HomeMy WebLinkAbout11037_Double Oaks_Soil Export Review_20230111 January 11, 2023 Sent Via E-mail David Belk Bobby Drakeford 1900 West Morehead St, Suite 201 1914 Brunswick Ave, 1A Charlotte, North Carolina 28208 Charlotte, NC 28207 david.belk@beauxwright.com bobby@tdcrealestate.com Subject: Brownfields Property Soil Transfer Approval Double Oaks and North End Square II Charlotte, Mecklenburg County Brownfields Project No. 11037-07-060 and 21041-17-060 Mr. Belk and Mr. Drakeford, The North Carolina Department of Environmental Quality (DEQ) Brownfields Redevelopment Section (BRS) received and reviewed a request to export an approximate 3,000 cubic yards of soil from the Double Oaks Brownfields Property at 1302 and 1340 Newland Rd to North End Square II Brownfields Property located at 813 Oaklawn Ave. This request was submitted on your behalf by Mr. Robert Foster of WSP USA Environmental & Infrastructure, Inc. (WSP) in his Soil Transfer Request letter report dated December 20, 2022. DEQ Brownfields reviewed the analytical data and site maps provided in the correspondence. Based on a review of the DEQ Risk Calculator which incorporated data from both properties did not increase risk at the receiving North End Square II Brownfield Property. Therefore, DEQ BRS approves up to 3,000 cubic yards of soil to be exported from the Double Oaks Brownfields Property on Newland Road. All soil export must be conducted under the DEQ Brownfields approved EMP. Per the Double Oaks Newland Rd EMP, the soils will be field screened during excavation prior to export from the property. If unanticipated impacts are identified during excavation, please refer to the EMP for further actions and cease transfer until appropriate characterization can be completed. In addition, in accordance with the approved EMPs, annual Redevelopment Summary Reports will be submitted to DEQ Brownfields. Details related to the disposition of this soil including but not limited to, total volume, general description of field screening efforts, etc. should be included with each Property’s Redevelopment Summary Report.
