Nielsen, QA/QC Officer Mid -Atlantic Associates, Inc. 409 Rogers View Court Raleigh, NC 27610 1 Phone: (919) 250-9918 Email: dnielsenC@rnaaonline.com 1% Mid Atlantic 1.0 INTRODUCTION In accordance with the Generic Quality Assurance Project Plan (QAPP) dated December 17, 2020, the Site Specific QAPP Addendum A-1 (SSQAPP) dated February 8, 2021, and the Work Plan and Addendum to Site -Specific Quality Assurance Project Plan (Work Plan) dated June 16, 2022, Mid -Atlantic Associates, Inc. (Mid -Atlantic) has prepared this Addendum to Limited Environmental Site Assessment Report for the Sonrise Industrial Center site located at 1200 Henry Street in Roanoke Rapids, North Carolina (the subject site). The Sonrise Industrial Warehouse site contains the former WestPoint Stevens Rosemary Complex and consists of nine contiguous parcels (54.13 acres) located between W. 10t" Street to the north, Roanoke Avenue to the east, and W. 131" Street to the south (Drawings 1 and 2). A recreational complex containing baseball fields is located to the west of the subject site. The current owner of the subject site is Sonrise Reclamation, LLC (Sonrise) of Indianola, Mississippi. Mid -Atlantic completed a Phase I Environmental Assessment (PESA) on the subject site dated September 30, 2014. The September 30, 2014 PESA report documented site conditions from a visit on August 13, 2014. Three textile mills, a finishing plant, fabrication warehouse and distribution warehouse occupied the site and were referred collectively by the last owner/occupant (WestPoint Stevens) as the "Rosemary Complex". At the time of the most recent field activities discussed in this report (June 2022), the subject site was vacant. The September 30, 2014 PESA report prepared by Mid -Atlantic identified multiple Recognized Environmental Conditions (RECs) which were investigated as described in the March 7, 2016 Limited Environmental Site Assessment (2016 LSA) and July 8, 2021 Limited Environmental Site Assessment Report dated (2021 LSA). Both assessments identified environmental impacts to groundwater including the presence of chlorinated solvents 1, 1, 1 -Trichloroethane (TCA), perch loroethylene (PCE), and their respective degradation compounds. The 2021 LSA notes that these compounds have been detected at concentrations above their respective NC Groundwater Quality Standard (NCGQS), Residential Vapor Intrusion Screening Levels (VISLs) and/or Non -Residential VISLs at multiple locations. Historical sampling locations are shown on Drawing 2. Because multiple residences/receptors are located adjacent to the subject site, the NC Brownfields Program requested that the groundwater monitoring network at the subject site be evaluated to confirm groundwater flow conditions at the site. In addition, the NC Brownfields Program requested that a paired indoor air and sub -slab soil gas sample be collected in a former machine shop area located inside the former distribution warehouse located adjacent to monitoring well MW-8. 2.0 SUMMARY OF FIELD ACTIVITIES To confirm groundwater flow conditions at the subject site and assess indoor air and sub -slab soil gas, Mid -Atlantic gauged depth to water at the wells comprising the monitoring well network and collected a paired indoor air and sub -slab soil gas sample in the former machine ft Mid Atlantic Addendum to Limited Environmental Site Assessment Report July 26, 2022 Sonrise Industrial Center Page 2 1200 Henry Street Roanoke Rapids, North Carolina shop. The location of the former machine shop was confirmed using signage inside the former distribution warehouse and photographs collected during the Phase I. 2.1 Groundwater Assessment Mid -Atlantic personnel surveyed the top of casing (TOC) elevations relative to wells as part of the 2016 and 2021 LSAs. Prior to measuring depth to groundwater in the monitoring wells, Mid -Atlantic removed the well caps and allowed groundwater levels to equilibrate for 1-2 hours. Depth to groundwater was measured on June 22, 2022 and groundwater was encountered at depths ranging from approximately 11 to 30 feet BLS (Table 1). Using the survey elevations and water level measurements from June 22, 2022 an estimated groundwater table elevation contour map was prepared for the site and is provided as Drawing 3. As shown, the estimated groundwater flow direction at the site was determined to be generally to the south-southeast, towards a dry valley shown on the topographic map with Chockoyotte Creek located further south (Drawing 1). 