Sugar Creek Road Charlotte, North Carolina Brownfields Project No. 22040-18-060 H&H Job No. S2K-001 Dear Bill: On behalf of S2K Charlotte QOZB, LLC and Sugar Creek Ventures LLC, Hart & Hickman, PC (H&H) has prepared this Annual Redevelopment Summary Report for the Metromont Concrete Facility Brownfields property (Brownfields Project No. 22040-18-060) located at 4101 and 4109 Greensboro Street and 200 E. Sugar Creek Road in Charlotte, Mecklenburg County, North Carolina (Site). The Site consists of three parcels (Mecklenburg County Parcel identification Nos. 09108106, 0910899, and 19108126) that collectively total approximately 18.34 acres of land located approximately 2.5 miles northeast of Uptown Charlotte. A Site location map is included as Figure 1. The Site was historically developed with three primary manufacturing buildings ranging from approximately 4,900 square feet (sq ft) to 48,000 sq ft in size. Remaining portions of the Site consisted primarily of gravel-covered storage areas for equipment, materials, and pre-cast concrete molds and multiple smaller ancillary structures. The Site and surrounding area are shown in Figure 2. Phase I of the proposed redevelopment includes razing the existing Site buildings and removing building slabs and hardscapes. Due to the size of the existing structures, the area of land disturbance for removal of the buildings requires the installation of erosion control measures. Future phases of the proposed redevelopment include re-grading the Site for construction of multi-story mixed-use apartment buildings with commercial retail and amenity spaces, and associated vehicle access and parking areas. The Phase I redevelopment activities at the Site are being conducted in accordance with the North Carolina Department of Environmental Quality (DEQ) Brownfields Program approved Environmental Management Plan (EMP) dated July 25, 2022. A copy of the Phase I Erosion Control Site Plan prepared by ColeJenest & Stone is provided as Appendix A. The DEQ-approved EMP indicates that a report of environment-related activities will be prepared for submittal to the DEQ Brownfields Program each year for as long as physical redevelopment of the Brownfields property continues. This report has been prepared pursuant to redevelopment reporting requirement outlined in the DEQ-approved EMP. Redevelopment activities at the Site in 2022 generally included the installation of erosion control fencing and diversion ditches, the demolition of Site structures, the removal of building slabs and hardscapes, and the installation of a temporary stormwater control pond. Prior to building demolition, H&H understands the Site buildings were surveyed for potential asbestos containing materials (ACMs) and confirmed ACMs were removed and disposed off-Site at permitted facility by others. Building demotion included the removal of vertical structures, concrete slabs, and pavement. Based on information provided by the on-Site contractors, concrete debris was stockpiled and crushed on-Site. Other demolition debris (e.g., steel reinforcing materials, electrical components, general household trash, etc.) were transported to appropriate landfills and/or recycling facilities. In accordance with the DEQ-approved EMP, Site contractors were instructed to observe soil for evidence of potential impacts (i.e., distinct unnatural colors, odors, or filled or previously disposed material [e.g., tanks, drums, etc.]). Site contractors were also made aware of areas at the Site where groundwater impacts were identified during previous assessment activities so an environmental professional could be contacted to field screen groundwater if encountered in predetermined areas. Site contractors did not report evidence of impacts in soil or the discovery of unknown sub-surface features of concern during Site work activities. As such, in accordance with the EMP, no soil samples were collected for laboratory analysis at the Site in 2022. In addition, H&H understands that groundwater has not been encountered during construction of the temporary stormwater control pond, diversion ditches, or other excavations at the Site. Upon completion of Phase I redevelopment activities, a separate EMP will be prepared and submitted for following phases of the proposed redevelopment for DEQ review and approval.
