewed the November 18, 2021, Data Summary Package which includes analytical results for soil samples EX-7 and EX-8, as well as soil analytical data from the proposed Fleet Maintenance receiving facility. Based on our review of the data, the DEQ Brownfield determines that soils may be exported as outlined in the table below. Please note that the “Beneficial Fill” option listed in the table below is specifically approved for the Fleet Maintenance facility in Mt. Holly, NC. Other Beneficial Fill and Land Clearing & Inert Debris Landfill (LCID) options may be available; however, DEQ requires that the receiving facility be identified and approved prior to export. The receiving facility should have metals concentrations which are consistent with those from the Brownfields Property. Similarly, many site soils, including those with impacts, may be suitable for use at another Brownfields Property that has similar impacts. Per the Charlotte Van & Storage Co.’s approved Environmental Management Plan (EMP), the soils are to be field screened during excavation prior to export from the property. If unanticipated impacts are identified during excavation, please refer to the EMP for further actions and cease transfer until appropriate characterization can be completed. In addition, and also in accordance with the site’s approved EMP, an annual Redevelopment Summary Report will be submitted to DEQ Brownfields. Details related to the disposition of this soil including but not limited to, total volume, general description of field screening efforts, etc. should be included with the Redevelopment Summary Report. Good Morning Pete, Please find the attached data summary package for the Charlotte Van and Storage Brownfields Property. On November 3, 2021, H&H collected two 3-point composite sample (EX-7 and EX-8) in the area of a proposed storm structure in the eastern portion of the Site and in the area of the future pool located in the north-central portion of the Site. H&H completed in situ soil characterization assessment activities at the Brownfields property to assist in management of approximately 215 cubic yards of soil expected to be generated during excavation activities. The composite soil samples selected for laboratory analyses were collected directly into dedicated laboratory supplied sample containers, labeled with the date, time, and sample identification, and placed in a laboratory supplied sample cooler with ice. The samples were submitted to Waypoint Analytical (Waypoint) under standard chain of custody protocols for analysis of semi volatile organic compounds (SVOCs) by EPA Method 8270 and Resource Conservation and Recovery Act (RCRA) metals plus hexavalent chromium by EPA Methods 6020/7471/7199. In addition to the composite soil samples described above, one representative grab soil sample was collected from each characterization area. The grab soil samples were collected from an undisturbed portion of soil directly into laboratory supplied glassware and submitted to Waypoint under standard chain of custody protocols for analysis of VOCs by EPA Method 8260. As noted in the attached data summary package, the analytical results for EX-7 and EX-8 did not identify organic compounds at concentrations above the Preliminary Soil Remediation Goals (PSRGs) and metals appear to be consistent with background concentrations for the Site and the Fleet Maintenance facility. The PD would like to transport the approximate the approximate 215 cubic yards of soil expected to be generated during excavation activities to the Fleet Maintenance facility. Good Morning Pete, The PD at the Charlotte Van and Storage Brownfields property (BPN 23057-19-060) intends to remove excess soil expected to be generated during the installation of a storm structure in the eastern portion of the Site and in the area of the future pool located in the north-central portion of the Site. H&H will complete in situ soil characterization assessment activities at the Brownfields property to assist in management of approximately 215 cubic yards of soil expected to be generated during excavation activities. Areas that will be excavated are shown in yellow shading in the attached Figure along with the proposed approximate extent and depths of the excavation areas. Note that the area and depth of planned cut for excavation has been calculated and approximately 130 cubic yards of soil will be removed from the proposed pool and approximately 83 cubic yards of excess soil will be removed from the area of the storm structure. In accordance with the DEQ-approved EMP, a minimum of 3 aliquot soil borings will be advance in each excavation area. Continuous soil samples will be collected from each boring advanced in an excavation area. The soil samples will be combined and homogenized to form one composite soil sample representative of soil that will be generated during excavation activities in that area. The composite soil samples selected for laboratory analysis will be placed directly into laboratory supplied glassware, labeled with the sample ID, the date, and requested analysis and placed in a laboratory supplied cooler with ice. The samples will be delivered to a NC certified laboratory under standard chain of custody protocols for analysis of semi-volatile organic compounds (SVOCs) by EPA Method 8270 and RCRA metals plus hexavalent chromium by EPA Methods 6020/7471/7199. In addition, one grab soil sample will be collected in each 3 excavation area from an undisturbed portion of an aliquot soil sample and submitted to laboratory for analysis of VOCs by EPA method 8260. If results of the above sampling indicate that there are no impacts above acceptable levels, the PD for the Charlotte Van and Storage site would like to export the topsoil to Fleet Maintenance facility on Lucia-Riverbend Highway in Mt. Holly. We will provide a figure depicting the areas of excavation relative to the soil boring locations and a summary of the analytical results to DEQ for review and approval prior to transporting off the Brownfields property.