2.2 Indoor Air Sample Collection An 8-hour indoor air sample (IA-1) and duplicate (IA-DUP) were collected inside the former machine shop. The approximate sample location is shown on Drawing 4. The indoor air sample and duplicate were placed on boxes so the sample was collected approximately four feet above the ground. The samples were collected in general accordance with the DWM Vapor Intrusion Guidance dated March 2018 and the aforementioned QAPPs. The samples were collected on June 22, 2022 using individually -certified 6-liter stainless steel Summa canisters at a maximum flow rate of 8-10 ml/min. Outdoor temperatures were in the mid-70s (F) at the start of the sampling and peaked in the mid-90s (F). The skies were mostly sunny and there was a light breeze. After collection, the indoor air samples were provided to a courier affiliated with Waypoint under proper chain of custody for analysis. The canisters were analyzed for VOCs in accordance with EPA Method TO-15. 2.3 Soil Gas Sampling Activities 2.3.1 Vapor Implant Installation Procedures Following indoor air sample collection, Mid -Atlantic installed and sampled an interior sub -slab soil gas sampling point and duplicate (SG-9 and SG-DUP) to evaluate soil gas quality beneath the former machine shop. To create a sub -slab sampling port, a rotary -impact drill equipped with a decontaminated spline drill bit was utilized to drill a 5/8-inch diameter hole through the concrete slabs. The concrete slab was approximately 6 to 8 inches thick. Mid -Atlantic observed what appeared to be soil after puncturing through the concrete slab. Upon completion, a vapor sampling probe was established using a new "Vapor Pin TM" which utilizes a brass barb fitting with a silicone sleeve to create a seal with the concrete when inserted using an installation/extraction tool. The vapor pin was then fitted with'/4-inch outer diameter Teflon -lined tubing to complete the vapor sampling probe assembly. 1% Mid Atlantic Addendum to Limited Environmental Site Assessment Report July 26, 2022 Sonrise Industrial Center Page 3 1200 Henry Street Roanoke Rapids, North Carolina 2.3.2 Helium Leak Check Procedures Upon completion of sample point construction activities, the points were purged and a leak check was performed at each probe location using a plastic shroud, helium gas, and a portable helium gas detector. A plastic shroud was placed over the entire sampling train of each soil gas sampling location. Helium was released into the shroud via tubing from the cylinder into the shroud, and a grab sample was collected by filling a Tedlar bag using the exhaust port of the purge syringe. Helium was not detected within the Tedlar bag at a concentration exceeding DEQ's acceptable guideline of ten percent of the helium concentration under the plastic shroud at the sampling locations. As such, leaks were not detected prior to soil gas sample collection. The results of Mid -Atlantic's helium leak checks at each sample location are as follows: Helium Concentration Under ium Concentration Sample ID Shroud in Tedlar Bag SG-9 31.0 % 0 PPM SG-DUP 22.9 % 0 PPM Note: 1 % = 10,000 PPM 2.3.3 Sample Collection Procedures Sub -slab soil gas samples SG-9 and SG-DUP were collected using a 1-liter stainless steel canister at a maximum flow rate of 200 milliliters per minute (ml/min) after performing the helium leak check. Upon collection, the soil gas samples were provided to a courier affiliated with Waypoint under proper chain of custody for analysis of VOCs according to EPA Method TO- 15. 3.0 SUMMARY OF LABORATORY TEST RESULTS The laboratory analytical report and chain -of -custody records for the sub slab soil gas and indoor air samples collected at the site are provided in Appendix A. Laboratory results from indoor air and soil gas samples are summarized in Tables 2 and 3, respectively. 3.1 Sub -Slab Soil Gas and Indoor Air Sample Results Indoor air and sub slab soil gas sample results were compared to the Soil Gas Screening Levels (SGSLs) and Indoor Air Screening Levels (IASLs) January 2022 tables respectively. As summarized on Table 2, two constituents, chloroform and naphthalene, were detected above their respective Residential and Non -Residential IASLs in indoor air at estimated concentrations. Other indoor air constituents were detected above their MDLs, but not at concentrations above their respective Residential/Non-Residential IASLs. Mid Atlantic Addendum to Limited Environmental Site Assessment Report July 26, 2022 Sonrise Industrial Center Page 4 1200 Henry Street Roanoke Rapids, North Carolina As summarized in Table 3, soil gas constituents were not detected at concentrations exceeding Residential and/or Non -Residential SGSLs. 3.2 Risk Evaluation Methodology and Results The cumulative risk is calculated by entering the maximum concentrations of all contaminants detected at each established exposure unit (EU) into the DEQ Risk Calculator. An EU is a defined area of a site represented by a specific set of land use(s), receptors, contaminant concentrations, and exposure pathways.' The soil gas sample and indoor air sample (and their respective duplicates) were treated as their own EU. Information regarding the specific EUs is described in the table below: SG-9 and SG-DUP Machine Shop Soil Gas IA-1 and IA-DUP Machine Shop Indoor Air The DEQ Risk Calculator determines the cancer risk sum for all carcinogens and the cumulative hazard index for all non -carcinogens. The DWM allows a maximum cancer risk sum for all carcinogens of 1.0E-04 and a maximum non -carcinogenic hazard index of 1.0E+00. The hazard index is the sum of the hazard quotient (HQs) calculated for each compound detected. The NCDEQ risk calculations for the subject site are included in Appendix B. As noted in Section 4.2.5, eight analytes in IA-1 and IA-DUP had MDLs above their respective SGSLs/IASLs. As such, risk calculations for soil gas and indoor air included the MDL of the analyte in undiluted samples. The results of the risk evaluations for IA-1/IA-DUP are summarized on Table 2. Under a residential exposure scenario, the non -carcinogenic hazard index was above the target value at 1.4E+00 while the target value for the cancer risk sum (1.0E-04) was not exceeded at 6.3E-05. Under a non-residential exposure scenario, neither the non -carcinogenic hazard index or the cancer risk sum were exceeded. When the eight compounds with MDLs above their respective IASLs are not considered in risk calculations, the non -carcinogenic hazard index becomes 1.6E- 05 and the cancer risk sum was 6.6E-01, both of which are below their respective target values under a residential exposure scenario. The results of the risk evaluations for soil gas samples are summarized on Table 3. Under a residential exposure scenario, the non -carcinogenic hazard index was below the target value (1.0E+00) at 4.1 E-02 and the target value for the cancer risk sum (1.0E-04) was not exceeded at 1.0E-06. Under a non-residential exposure scenario, neither the non -carcinogenic hazard index or the cancer risk sum were exceeded. Risk calculations are provided in Appendix B. Page 40 Mid Atlantic Addendum to Limited Environmental Site Assessment Report July 26, 2022 Sonrise Industrial Center Page 5 1200 Henry Street Roanoke Rapids, North Carolina 3.4 Summary and Discussion Depth to groundwater measurements collected as part of this assessment and the estimated groundwater flow direction are consistent with the findings of the 2016 and 2021 LSAs with a dominant southward component to groundwater flow. Based on the analytical results from soil gas and indoor air testing, there is no evidence of a release to the environment originating at the machine shop or an exposure risk to vapors in a non-residential scenario. However, historical groundwater sampling at well MW-8 (located directly downgradient of the machine shop) in 2016 exhibited a concentration of PCE just below its NC Groundwater Quality Standard (0.7 ug/L versus a detection of 0.68 ug/L). 4.0 QUALITY ASSURANCE The QAPP and the SSQAPP set forth the procedures and methods for data collection, and defined the specific procedures and adjustments necessary to maintain data quality to support the project decision. This Addendum to Limited Environmental Site Assessment (ESA) requires both field and laboratory checks to monitor conformance to project quality limits. 4.1 Property -Specific Corrective Actions The investigation field methods were reviewed during the data verification audit discussed in the next paragraph. The field methods used were consistent with the EPAs guidelines included in Appendices D and E of the QAPP (note that the SSQAPP referenced the QAPP for field procedures) with the following exceptions: • Field equipment was calibrated by the rental equipment supplier prior to use by Mid - Atlantic personnel. Data verification and data validation audits were completed by Mid -Atlantic before this report was prepared. In addition to the items listed above, the following deficiencies were discovered that were related to the laboratory testing program: The method detection limits for the indoor air exceeded the Residential and/or Non - Residential IASLs for eight indoor air constituents not detected in indoor air. These include benzyl chloride, bromodichloromethane, 1,3-butadiene, 1,2-dichloroethane, 1,2- dibromoethane, hexachlorobutadiene, 1,1,2,2-tetrachloroethane, 1,1,2-trichloroethane. 4.2 Quality Control Parameters To assess whether quality assurance objectives for this project have been achieved, the following QC parameters were considered: precision, accuracy, representativeness, comparability, completeness and sensitivity. Mid Atlantic Addendum to Limited Environmental Site Assessment Report July 26, 2022 Sonrise Industrial Center Page 6 1200 Henry Street Roanoke Rapids, North Carolina 4.2.1 Precision and Accuracy As described in the QAPP, precision is evaluated using the relative percent difference (RPD) between an actual sample and a duplicate sample. In accordance with the SSQAPP Addendum, a duplicate indoor air sample and a sub -slab soil gas sample were collected during field activities. A comparison of the detected concentrations for the primary sample and the associated duplicate sample was made to evaluate the reproducibility of the sample results based on the laboratory analysis and sample collection and transportation procedures. The variability of the results for the primary and duplicates sample were evaluated by calculating the RPD and percent ratio for each analyte among the duplicate pair using the formula below RPD = [(x,-xjlx]X100% Where: x, = concentration of sample 1 of pair, x2 = concentration of sample 2 of pair, and x = average of sample 1 and sample 2. RPD percentages <35% indicate "good/acceptable" variability, a %RPD >35% but < 50% indicated that the variability was "slightly high", and a %RPD >50% indicated a "high" degree of variability. Soil Gas/Indoor Air Samples Of the 13 indoor air constituents detected in primary indoor air sample IA-1 and/or its duplicate, IA-DUP, three were detected above their respective RLs in both samples (acetone, dichlorodifluoromethane, and tetrachloroethylene). Precision was determined to be acceptable for the indoor air constituents detected in IA-1 and IA-DUP (Table 4). Of the 26 indoor air constituents detected in primary soil gas sample SG-9 and/or its duplicate, SG-DUP, nine were detected above their respective RLs in both samples (acetone, 2-butanone, dichlorodifluoromethane, heptane, isopropanol, propene, tetrachloroethylene, toluene, and m&p xylene). Precision was determined to be acceptable for six of the compounds, slightly high for two of the compounds (2-butanone and heptane), and high for propene (Table 5). Accu racy Accuracy is evaluated using a percent recovery measured in spiked and unspiked samples. Accuracy is a function of the laboratory method, and parameters regarding accuracy are included in the lab reports provided in Appendix A. 4.2.2 Representativeness Mid -Atlantic has evaluated the representativeness of the limited ESA activities to document the degree to which the sample data accurately and precisely represents a characteristic of a Mid Atlantic Addendum to Limited Environmental Site Assessment Report July 26, 2022 Sonrise Industrial Center Page 7 1200 Henry Street Roanoke Rapids, North Carolina population, parameter variations at a sampling point, or an environmental condition. Review of field methods and procedures indicated that sample collection, handling and transportation were conducted in accordance with the QAPP and SSQAPP. Review of analytical results indicates that the analytical data is generally uniform and consistent between sampling points. 4.2.3 Completeness Soil Gas/Indoor Air: A total of 4 soil gas/indoor air samples were submitted for analysis for VOCs by EPA Compendium Method TO-15 in accordance with the Work Plan. Completeness for the testing specified in the Work Plan was 100% for VOCs. 4.2.4 Comparability To produce comparable data, the units specified for analytical results obtained during the field activities are consistent throughout this project. The soil gas and indoor air concentrations used in the report tables are similar to the units included in the State and EPA action level tables that are used for comparison. Standardized analytical methods have been used for each parameter. 4.2.5 Sensitivity Laboratory quantitation limits (the reporting limit and/or MDL) for soil gas and indoor air samples were sufficient to report concentrations below the action levels in undiluted samples. Exceptions to this are noted below: Indoor Air The method detection limits for the indoor air exceeded the Residential IASLs for eight indoor air constituents that were not detected. These include benzyl chloride, bromodichloromethane, 1,3-butadiene, 1,2-dibromoethane, 1,2-dichloroethane, hexachlorobutadiene, 1,1,2,2- tetrachloroethane, and 1,1,2-trichloroethane. One of these compounds, 1,2-dibromoethane, had an MDL that exceeded its Non -Residential IASL. For the purpose of risk evaluation and comparison, risk calculations were performed with, and without, the MDLs of the compounds above. 4.3 Laboratory Data Evaluation The laboratories completed validation and verification of laboratory processes and data, and delivered laboratory reports to the Mid -Atlantic Project Manager. The laboratory reports and the QC information contained therein documents compliance to the QAPP. The following qualifiers were used by the laboratories in the reports when presenting data for the samples and QA/QC samples collected by Mid -Atlantic: "J" — Result is an estimated concentration (J-Flag). Data usability determination is also a part of data evaluation. After data validity has been assessed, that is, the analytical data has been reviewed and qualifier codes have been applied, these data were individually identified and assessed for usability. Sample data (both with and without qualifier codes) may be generally spoken of as either qualitative (Level A), quantitative (Level B), or unusable. Within any matrix it is likely certain samples may have parameters that require qualifier codes. A discussion of these qualifier codes for each level is provided below. 4.3.1 Qualitative Data — Level A Qualitative data are often referred to as Level A data. All screening data is considered Level A data. Screening data may not be considered as Level B data and cannot be used to make site management decisions. Data in this level also include "J" coded data. These data are considered to be an estimated quantity, i.e., a presence or absence value. Data having been given a "J" code were not automatically classified as qualitative data only; these data were considered as Level B (quantitative) data depending on bias, and were evaluated on a case by case basis. Data reported with a "NY code or marked with a "<" symbol can also be classified as Level B data provided the detection limit was not above an applicable regulatory action level for that analyte. All analytical data received as part of the analytical package for this site were accepted as Level A data. Some results for indoor air analytes with MDLs above applicable action levels and listed as not detected must be considered as Level A data. These analytes are listed in Section 4.2.5. 4.3.2 Quantitative Data — Level B Data at this level are referred to as Level B data. Only data meeting all field and analytical data usability requirements may be classified as Level B data. This means all quality assurance parameters have been satisfied, including quality control and quality assessment. Only data that were found to be analytically valid and passed all criteria for Level A were considered for classification at Level B. These data are considered definitive and may be used for any purpose. Based on information provided in the laboratory reports, laboratory tests were performed within the appropriate holding times. Except for items noted in Section 4.3.1, detected analytes in all samples which were both above the MDL and RL and are accepted as Level B data. In reviewing the laboratory reports, multiple analytes were reported as detections with "J" data qualifiers, indicating the reported value is an estimate. These compounds (J value) were detected above the MDL, but below the RL. The MDL is the lowest concentration at which an analyte can be detected in a sample by the particular laboratory method used. "Detected" indicates that the analyte can be distinguished from the blank with reasonable certainty. The RL is approximately five times the MDL or the lower calibration standard, whichever is higher. For the purposes of this assessment, "J value" qualified data are considered acceptable for making site management decisions as these data are not the sole determinant of "clean." These data are accepted as Level B data. 5.0 SUMMARY AND CONCLUSIONS Sonrise Reclamation, LLC owns the subject property and may sell the property in the future to a potential buyer. The objective of this assessment was to further assess the historical use of the subject site and to assess whether contaminants are present at levels that may be an impediment to future redevelopment. Mid -Atlantic offers the following conclusions based on the results of this assessment as they pertain to redevelopment: Groundwater flow below the site is to the south-southeast towards a topographic low area of the property and a "dry" stream valley that has been backfilled over time on the Sonrise Industrial Center and the adjacent Panda co -generation facility (Dominion Power) site. A perennial steam, Chockoyotte Creek, is located approximately 1,500 feet to the south. This groundwater flow direction is consistent with historical assessments performed at the site. Soil gas constituents were not detected above their Residential and/or Non - Residential SGSLs. This suggests that a release has not occurred in the vicinity of the former machine shop. Indoor air sample IA-1 and its duplicate (IA-DUP) did not exhibit detectable constituents at concentrations that exceeded their respective residential or non- residential IASLs. Because the MDLs for these samples exceeded the IASL for multiple constituents, a set of risk calculations were performed that included the MDLs of these compounds (i.e. considered these compounds to be present at their MDLs as a very conservative measure and compounds reported at estimated concentrations). With these compounds included at concentrations equal to their respective MDLs, the cancer risk sum and non -carcinogenic hazard index were exceeded under a residential scenario, but not in a non-residential scenario. When these compounds are not assumed present, neither the cancer risk sum or non - carcinogenic hazard index are exceeded in either scenario. Based on the data collected to date, it does not appear that contaminants present at the site pose an unacceptable risk for a non-residential redevelopment/use. Additional assessment, remedial action, and/or engineering/institutional controls may be necessary to facilitate a more sensitive use (i.e. residential, etc.). Mid -Atlantic recommends that a copy of this report be submitted to the NCBP for their review as they prepare the draft Brownfields Agreement for this site.
